Issue: Quan5ty and quality of scare resources <br />

Brief descrip5on of issue: Scarce natural resources (both <br />

renewable and non renewable) are being mined/used/stolen <br />

with insufficient a\en5on to future needs, appropriate pricing, <br />

social desires, and externali5es (pollu5on, for example). <br />

Issue: Lack of planning, transparency, and inclusiveness in the <br />

discussion about use of such resources <br />

Brief descrip5on of issue: Projects are handled on a case by case <br />

basis, without a holis5c approach or transparency, and then <br />

public reac5on is late, fragmented, and o]en fu5le.


Solu>ons to Cri>cal issues <br />

Possible solu5ons to the issues presented in the previous slide <br />

Issue: Quan5ty and quality of scare resources <br />

Solu5on to the issue: Na5onal and local discussions and <br />

consulta5ons on priori5es of use and management. Inclusion of <br />

ci5zen groups in boards overseeing use, management, and <br />

regula5on of such resources. <br />

Issue: Lack of planning, transparency, and inclusiveness in the <br />

discussion about use of such resources <br />

Solu5on to the issue: Same as above, with process being open to <br />

broad members of society (mul5ple media, languages, and <br />

5ming), with sufficient 5me for comment, AND a consulta5ve/<br />

media5on process where all members of society (including <br />

industry, for example, but including ci5zen groups and <br />

government) can go to effec5vely address such issues in a 5mely, <br />

fair, and transparent process.
