akistan's social and economic development depends on the quality and<br />
productivity <strong>of</strong> its human resources. Human resource development <strong>in</strong> turn<br />
Pneeds high quality <strong>of</strong> education, be it at the school or college level, general<br />
or pr<strong>of</strong>essional, and vocational or technical. Both the federal and prov<strong>in</strong>cial<br />
governments stand strongly committed to education as their top most social<br />
sector priority.<br />
As we all acknowledge, the teacher plays the most pivotal role <strong>in</strong> determ<strong>in</strong><strong>in</strong>g the<br />
quality <strong>of</strong> education that is be<strong>in</strong>g imparted <strong>in</strong> educational <strong>in</strong>stitutions. It is<br />
therefore important that our teachers are well tra<strong>in</strong>ed and their tra<strong>in</strong><strong>in</strong>g needs<br />
are met on an on-go<strong>in</strong>g basis as new trends emerge <strong>in</strong> the educational sector. All<br />
teacher tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutes therefore have this major responsibility to ensure that<br />
teacher tra<strong>in</strong><strong>in</strong>g needs are assessed and met on a cont<strong>in</strong>uous basis.<br />
In this context, the “<strong>Directory</strong> <strong>of</strong> <strong>Teacher</strong> <strong>Education</strong>/<strong>Tra<strong>in</strong><strong>in</strong>g</strong> Institutes <strong>in</strong><br />
<strong>Balochistan</strong> ” developed by the Bureau <strong>of</strong> Curriculum and Extension Centre<br />
(BOC & EC) under the STEP programme is a new body <strong>of</strong> knowledge. It provides<br />
accurate <strong>in</strong>formation on private and public <strong>in</strong>stitutions <strong>of</strong>fer<strong>in</strong>g teacher tra<strong>in</strong><strong>in</strong>g<br />
at different levels and <strong>in</strong> different discipl<strong>in</strong>es. The <strong>Directory</strong> will be extremely<br />
useful for plann<strong>in</strong>g <strong>of</strong> implementation <strong>of</strong> teacher tra<strong>in</strong><strong>in</strong>g programmes <strong>in</strong> future.<br />

<strong>in</strong>ce its establishment <strong>in</strong> 1971, the Bureau <strong>of</strong> Curriculum & Extension<br />
Center (BOC & EC) has been engaged <strong>in</strong> a host <strong>of</strong> activities rang<strong>in</strong>g from<br />
Sdevelopment <strong>of</strong> curriculum and tra<strong>in</strong><strong>in</strong>gs, conduct<strong>in</strong>g <strong>of</strong> TOTs and preservice/<br />
<strong>in</strong>-service teacher tra<strong>in</strong><strong>in</strong>g. Under the STEP programme, the BOC & EC<br />
has taken some bold steps to document key <strong>in</strong>formation that will be useful to<br />
both its pr<strong>of</strong>essional staff and agencies <strong>in</strong>terested <strong>in</strong> any aspect <strong>of</strong> teacher<br />
tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>Balochistan</strong>.<br />
The recent addition to the admirable accomplishment under STEP is the<br />
“<strong>Directory</strong> <strong>of</strong> <strong>Teacher</strong> <strong>Education</strong>/ <strong>Tra<strong>in</strong><strong>in</strong>g</strong> Institutes <strong>in</strong> <strong>Balochistan</strong>”. The directory<br />
has been compiled by collect<strong>in</strong>g <strong>in</strong>formation from the concerned <strong>in</strong>stitutes <strong>in</strong><br />
both public and private sectors. The <strong>in</strong>formation is now available <strong>in</strong> a computer<br />
database and the directory reflects the most pert<strong>in</strong>ent data that will be <strong>of</strong> use by<br />
BOC & EC for plann<strong>in</strong>g and implement<strong>in</strong>g teacher tra<strong>in</strong><strong>in</strong>g programmes <strong>in</strong><br />
future. The federal government and donors will also f<strong>in</strong>d the directory useful as it<br />
provides them concise <strong>in</strong>formation on available resource <strong>in</strong>stitutions <strong>in</strong> the<br />
prov<strong>in</strong>ce.<br />
I would like to congratulate BOC & EC on publish<strong>in</strong>g the directory and<br />

