The threat of flood<strong>in</strong>g and erosion is affect<strong>in</strong>g more and more of Brita<strong>in</strong>’s coastl<strong>in</strong>e<br />
and communities as many coastal defences are <strong>in</strong> desperate need of repair or<br />
replacement. As sea levels rise, the risk to people and property will <strong>in</strong>crease.<br />
Particularly vulnerable is the beautiful village of <strong>Borth</strong>. Built on a sh<strong>in</strong>gle ridge <strong>in</strong><br />
Cardigan Bay, Wales, it is home to around 1,500 people, which <strong>in</strong>creases by 7,000<br />
regular visitors who return dur<strong>in</strong>g holidays attracted by its beautiful surround<strong>in</strong>gs.<br />
As the village of <strong>Borth</strong> has developed on a mobile sh<strong>in</strong>gle bank, with many properties<br />
built on top of the beach, it is vulnerable to flood<strong>in</strong>g and erosion, requir<strong>in</strong>g the<br />
construction of coastal defences. Ord<strong>in</strong>ary storms affect properties every w<strong>in</strong>ter<br />
with overtopp<strong>in</strong>g flood<strong>in</strong>g through homes and on to the high street, and few can get<br />
<strong>in</strong>surance. Ceredigion County Council is responsible for these defences, and together<br />
with consultant <strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong> has developed the <strong>in</strong>novative scheme currently<br />
under construction which delivers amenity as well as coast protection benefits.<br />
The current 1970’s timber groynes and breastwork defences (also designed by<br />
<strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>) were reach<strong>in</strong>g the end of their life and there was a press<strong>in</strong>g need<br />
for further protection on the 6km frontage. The village and region has a strong<br />
relationship with its coast and consequently there is an active and <strong>in</strong>formed local<br />
community committed to be <strong>in</strong>volved <strong>in</strong> the future operation and development<br />
of its seafront. In develop<strong>in</strong>g a Strategy for the frontage, consultation clearly<br />
signalled that any scheme would need not only to provide protection, but also to<br />
<strong>in</strong>clude amenity measures to ensure the long term economic susta<strong>in</strong>ability of the<br />
town and region. <strong>Borth</strong>’s award-w<strong>in</strong>n<strong>in</strong>g beach is popular for bucket and spade<br />
holidays, bathers, surfers and adventure enthusiasts, and a key measure identified<br />
by the community was the requirement to susta<strong>in</strong> or improve local surf<strong>in</strong>g.<br />
<strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong> <strong>in</strong>vestigated this provision, and concluded <strong>in</strong> their 2006 Strategy<br />
that the way forward was to improve the defences by a £29m phased scheme of<br />
beach nourishment and rock beach structures, which <strong>in</strong>cluded a multi-function<br />
artificial reef configured to provide both coast protection and surf<strong>in</strong>g amenity.<br />

Ceredigion Council secured fund<strong>in</strong>g from Welsh Assembly<br />
Government and Welsh European Fund<strong>in</strong>g Office (WEFO)<br />
Convergence fund<strong>in</strong>g for the £13.5m first phase of the Strategy,<br />
which is currently under construction by Contractor Bam<br />
Nuttall. However, the fund<strong>in</strong>g came with the requirement<br />
to spend over £5m <strong>in</strong> 2010/11 f<strong>in</strong>ancial year. A January<br />
2011 construction start put considerable pressure on the<br />
construction team to achieve this.<br />
The current works <strong>in</strong>clude 150,000m 3 of sh<strong>in</strong>gle nourishment,<br />
controlled by a series of onshore rock breakwaters groynes.<br />
At the southern end, where consultation had identified the<br />
need for open beach and views, the sh<strong>in</strong>gle is controlled by an<br />
<strong>in</strong>novative double reef located 400m offshore. This rock reef<br />
has been configured with surf<strong>in</strong>g <strong>in</strong> m<strong>in</strong>d.<br />
Alice Johnson, <strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>’s NEC Supervisor for the<br />
construction, and project manager for design and development<br />
