1. Furnish documentation of receipt of public assistance (e.g. food stamps, TANF, free<br />

exceed the following levels:<br />

a. $20,665/family of one<br />

b. $27,991/family of two<br />

c. $35,317/family of three<br />

d. $42,643/family of four<br />

For each additional person, add $7,326 to determine maximum annual income for eligibility.<br />

Income eligibility guidelines are determined by the USDA’s Food and Nutrition Service. RCC<br />

currently uses 185% of the federal poverty guidelines which are the amounts shown above.<br />

3. Reside in one of the following:<br />

a. <strong>Reston</strong> Fellowship Houses (Hunter Woods, Lake Anne, Tall Oaks)<br />

b. A <strong>Reston</strong> Interfaith <strong>Community</strong><br />

i. Cedar Ridge<br />

ii. Stonegate Village<br />

iii. Westglade Apartments<br />

Patrons residing at a <strong>Reston</strong> Interfaith supported community may have the assigned <strong>Reston</strong><br />

Interfaith employee submit fee waiver forms on their behalf. (<strong>Reston</strong> Interfaith staff members<br />

have direct access to eligibility criteria, eliminating the need for additional documentation to be<br />

submitted.)<br />

Analysis<br />

RCC’s fee waiver program provides our programs with participation from across the community<br />

ensuring that everyone has access to positive leisure, cultural and educational experiences to<br />

enhance their quality of life. The success of the program is largely due to the staff’s energetic<br />

education efforts to inform people and human services providers about the program. Not all<br />

awarded fee waiver monies are utilized and there is no evidence of abuse of the program; the<br />

Fee Waiver program is closely monitored by the Customer Service Manager.<br />

To illustrate the impact, these are figures from the 2012 General Fee Waiver funding cycle:<br />

Total General FW credits awarded since May 1, 2012: $140,423<br />

Total General FW credits used since May 1, 2012: 63,309<br />

Total General FW credits awarded since May 1, 2012 but not yet expended: 77,114<br />

Average number of General FW credits awarded per household: $406<br />

RCC General Fee Waiver Program Features<br />

Duration: May 1 – April 30 each year<br />

Use: For any RCC program offering in the summer, fall, or winter/spring<br />

program guide to include pool passes, Seniorcize passes or Professional Touring Artist Series.<br />

Use does not apply to any class supply fees, any non-RCC sponsored program fees (e.g. AARP<br />

class fees, RA class fees) or rental fees. Any RCC program under $10 is not charged an<br />

enrollment fee.<br />

Enrollment fees: Patrons are required to pay a $5.00 non-refundable enrollment fee<br />

for each class, trip, workshop, ticket or pass for which the participant is registered. RCC<br />

registration procedures and refund/cancellation policies apply.<br />

Amount awarded: $150.00 per family member.<br />

Family of 1 = $150.00<br />
