to improve the quality <strong>of</strong> life <strong>of</strong> the community through the accumulation and stewardship <strong>of</strong> enduring<br />
charitable gifts.”<br />
Vision<br />
“The <strong>Community</strong> <strong>Foundation</strong> is recognized by the community to be an effective, credible, and<br />
influential broad-based organization. It serves the community as a catalyst dedicated to improving the<br />
quality <strong>of</strong> life <strong>of</strong> our people through the permanent stewardship <strong>of</strong> financial gifts placed in its care.”<br />
As the number <strong>of</strong> people touched by the <strong>Foundation</strong> continues to rise, this statement <strong>of</strong> “vision” is<br />
coming ever closer to reality.<br />
Core Values<br />
To express the underlying philosophy <strong>of</strong> the <strong>Foundation</strong>, the board drafted a series <strong>of</strong> “core values”<br />
statements that reflect the fundamental philosophy <strong>of</strong> its operation. These values provide guidance to both<br />
paid staff and volunteers as we interact with donors, grantees and the community:<br />
Stewardship<br />
The <strong>Foundation</strong> will prudently manage the resources entrusted to it, maintaining<br />
confidentiality and seeking growth <strong>of</strong> resources.<br />
Open Door<br />
The <strong>Foundation</strong> will be available to all segments <strong>of</strong> our defined community.<br />
Service to Donors<br />
The <strong>Foundation</strong> <strong>of</strong>fers opportunities to donors to improve the quality <strong>of</strong> life in<br />
their community by fulfilling their charitable goals.<br />
Service to <strong>Community</strong><br />
The <strong>Foundation</strong> will improve the quality <strong>of</strong> life through leadership by building<br />
endowments that are directed toward meeting the needs <strong>of</strong> the community.<br />

Seeing is believing, and donors to the <strong>Community</strong> <strong>Foundation</strong> don’t have to look very far to see the<br />
difference their gifts are making in <strong>Howard</strong>, Clinton, and Carroll counties. Call it the hometown advantage;<br />
the evidence <strong>of</strong> local philanthropy is everywhere. To see examples <strong>of</strong> projects supported by <strong>Foundation</strong><br />
grants:<br />
• Drive by the <strong>Community</strong> Garden and see volunteers working to grow and harvest tons <strong>of</strong> fresh<br />
vegetables that are donated to numerous not-for-pr<strong>of</strong>it organizations serving local residents;<br />
• Go by the park in Michigantown and watch children enjoying the new playground equipment; and<br />
• Visit the Delphi Public Library to see the new Early Literacy Station that children are using every<br />
day.<br />
Among the many benefits <strong>of</strong> hometown philanthropy is the ability to enjoy the programs that<br />
donor dollars support. Thousands <strong>of</strong> people enjoyed weekly performances by the Kokomo Park Band<br />
during the summer; a new activity bus at the Paul Phillippe Resource Center will be enjoyed by center<br />
participants; and the history <strong>of</strong> Carroll <strong>County</strong> will be shared by the Carroll <strong>County</strong> Historical Society - all<br />
thanks to funding made possible through the <strong>Community</strong> <strong>Foundation</strong> serving <strong>Howard</strong>, Clinton and Carroll<br />
counties.<br />
To ensure that this process is ongoing, the <strong>Foundation</strong> continues to follow three long-standing<br />
practices:<br />
First, we encourage donors to share with us their charitable dreams and to make gifts so that we can<br />
address even more community needs in the future.<br />
Second, we take a broad approach to grantmaking because we support efforts on behalf <strong>of</strong> arts and<br />
culture; community development; education; health and human services; and youth development.<br />
Third, we continue to be good stewards <strong>of</strong> the community resources that have been entrusted with<br />
us. With our permanent endowment funds, we invest the gifts received and use the income from those<br />
gifts for grantmaking. Our goal is to preserve the gift so that it will provide income for community needs<br />
forever.<br />
As you review this annual report, we hope that you share our enthusiasm for a successful year <strong>of</strong><br />
serving you and our communities. During <strong>2009</strong>, collectively we:<br />
• Awarded grants and scholarships <strong>of</strong> $834,169;<br />
• Administered the Lilly Endowment Scholarship Program in all three counties for a total <strong>of</strong><br />
$511,112;<br />
• Received gifts <strong>of</strong> $1.45 million; and<br />
• Completed the fourth year <strong>of</strong> Sustaining Resource Development work in all three counties.<br />
Thank you to the donors who have trusted us with their “Charitable Dreams for <strong>Community</strong> Needs.”<br />
Volunteers work in the <strong>Community</strong> Garden that was<br />
established to provide produce for donation to several food<br />
pantries in <strong>Howard</strong> <strong>County</strong>. The <strong>Community</strong> <strong>Foundation</strong> <strong>of</strong><br />
<strong>Howard</strong> <strong>County</strong> provided funding to purchase equipment to<br />
help maintain the garden.<br />