of the scheme, provides further details about the scheme:<br />
“We have had a long association with Ceredigion CC and <strong>Borth</strong>,<br />
which has enabled us to build up a strong relationship with the<br />
local community. The design of the scheme has been significantly<br />
<strong>in</strong>fluenced by the people of <strong>Borth</strong>, who have strongly held op<strong>in</strong>ions<br />
of what they want to see on their doorstep. Their support has<br />
been essential <strong>in</strong> gett<strong>in</strong>g the scheme through plann<strong>in</strong>g and other<br />
consents and approvals <strong>in</strong> the demand<strong>in</strong>g timescales required by<br />
the fund<strong>in</strong>g. Their support is ongo<strong>in</strong>g <strong>in</strong> the understand<strong>in</strong>g of<br />
the construction phase and the <strong>in</strong>evitable disruption, which Bam<br />
Nuttall are striv<strong>in</strong>g too keep to a m<strong>in</strong>imum. The most significant<br />
element of the new defences, when they are completed, will be<br />
the broad sh<strong>in</strong>gle beach. The multi-purpose reef is a relatively<br />
new concept for use <strong>in</strong> coastal defence, and be<strong>in</strong>g located 400m<br />
offshore, it will be unobtrusive, only be<strong>in</strong>g visible when the tide<br />

is out. Waves will break over the reef, reduc<strong>in</strong>g energy to protect<br />
the beach from erosion, and encourag<strong>in</strong>g the development of<br />
a broader beach <strong>in</strong>shore. Although the reef has been designed<br />
primarily to protect the sh<strong>in</strong>gle beach, it is shaped to help swell<br />
waves break, creat<strong>in</strong>g an additional surf<strong>in</strong>g facility. Accord<strong>in</strong>gly<br />
the design and layout of the scheme, has <strong>in</strong>volved many studies<br />
<strong>in</strong>clud<strong>in</strong>g <strong>in</strong>itial computer modell<strong>in</strong>g of the shore and beach<br />
behaviour to develop an outl<strong>in</strong>e arrangement, which was further<br />
ref<strong>in</strong>ed through 3D physical modell<strong>in</strong>g by HR Wall<strong>in</strong>gford. This<br />
model demonstrated the response of the design to ord<strong>in</strong>ary,<br />
storm and extreme conditions at <strong>Borth</strong>, and was also used to<br />
assess the surfability of waves.”<br />
The tendered construction costs were reduced post-award<br />
dur<strong>in</strong>g a period of design development <strong>in</strong>volv<strong>in</strong>g client,<br />
designer, contractor and NEC project manager Atk<strong>in</strong>s. A number<br />
of ideas were developed to be <strong>in</strong>cluded with<strong>in</strong> the scheme;<br />
most notably the use of a quarried replacement sh<strong>in</strong>gle to be<br />
buried deep with<strong>in</strong> the beach and covered with natural sh<strong>in</strong>gle.<br />
This significantly reduced importation costs and resulted <strong>in</strong> a<br />
closer geological match to the natural beach sediments.<br />
<strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong> cont<strong>in</strong>ue to closely supervise the contracted<br />
works at the site to ensure everyth<strong>in</strong>g meets the specifications.<br />
We are work<strong>in</strong>g with a wide team consist<strong>in</strong>g of Ceredigion<br />
County Council’s environmental, cost and site staff, Atk<strong>in</strong>s<br />
contract project management, and the contractor Bam<br />
Nuttall, to ensur<strong>in</strong>g <strong>Borth</strong> has sufficient protection aga<strong>in</strong>st<br />
the impact of the possible effects of climate change, <strong>in</strong>clud<strong>in</strong>g<br />
ris<strong>in</strong>g sea levels, with both efficiency and m<strong>in</strong>imal disruption.<br />
The fight aga<strong>in</strong>st coastal erosion is on-go<strong>in</strong>g for <strong>Borth</strong> and this<br />
scheme addresses the first phase of the strategy to manage the<br />
risk over the next 50-100 years which will cont<strong>in</strong>ue to <strong>in</strong>crease<br />
as sea levels rise. Beyond this; further environment, plann<strong>in</strong>g<br />
and management approaches are required to address these<br />
issues raised <strong>in</strong> the emerg<strong>in</strong>g shorel<strong>in</strong>e management plan.<br />
