PREFACE 

During the year, the ClFRl persued its research agenda 

to generate more information in understanding the 

production functions of our inland waters, viz. rtvers, 

estuaries, wetlands and reservoirs. The research was 

alsodirected towards standardizingand application on 

pilot scale the enhancement tools to improle the fish 

productivity in reservoirs and wetlands. At tile same 

time modem tools of remote sensing were used to 

develop digitized maps of inland water bodies in a 

phased manner. In the context ofchanging scenario of 

inland environment and climate change, the institute 

was involved activeiy in monitoring of ecosystem 

health, and assess the impacts on fish stocks at 

molecular, physiological and community ieveis. The 

contamination of inland waters by various toxicants 

and their degradation was also looked into. Ali the 

programmes have generated valuable scientific 

information during the year that we share with our 

readers. Apart from works on Institute based projects, 

a number of sponsored projects and consuitancies 

were under execution. We are also associated with 

execution of one NAlP programme as consortium 

partner under Component 4. While strengthening our 

linkage with different research institutes, we have 

been able to establish project linkages with DVC, 

CPCB, NFDB, Govt. of M.P., Jharkhand, U.P., 

Hatyana and Gujarat in different reservoirs and 

enviomment related investigations. 

This year, afterrigorous discussions at different levels, 

the XI Plan SFC proposal was submined to the 

authorities in ICAR , which has been approved and 

sanctioned. The lnstitute has taken steps to implement 

the approved plan activities In a phased manner. We 

have also printed and released the approved VISION 

2025 document, which highlights the road map for 

ClFRl future. 

The year 2007 has been very special to the ClFRl 

family, we have completed 60 years of dedicated 

service in the field of inland fisheries. Between April 

to December 2007 many activities were organized. 

special Diamond Jubilee lectures were delivered by 

the eminent experts, viz.. Dr. S.Ayyappan, DDG(Fy ) 

ICAR, Dr. M. V. Gupta, World Fish Laureate, Prof. S. 

K. Pal. Director Indian Satistical Institute. Dr.

Barrackpore. On this occasion existing and many 

retired fishery scientists involbed with grouing of 

ClFRl were honoured and entire ClFRl family re. 

dedicated themselves to work towards the grand 

success ofClFRl in yearsahead. 

All theachievemet~ts highlighted in this repon are the 

outcomeofthesincereeffortsmade by alimembersof 

staff ofClFRl during the year for which they deserve 

appreciation but I feel that there is significant scope to 

further improve our performance. I am confident that 

in future tooClFRl staffwill undertake theactivities of 

this institute with renewed dedication and 

commttment.

to various persons and organizations interested in 

inland open-water fishery and ecosystem management 

for achieving sustainable fishery and biodiversity

EXECUTIVE SUMMARY 

The Central inland Fisheries Research institute 

(CiFRl) from its inception in March 1947 has over the 

years grown and established itself as a premier 

institute in the field of inland fisheries in the country. 

The institute is located at Barrackpore, Koikata in the 

state of West Bengal. At present fifty three scientists. 

seventy seven technicians, sixty fire administrative 

staff and hundred forty eight supporting personnel 

sewed the instituteduringthe period. The ClFRl had a 

total budget allocation of Rs. 12.14 crores for the year 

2007-2008,which was effectively utilised. 

The institute organized its research programmes 

keeping in view the guidelines of the high level 

Research Advisory Comm~ttee (RAC) and 

recommendations of last QRT, the road map indicated 

In our VISIOK 2025 document and the thrust areas 

identified for the XI Plan, including overail approach 

paper ofXI Plan ofthe Planning Cornmision, Govt. of 

India. The lnstitute also has aManagement Comminee 

guiding its activities. Anumber of internal committees 

such as institute Research Committee, institute Joint 

Staff Council, Official Language Committee. 

Consultancy processing cell, etc are in place and 

contributed in Institute's management activities 

through periodic meetings and consultations. 

The lnstitute during the year focussed its attention 

on overall performance, which involbed institutional, 

sponsored, contract research and consultancies. At the 

same time serious attention was given to transfer of 

technology, internal and external human resource 

development, public awareness programmes, 

establishment of linkages and institution building 

activities. 

The research programmes were designed with 

major thrust onecosystem research invoivingresource 

assessment, ecology, biodiversity, fish stock 

evaluation including yields and environment 

monitoring and its management. During the year the 

lnstitute worked on seven research programmes. 

involring thirty one project activities, apart from six 

externally funded projects and one internationally 

funded. Salient achievenients under various 

programmeareas are highlighted as under: 

Rii'i8rinc. Fi'alicries 

The assessment of fishery resources in rivers is an 

important aspcct for formulating conservation plans. 