he partnership with <strong>UNESCO</strong>-USAID under the STEP Programme has<br />
been a mutually reward<strong>in</strong>g and enrich<strong>in</strong>g experience. Several new<br />
T<strong>in</strong>itiatives have been taken under the programme for the first time and as<br />
the Director <strong>of</strong> BOC & EC, I would like to acknowledge the technical and<br />
f<strong>in</strong>ancial support which provided opportunities to BOC & EC to document and<br />
expand its work.<br />
With the publication <strong>of</strong> the “<strong>Directory</strong> <strong>of</strong> <strong>Teacher</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> / <strong>Education</strong> Institutes <strong>in</strong><br />
<strong>Balochistan</strong>”, the BOC & EC has achieved an important milestone. We now have<br />
a fairly reliable <strong>in</strong>formation <strong>of</strong> <strong>in</strong>stitutes engaged <strong>in</strong> teacher education <strong>in</strong> the<br />
prov<strong>in</strong>ce. The directory tells us the different types and duration <strong>of</strong> courses<br />
<strong>of</strong>fered, number <strong>of</strong> current and potential beneficiary teachers, technical capacity<br />
<strong>of</strong> the <strong>in</strong>stitutes and other <strong>in</strong>formation useful for plann<strong>in</strong>g future teacher tra<strong>in</strong><strong>in</strong>g<br />
programmes. The directory can be extremely useful for other organizations and<br />
agencies which are on the lookout for potential partners for teacher tra<strong>in</strong><strong>in</strong>g <strong>in</strong><br />
the prov<strong>in</strong>ce. It is a comfort<strong>in</strong>g thought that the <strong>in</strong>formation is available with<br />
BOC & EC <strong>in</strong> a computerized database format and it can be regularly updated.<br />
I wish to thank all who worked hard to collect, collate and compile the entire<br />
data, and all the <strong>in</strong>stitutes which graciously provided the data for the directory. I<br />

Strengthen<strong>in</strong>g <strong>Teacher</strong> <strong>Education</strong> <strong>in</strong> Pakistan<br />
(STEP) Project<br />
his document was prepared under the <strong>UNESCO</strong> project “Strengthen<strong>in</strong>g <strong>Teacher</strong><br />
<strong>Education</strong> <strong>in</strong> Pakistan (STEP)” funded by USAID. The project strives for the enhancement<br />
T<strong>of</strong> th e Government’s capacity to assure quality teacher education by improv<strong>in</strong>g policy<br />
framework, coord<strong>in</strong>ation and standard-sett<strong>in</strong>g <strong>in</strong> order to br<strong>in</strong>g about long term changes.<br />
The pr<strong>in</strong>cipal objective <strong>of</strong> the project stated <strong>in</strong> the orig<strong>in</strong>al proposal is “to improve the quality<br />
and pr<strong>of</strong>essional development <strong>of</strong> teachers and teacher tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutions through the<br />
development <strong>of</strong> a strategic framwork for 1) policy formulation and dialogue with a view to<br />
build<strong>in</strong>g consensus and mobiliz<strong>in</strong>g support for teacher education, 2) effective coord<strong>in</strong>ation <strong>of</strong><br />
<strong>in</strong>terventions <strong>in</strong> teacher education, <strong>in</strong>clud<strong>in</strong>g field based teacher education activities, and 3)<br />
standard sett<strong>in</strong>g for teacher certification and accreditation.”<br />
The project takes a holistic and unique approach. The STEP project has partnership with all<br />
the key government teacher education bodies which have mandates <strong>in</strong> relation to teacher<br />
education curriculum and coord<strong>in</strong>ation both at the Federal and Prov<strong>in</strong>cial level, aim<strong>in</strong>g to<br />
improve coherence and coord<strong>in</strong>ation <strong>of</strong> teacher education system as well as to support each<br />
<strong>of</strong> them to develop its capacity to assure quality teacher education.<br />
BOC- Baluochistan is one <strong>of</strong> the counterpart <strong>in</strong>stitutions <strong>of</strong> the STEP project, STEP activities<br />
with BOC <strong>in</strong>cludes;<br />
Strengthen<strong>in</strong>g <strong>of</strong> Resource Center<br />
Organize monthly meet<strong>in</strong>gs <strong>of</strong> BOC , PITE and elementary college to establish<br />
coord<strong>in</strong>ation network<br />

