66. It is important to also maintain a general presumption against <strong>the</strong> use of street tree<br />
furniture such as tree guards, unless justified, as this can contribute to unnecessary<br />
clutter adjacent to <strong>the</strong> highway. Where trees are in open spaces this presumption can<br />
be reviewed in <strong>the</strong> particular context.<br />
Where a tree will require a large area of pavement, unpointed setts (preferably tegula but granite is potentially<br />
acceptable) can be used.<br />
Closed Circuit Television (CCTV)<br />
67. Many areas are now subject to CCTV coverage, principally to detect <strong>and</strong> record crime.<br />
The location of a new tree must be carefully considered to minimise <strong>the</strong> creation of<br />
‘blank’ areas where <strong>the</strong> cameras cannot see.<br />
68. Usually <strong>the</strong> problem can be resolved by pruning specific branches, but in rare cases it<br />
may be necessary to remove <strong>the</strong> tree. Where retention is highly desirable additional<br />
cameras may be needed to provide <strong>the</strong> necessary coverage.<br />
Residential amenity – Daylight, sunlight, accessibility<br />
69. The amenity of residents is important when considering where to plant. Consideration<br />
will be given to windows to habitable rooms 7 when planting. Mature trees can cast<br />
shadows <strong>and</strong> block considerable amounts of daylight <strong>and</strong> sunlight, particularly to<br />
windows on lower floors <strong>and</strong> in basements, which can be a problem in lowering <strong>the</strong><br />
quality of life for some inhabitants.<br />