In this context, in this year investigations were carried 

out at Ii centres of the river Yamuna covering 

Baduala (Dehradun) to Aiiahabad (confluence pow 

with Ganga) stretch. The data generated revealed 

severe pollutional load with overall lou oxygen levels 

in Deihi-Etawah stretch. The situat~on was worst at 

Etawah (1.2 mgl' ), it improred gradually after each 

confluence point when bener quality water uas 

received from tributaries in the mait, river and the 

oxygen level increased to 7.2 mgl" at Ailahabad Due 

to changed ecology drop in fish catch and shift in 

speciescomposition was very much evident. 

Fish landings at Sadiapur and Daraganj landing 

centers were estimated at 115.96 and 44.02 t 

respectively. At Sadiapur the fishery was dominated 

by smaller species that contributed about 34.6%. 

followed by exotic species, specificaiiy common carp 

contributing about 34%. These species showed an 

increase of 79% over the preceding years catch which 

reflects a changing pattern of fish stock in the river 

system.

Reservoir Fisheries 

The improvement ofreservoir fish production isan 

important thrust area ofthe Institute. In this direction 

casestudiesindifferent statesare being worked out for 

developing site specific protocols. Accordingly, 

Suvarnavathy reservoir in Karnataka was investigated 

in which the total catch was 39.5 t and Indian major 

carps contributed a high of 95% to the total catches 

followed by tilapia. The mean CPUE was 12.3 kg 

registering per unit fish yield of 80.6 kgiha. Interim 

recommendations for enhancing productivity of 

Suvarnavathy reservoir have been formulated for 

implementation by the StateFisheriesDepanment. 

Another issue of concern for reservoirs is 

developing a model for appropriate management. In 

this direction secondary data on reservoirs (which 

include mo~hometric details, fish catch statistics, 

yield potential, primary production, etc.) collected 

from different states (viz. Karnataka, Rajasthan. 

Maharashtra, Tamil Nadu. Uttar Pradesh. Haryana, 

Kerala. Himachal Pradesh, Andhra Pradesh. Orissa, 

Madhya Pradesh and Punjab) were conlpiled and 

analysed for development of sofiuare models. 

Preliminary analysis of data carried our to assess any 

relation of fish yield with area, mean depth and 

primary production and other critical parameters.The 

relationships worked out indicated a high coefficient 

of determination (R') forthe relationships Mew Deplh 

vs ~eld(R'=0.889)andAreuvsCalcl(R*=O.715). 

Estuarine Fisheries 

The country has significant resource of estuarine 

ecosystems. In this context, a backwater lake was reassessed 

for its ecological status and fishery. 

Accordingly. physico-chemical profile, soil quality 

and texture, primary production and biotic production 

were extensively studied in Pulicat lake. The fisher~es 

of Pulicat largely depend on the catch of P indirus. 

mullets (M cephalus > M lade > M canneolus > .U. 

macrolepis > Lira puruiu) and Cliaitm chairos The 

dominant fishery of 1970s and 1980s. the Chonos 

chanos has, however, become almost rare. Similar has 

been the abundance of P ,nonodon, the tiger prawn 

which was predominant during 1970s & 1980s The 

average catch per fisher per day has been estimated to 

bepoorat300gtoS00g1day,mainiy of P inri'icu.\ 

While working in the Godabari estuarine s)stenl a 

total of 68 species of fishes, beloii~iiig to 37 fnm~lirs 

and I2 Ordcrsl~ave been recorded. 

Tliecontribution ofuetlandr to open water inland 

production itsignificant and the lnst~tutr is inviil\ed 

in improving their fish yield. In this context. uutiund 

programme is executcd in differe~lt h1nd9 nl' 

ecosystems. Accordir~ply, during this period fish catell 

and yield as well as environmental parAmeters ii-urn 

seven wetlands, situated at 24 Parganas Nonli dislricr. 

Nadia distria and at Hooghly district of West Bengai 

were studied. The yield of natural fish stocks tioni 

thcsc wetlands varied from 139 to 609kg:ha. The catch 

composition showed that Punrrur spp. as a group 

forms a major contributor to the total catch nf these 

wetiands (6-20%). followed by Cilanrro spp. (7-18%) 

and prawns(5-12%). 

A total of 76 species among 55 genera and 30 

fanlilies uere recorded from beeO of West Bengal.

Oreochmmis niloricus niloricus, Pterygoplichthys 

disjuncrivus and Piaractus brachypomus were 

recorded. In Mahane wetland in Uttar Pradesh IMC 

and exotic fishes totalling 23 fish species were 

recorded. 

Microcosm expenment with the macrophyte 

Eichhornia crassipes in Assam bee1 indicated its 

negative influence on water temperature, water pH, 

d~ssolved oxygen and specific conductivity and 

positive impact on free CO, and total alkalinity as 

compared to other types of macrophytes. Sediment 

enzyme profiles showed decreased phosphorus 

solubilization by alkaline phosphatase activity 

whereas acid phosphatase activity increased due to 

floating macrophytes anddccreased due to submerged 

one. 