T(I.E.R) and public as well as private <strong>in</strong>stitutes <strong>of</strong>fer<strong>in</strong>g various degrees, courses or<br />
certificates <strong>in</strong> teacher education. The <strong>in</strong>formation encompasses contacts, courses <strong>of</strong>fered,<br />
basic facilities and current enrollment <strong>in</strong> these <strong>in</strong>stitutes. It also records <strong>in</strong>formation about the<br />
physical <strong>in</strong>frastructure i.e number <strong>of</strong> classrooms, status <strong>of</strong> playground, laboratory, library,<br />
computer lab and hall. This also conta<strong>in</strong>s <strong>in</strong>formation regard<strong>in</strong>g these facilities are<br />
functional or not.<br />
A database is ma<strong>in</strong>ta<strong>in</strong>ed at BOC & EC which records detail <strong>in</strong>formation about each <strong>in</strong>stitute<br />
like faculty <strong>in</strong>formation (Pr<strong>of</strong>essor/Instructor name, his/her pr<strong>of</strong>essional and academic<br />
qualification, teach<strong>in</strong>g/tra<strong>in</strong><strong>in</strong>g experience and contact details). This document will serve a<br />
complete source <strong>of</strong> <strong>in</strong>formation for Government departments, educators, tra<strong>in</strong>ees and Non-<br />
Governmental Organizations.<br />
Part I: <strong>of</strong> the directory provides summary <strong>in</strong>formation about <strong>in</strong>stitutes, district-wise, genderwise,<br />
sector wise (Government & Private) and courses <strong>of</strong>fered <strong>in</strong> these <strong>in</strong>stitutions. It <strong>in</strong>cludes<br />
summary table to facilitate the search <strong>of</strong> <strong>in</strong>stitute by course <strong>of</strong>fered. Each <strong>in</strong>stitute is<br />
referenced by a page number which enables the reader to view the details <strong>of</strong> that particular<br />
<strong>in</strong>stitute.<br />
Part II: enlists detailed <strong>in</strong>formation about all the <strong>in</strong>stitutes <strong>in</strong> alphabetical order. It <strong>in</strong>cludes the<br />
address, contacts (phone no, email address, website address), sector, <strong>in</strong>stitute type and<br />
courses <strong>of</strong>fered.<br />
BOC & EC tried its best to collect <strong>in</strong>formation about all <strong>in</strong>stitutes, but still there were few<br />
<strong>in</strong>stitutes especially <strong>in</strong> private sector who hesitated to provide <strong>in</strong>formation. Therefore <strong>in</strong> this<br />
first edition <strong>of</strong> <strong>Directory</strong>, there may be some <strong>in</strong>stitute which could not be <strong>in</strong>cluded <strong>in</strong> it. It is<br />
expected that <strong>in</strong> 2nd edition the rest <strong>of</strong> the <strong>in</strong>stitutes will also realize the importance <strong>of</strong> this<br />
effort and will provide the data excitedly. In this connection a blank form has been provided at<br />
the end <strong>of</strong> the directory. Institutes will<strong>in</strong>g to participate can fill out the form and send to Deputy<br />
Director BOC & EC.<br />
The <strong>in</strong>stitutions who want to update their <strong>in</strong>formation provided <strong>in</strong> this edition can also use the<br />
same form. All these <strong>in</strong>formation will be compiled <strong>in</strong> next edition.<br />
This directory is published <strong>in</strong> collaboration with <strong>UNESCO</strong> under STEP-USAID project.<br />

EXECUTIVE SUMMARY<br />
There are 30 teacher tra<strong>in</strong><strong>in</strong>g/education <strong>in</strong>stitutes<br />
<strong>in</strong> <strong>Balochistan</strong>, out <strong>of</strong> which 20 are government<br />
and 10 private <strong>in</strong>stitutes.<br />
There are 6 male, 5 female and 19 Male/Female<br />
<strong>in</strong>stitutes for teacher tra<strong>in</strong><strong>in</strong>g.<br />
In <strong>Balochistan</strong> there is 1 <strong>in</strong>stitute conduct<strong>in</strong>g PhD,<br />

PITE <strong>Balochistan</strong> has 12 <strong>Tra<strong>in</strong><strong>in</strong>g</strong> Outpost Centers situated <strong>in</strong> the remote districts <strong>of</strong> the prov<strong>in</strong>ce. The purpose <strong>of</strong> these<br />
centers is to serve as satellites <strong>of</strong> PITE and extend <strong>in</strong>-service teacher education services to the teachers <strong>of</strong> these remote<br />
districts for enhanc<strong>in</strong>g quality <strong>of</strong> education. Each <strong>Tra<strong>in</strong><strong>in</strong>g</strong> Outpost Centre has three <strong>Tra<strong>in</strong><strong>in</strong>g</strong> Outpost Tutors (TOTs) to<br />
carryout pr<strong>of</strong>essional development activities. It also has two classrooms set-up <strong>in</strong> a big school <strong>of</strong><br />
the district for the tra<strong>in</strong><strong>in</strong>g purposes. The contact person for these TOTs is the director PITE, Quetta.<br />
The 12 TOT (male and female) centers are located <strong>in</strong> the follow<strong>in</strong>g districts:<br />
