Vulnerability: “Vulnerability” refers to people’s exposure to external risks, shocks<br />
and stresses and their ability to cope with, and recover from, the resulting impacts.<br />
Vulnerability may differ seasonally or at different times within people’s lives. It differs<br />
across groups within communities or individuals within a household, depending on<br />
their livelihood activities or social class. People draw on a range of coping strategies<br />
in times of stress, although the strategies available to the very poor are likely to be<br />
more restricted and less resilient. 2<br />

PIEDRAS NEGRAS, COAHUILA. The changes in precipitation and temperatures<br />
registered in different regions of Coahuila are a result of the climate change that is<br />
affecting the entire planet, according to environmentalist Josefina Sánchez Ponce. She<br />
said that while it’s true we don’t know everything about how the atmosphere behaves,<br />
the effects have already been experienced in Coahuila, and include tornadoes and severe<br />
storms accompanied by hail the size of baseballs.<br />
She said rainfall in the Saltillo area is atypical, different from that experienced in the<br />
past. The situation is similar in the central, desert, south-eastern, northern and coalproducing<br />
regions, specifically, torrential rainfall leading to floods and at the same time,<br />
an intense drought that has caused agricultural production to plummet.<br />
She remembered that years ago, rainfall was recorded for a longer period of time, but<br />
currently it has diminished; also, winters used to be colder, and now are less so—which is<br />
extremely worrying.<br />
According to Sánchez Ponce, there are reports that forage crops in the northern part of the<br />
country have been affected, since there is not enough time for them to adapt, primarily in<br />
the winter, when the land in this area is less suitable for growing crops.<br />
“One of the major losses in Mexico is the loss of biodiversity as a result of climate<br />
change. Species have moved from one area to another, and those unable to do so tend to<br />
disappear,” she commented.<br />
According to the Mexican Meteorological Organization, the drought, which is already<br />
severe, will be even more intense in the northern part of the country, as a result of<br />
climate change conditions.<br />
