month long operation, 10 members of the SUPSALV staff deployed to the Gulf region and a<br />

number of others provided support from NAVSEA HQ. A more comprehensive list of personnel<br />

appears in Appendix A.<br />

2-1.2 <strong>ESSM</strong> Team<br />

Global Phillips Cartner (GPC), SUPSALV’s Emergency Ship Salvage Material (<strong>ESSM</strong>) contractor<br />

deployed its people to the Gulf region to support the operation. Staff from all U.S. <strong>ESSM</strong> bases<br />

were assigned to the operation. This included Cheatham, VA, Port Hueneme, CA, Pearl Harbor<br />

HI, and Fort Richardson, AK. On 28 April, the first 19 team members arrived in the Gulf. After<br />

consulting with USCG representative, they reported to the State Dock, Gulfport, MS and began<br />

to offload the earliest trucks. The number of staff from the <strong>ESSM</strong> bases exceeded 60 personnel<br />

but the number of people needed to operate all the <strong>ESSM</strong> equipment was far more than that.<br />

Using a standing contract with National Response Corporation (NRC), crews were supplemented<br />

so that experienced <strong>ESSM</strong> personnel were leading integrated <strong>ESSM</strong> and NRC teams. During<br />

the height of the operation, <strong>ESSM</strong> teams numbered more than 140 people.<br />

2-1.3 Supplemental Navy Support<br />

SUPSALV’s Reserve Detachment and a number of Engineering Duty Officers were utilized to<br />

support the operation. The SEA 00C Reserve Detachment’s CO was CAPT Charles Gunzel who<br />

supported SUPSALV on site in Gulfport for nearly the entire duration of the operation. He also<br />

arranged to have a number of the Detachment’s Sailors report for duty in the Gulf and a number<br />