The Periphyiic algae of Puthimari heel showed 

b~o-accumulation of large amount of Mn and may 

possibly be used asa bio-indicatorspccics. 

Fish Health & En~*ironmmt 

The open water inland fishery in the changing 

sccnario of environmental degradation is getting 

sipnificantly impacted. This issue becomes very 

important for the Institute and accordingly 

investigations werecarriedout in river Damoder. 

DDTs were estimated in all the water samples 

analyzed from nver Damouer, which even exceeded 

thepermiss~ble IimitsofEPAforaquatic life. 

IBI study in a highly industrialised stretch ofriver 

Damoder recorded 55 fish species belonging lo 22 

families. Significantly for the first time 5 exotic 

species viz. Cyprinus corpio. Ctenopharyngodon 

idella, A, nobilis, 77lapia mossambica and T nilorica 

havebeenrecordedin thecatches. 

Nineteen bacter~a were isolated from river 

Damoderfortheirphenoldegradingcapability. 

Detectable gene expression ofonly one isoform of 

metallothionern gene was observed in Labeo rohira 

exposed to 3 different concentrations 1 mgl". 5 mgl.1 

and 10mgPi ofcadmium. 

Fishery Resource Assessment 

The reliable estimation of inland water resources 

is very essential to plan fishery development and 

conservation. The Institute has been involved in using 

remote sensing tool in this estimation across the 

countty. Some states have been covered while inothers 

the work is going on. Accordingly, in this year, using 

TNT Microimage software topographical shcets of 

study area were geo-referenced and watershed area of 

Murugama (Sahara Jore) water body of Jhalda Block 

in Purulia distr~ct was dclincated and computed water 

shed area. The data collected at different centers from 

various water bodies have been compiled and stored in 

thedatabase for fuiurc use. 

Data were collected from 50 heclr of Nayaon 

district of Assam for development of GIS on wetlands 

ofAssam. Only 1 I hce1.s out of49 beck liavemore than 

50% macrophyte coverage, whereas 23 heels have less 

than 25% macrophyte. Also, most of the heels (39 out 

of 49) retained saasonal connection with the parent 

river to maintain their natural ecology 

Other projrets 

Apan from the institutional projects, the work was 

also executed for seven sponsored projects viz., 

Strengthening of database and information 

networking for fisheries sector, The ecology and

Management of aquatic weeds in Ganga and 

Brahmaputra basin with particular reference to 

fisheries enhancement. Popularization of organic 

fanning approach in fisheries for sustainable 

development. Database on taxonomy and distribution 

of freshwater fishes of India. Impact, adaptation and 

vulnerability of Indian sgriculture to climate change - 

Effect of climatic change on inland fisheries, CPPN 

34: Improved fisheries productivity and management 

in tropical reservoirs, Arsenic in food chain: cause, 

effect and mitigation. 

Other activities 

The meeting of the various committees of the 

lnstitute viz., Institute Research Committee. Research 

Advisory Comm~ttee, lnstitute Management 

Committee, Official Language Committee, lnstitute 

Joint Staff Council were held as per schedule. The 

respective committees discussed various agenda 

items and provided guidelines for the proper 

management and smooth functioning of the lnstitute 

andexecution ofresearch act~vities. 

The ClFRl family 1s representative of the 

diverse cultures of the country and each 

member partlcipatcd in celebration ofvarious national 

days, events with genuine spirit of harmony and 

brotherhood.

INTRODUCTION 

Brief History 

Based on the recommendations of sub-committee 

of the Cenhal Government on Agriculture, Foresuy 

and Fisheries the Central Inland Fisheries Research 

Station was formally established on 17 March 1947 In 

Calcutta under the Ministry of Food and Agriculture, 

Government of India. From this modest beginning, 

the station expanded its activities and was elevated In 

1959 to the status ofan lnstitute (CIFRI) and moved to 

~ts own building at Barrackpore (West Bengal). Over 

the years, the organization has grown and established 

itself as a premier research institution in the field of 

theinland fisheries andaquaticecology in the country. 

Since 1967, the lnstitute is under the administrative 

control of Indian Council of Agricultural Research 

(ICAR), DARE,andGovt, ofIndia. 

Initially the main objective ofthis lnst~tute was to 

conduct Investigations for a proper appraisal of all 

inland fishery resources of the country and to evolve 

su~table methods for their optlmum fish production. 

While fulfilling the above objective, the lnstitute 

directed itsresearch effons towards understanding the 

ecology and production functionsofdifferent types of 

inland water bodies in the country. But investigation 

were also conducted to understand pond ecosystem, 

its bearing on fish production whicheventually lead to 

development of farming practices to obtain high fid 

yield fromaunit ofwater area. 

