Imperuious Surface Area Charge Residential Six-tier Rate Structure<br />

ln line with <strong>DC</strong> WASA's Board Resolution #08-37 <strong>and</strong> Policy #3 on lmpervious Surface Area Charge, a review of the data <strong>and</strong> rate<br />

options to consider a multitier rate structure was completed. The review took into consideration impacts from a technical, data<br />

completeness, revenue sufficiency, <strong>and</strong> legal perspective. The Board asked management to develop a residential multi - tier rate<br />

structure to replace the original methodology of 1 ERU for all residential properties based on property size <strong>and</strong> equity. Currently, the<br />

number of ERUs billed to residential customers totals 104,483. After analysis <strong>and</strong> review of several billing options, a six-tier billing<br />

structure for residential customers has been recommended <strong>and</strong> incorporated within the currently proposed financial plan update<br />

beginning with <strong>FY</strong> <strong>2011</strong>. This tier structure would increase the total number of billed residential ERUs to approximately 1 13,471.<br />

The following table demonstrates the distribution of the residential ERUs by tiers <strong>and</strong> size. lf approved, approximately 74 percent of<br />

the residential customers will see no change in the ERU quantity on their monthly bill; <strong>and</strong> approximately 18 percent will pay slightly<br />

less.<br />

Amendment Act of 2008 <strong>and</strong> the District of Columbia Comprehensive Stormwater Management Enhancement Amendment Act of<br />

2008, <strong>DC</strong> WASA is working in coordination with the District Department of Environment (DDOE) to review data <strong>and</strong> create a credit<br />

program that will provide incentives to <strong>DC</strong> property owners to implement Best Management Practices (BMP) as may be defined<br />

lv-<strong>17</strong>