Ways to Give<br />
The <strong>Community</strong> <strong>Foundation</strong> is a flexible vehicle for charitable gifts <strong>of</strong> all sizes, from public, corporate, foundation, or private sources.<br />
Both large and small gifts can take a variety <strong>of</strong> forms; depending on tax and estate planning priorities. Gifts can be made with:<br />
• Cash • Appreciated Securities<br />
• Life Insurance • Real Estate<br />
• Bequests • Private <strong>Foundation</strong> Transfer<br />
Donors can give to an existing fund in the <strong>Foundation</strong> or create their own “named fund” with a gift <strong>of</strong> $5,000 or more. Donors<br />
establishing named funds can name them after themselves, a loved one, their company, as a memorial or tribute, or use some<br />
other name that is meaningful to them. Funds may be advised, designated to a particular charity or church, or to support fields <strong>of</strong><br />
interest, or scholarships.<br />
Planned giving is as easy as designating a percentage <strong>of</strong> your IRA, 401(k) or other qualified returement plan to the <strong>Foundation</strong> as<br />
a beneficiary.<br />
Sample Bequest Language<br />
I give, devise and bequeath to the <strong>Community</strong> <strong>Foundation</strong> <strong>of</strong> <strong>Howard</strong> <strong>County</strong>, Inc., an Indiana not-for-pr<strong>of</strong>it charitable corporation,<br />
which serves as the community foundation for the area, Fill in the blank with one <strong>of</strong> the following three choices:<br />
1). the sum <strong>of</strong> $___________; 2.) ____________% <strong>of</strong> my estate; or 3.) “all <strong>of</strong> the rest, residue and remainder <strong>of</strong> my estate, <strong>of</strong><br />
whatsoever kind and nature and wheresoever situate in which I may have any right, title or interest, or over which I may have any<br />
power <strong>of</strong> appointment at the time <strong>of</strong> my death”) to hold, manage, invest and reinvest the same, to collect the income and to pay<br />
for and disburse the “income” for public and charitable uses and purposes, in accordance with the policies <strong>of</strong> the <strong>Community</strong><br />
<strong>Foundation</strong> <strong>of</strong> <strong>Howard</strong> <strong>County</strong>, Inc., in effect from time to time.<br />
If the amount <strong>of</strong> the bequest meets the minimum contribution requirement for the establishment <strong>of</strong> a new fund ($5,000) the<br />
donor may elect to create a separately identifiable fund by name and purpose. Contact the <strong>Foundation</strong> for information.<br />
Other Planned Gifts<br />
The <strong>Foundation</strong> also <strong>of</strong>fers donors several other types <strong>of</strong> gift arrangements that provide a variety <strong>of</strong> tax advantages and income<br />
benefits to donors, and provide needed charitable resources for the community. We <strong>of</strong>fer:<br />
Charitable Gift Annuity<br />
This is a contract between the donor and the <strong>Foundation</strong>. In<br />
exchange for the donor’s irrevocable gift, the <strong>Foundation</strong> agrees<br />
to pay one or two annuitants the donor names, a fixed sum each<br />
year for life. The payments are guaranteed by the <strong>Foundation</strong>.<br />
The percentage <strong>of</strong> income you receive is determined by your<br />
age (or ages for a two-life annuity*).<br />

income projections. We subscribe to the rates recommended by<br />
the American Council on Gift Annuities.<br />
*Rates for two-life annuities are slightly lower.<br />
Charitable Remainder Trust (Life Income)<br />
This allows the donor to provide income to themselves or<br />
others for life or a term <strong>of</strong> years. Trust donors irrevocably<br />
transfer assets to the trustees <strong>of</strong> their choice. During the trust’s<br />
term, the trustee invests the trust’s assets and pays income (a<br />
fixed percentage <strong>of</strong> the trust’s value annually if a unitrust and a<br />
fixed dollar amount if an annuity trust) to one or more income<br />
beneficiaries named by the donor. When the trust term ends,<br />
the trust’s principal passes to the <strong>Foundation</strong> to be used for the<br />
charitable purpose that the donor designates.<br />
Charitable Lead Trust (“Wait-a-While” Trust)<br />
During the trust’s term (usually a set number <strong>of</strong> years) the<br />
trustee invests the trust’s assets and pays the income to the<br />
<strong>Foundation</strong> for the purpose the donor designates. When the<br />
trust term ends, all assets are distributed to family members or<br />
other beneficiaries named by the donor.<br />
Retained Life Estate<br />
This allows donors to give their home or farm to the<br />
<strong>Foundation</strong>, while retaining the right to live in it for the rest <strong>of</strong><br />
their lives. When the retained life estate ends, the <strong>Foundation</strong><br />
can then use the property or the proceeds from its sale for the<br />
purpose the donor designates.<br />

The Legacy Society is a very special honorary organization<br />
within the <strong>Foundation</strong>. It recognizes those forward thinking<br />

Joyce Cook was known as<br />
a gifted instructor who had<br />
a passion for teaching. Her<br />
husband, Jerry, supported her<br />

memory he continued that<br />
support by working with the<br />
<strong>Community</strong> <strong>Foundation</strong> <strong>of</strong><br />

the M. Joyce Cook Memorial<br />
Scholarship.<br />
Joyce earned her bachelor’s<br />
degree from Indiana University and her master’s in education<br />
from Manchester College. In 1963, she started teaching third<br />
grade at Burlington Elementary and taught until 1969 when she<br />
decided to stay home and care for her sons, Jay and Jon. She<br />
returned to follow her passion for teaching in 1982 and retired<br />
in 2001 as a first grade teacher at Northwestern Elementary<br />
School.<br />

(Above) The Crossing <strong>of</strong> Clinton <strong>County</strong> students are given a second chance to complete their high school education by attending the recently<br />
formed alternative school. The Clinton <strong>County</strong> <strong>Community</strong> <strong>Foundation</strong> provided The Crossing with partial funding to help purchase a copy<br />
machine, laptop, school supplies and s<strong>of</strong>tware that monitors student progress.<br />
(Above) Benches were installed along the disc golf course at the<br />
Clinton <strong>County</strong> <strong>Foundation</strong> for Youth Camp Cullom. The benches<br />
provide disc golfers and hikers a place to rest. Grant money from the<br />