The lnstitute during late sixties and seventies 

focussed its attention on aquaculture research and 

development in consonance with the plan priorities of 

Govemment of Ind~a. Having achieved significant 

progress in fishery research & farming practices in the 

county, the planners between 1971.1973 approved 

All-India Coordinated Research Projects, one each on 

"Composite Fish Culture". "Riverine Fish Seed 

Prospecting", "Air.breath1n.g Fish Culture" and 

"Ecology and Fisheries Management of Reservoirs" 

and "Brackish Water Fish Farming". The success of 

combined project of "Composite Fish Culture & Fish 

Seed Production" initiated in 1974 was the turning 

point in the history of fishculture in India and provided 

a solid foundation for the development of freshwater 

aquaculture in the county. This resulted in the 

establishment of the Freshwater Aquaculture Research 

& Training Centre at Dhauli (Orissa) in 1977, which 

later became, Central lnstltute of Freshwater 

Aquaculture (CIFA) in 1987. Simultaneously, Central 

lnstitute of Brackish-water Aquaculture (CIBA) and 

National Research Centre on Coldwater Fisheries 

(NRCCWF) werecarved out from this lnst~tute to carty 

out research on brackish.water aquaculture and 

coldwater fisheries respecuvely. Thus, ClFRl gave 

birth to three major fisheries research lngtitutions in the 

country. 

As a consequence of creating spec~alised 

institutes and keepiej in view the emerging Issues llke 

sustainability in open water fisheries and aquatic 

resource management, the CIFRI mandate, was 

modified. 

Our Mandate 

The research and developmental programmes in 

inland fishery sector demands reorientation ofresearch 

priorities for achieving sustainable production besides

conserving the precious blodivcrsity. It IS in this 

backdrop the focusofthe Institute has roshifi from:

While improving the fish yield from wetlands through 

stock enhancement is acceptable but keeping the

stocking watcrs is important from biodiversity angle. 

In these water bodies cxotics have to be kept undcr 

control. In this con tcxt breeding population of tropical 

South Amcrican Snilfin catfisll bclonging to filniily 

Loricariidac was recorded in Ciornokpota fishery 

under East Calcutta Wctlands. A hugc biomass, 

approxirnatcly 20 metric tones was harvcstcd in a 

single month during February, 2007, from the said 

wetlands. The two species identified wcrc 

Ptc~n~opliohtl7v.v di.~jlill~til'~~ and f: parrlrli.~. Gut 

contents analysis indicated, the spccics is dctritivore, 

sincc morc than 95% of the content was occupied by 

detritus. 

Gravid females with mature ova and presence of 

young fishes indicatcd the existence of breeding 

population. 

The spccics is a prolonged brccdcr. 

Maturc ova were noticed from July till October

Fish stock assessment in wctlands 

Fish catch and yield as well as environmental 

paramctcrs from C'handania. Hcledanga, C'hamordaha, 

Borthy and Raja wctlanfls, situated at 24 Prrrganas 

North district; Khalsi and Bhomra at Nadia district and 

Kol at Hooghly district, were studied. The yield of 

natural fish stocks fiom these wetlands varicd from 

139 to 609kgha. The catch composition showcd that 

Puntius spp. as a group forl~ls a major contributor to the 

total catch of these wetlands (6-20%), fi)llowcd by 

C'hanna spp. (7- 1 8%) and prawns (5- 12%).

Mahane wctland located on Cianga river basin in 

Unnao district of' Uttar I'radcsh was selected for 

investigation. Thc total water sprcad area of thc 

wctland was 39.9X ha. Watcr qualiti\ rcflccts that 

wetland IS highly pmductivc. 

Biotic. c~ornnrunitic~s : Plankton in Mahane wetland 

varied from 380 to XXO UI ' (av. 506 UI '). 

J'hytoplankton (95.25 "4) productivity was 

significantly highcr with prcdorninancc of tliatoms 

(48.55 %). Modcratc periphytic density (830 IJcm ") 

was rccorded during post monsoon and which 

significantly increased in winter month (305 1 IJcm '). 

Nurncrical nbundancc of' associated rnicro flora and 

f'auna in the wetland varied from 7 I0 to 2 100 Ucm 'on 

average valuc basis. lr~fcstation of macrophytcs was 

poor. only shorc arcas had luxuriant growth of lj~ornc~~

and Eichhornia. Macrobenthlc abundancc in the 

wetland was recorded 258 and 692 nos.m3 (average 

475 nos.m") durtny monsoon and winter, 

respcctively. 

Fishegv . Thc wetland harbours rich fish dtversity, 

besides, stockcd IMC and cxotics, a lolal of 23 fish 

species were recorded during the period. Total fish 

production from the wetland durtng past 3 ycars has
