Our Mission 

“The mission of the Community Foundation serving Howard, Carroll and Clinton counties is 

to improve the quality of life of the community through the accumulation and stewardship of enduring 

charitable gifts.” 

Vision 

“The Community Foundation is recognized by the community to be an effective, credible, and 

influential broad-based organization. It serves the community as a catalyst dedicated to improving the 

quality of life of our people through the permanent stewardship of financial gifts placed in its care.” 

As the number of people touched by the Foundation continues to rise, this statement of “vision” is 

coming ever closer to reality. 

Core Values 

To express the underlying philosophy of the Foundation, the board drafted a series of “core values” 

statements that reflect the fundamental philosophy of its operation. These values provide guidance to both 

paid staff and volunteers as we interact with donors, grantees and the community: 

Stewardship 

The Foundation will prudently manage the resources entrusted to it, maintaining 

confidentiality and seeking growth of resources. 

Open Door 

The Foundation will be available to all segments of our defined community. 

Service to Donors 

The Foundation offers opportunities to donors to improve the quality of life in 

their community by fulfilling their charitable goals. 

Service to Community 

The Foundation will improve the quality of life through leadership by building 

endowments that are directed toward meeting the needs of the community. 

Integrity 

The Foundation, its directors and staff will hold themselves to the highest ethical standards 

and strive to achieve the best business practices. 

We hope these statements make clearer in your mind the role and purpose of the Community 

Foundation. If you have questions, suggestions or comments about any of these statements, please call us,

and Carroll counties, thank you for your commitment and interest in the Foundation and the community.

Seeing is believing, and donors to the Community Foundation don’t have to look very far to see the 

difference their gifts are making in Howard, Clinton, and Carroll counties. Call it the hometown advantage; 

the evidence of local philanthropy is everywhere. To see examples of projects supported by Foundation 

grants: 

• Drive by the Community Garden and see volunteers working to grow and harvest tons of fresh 

vegetables that are donated to numerous not-for-profit organizations serving local residents; 

• Go by the park in Michigantown and watch children enjoying the new playground equipment; and 

• Visit the Delphi Public Library to see the new Early Literacy Station that children are using every 

day. 

Among the many benefits of hometown philanthropy is the ability to enjoy the programs that 

donor dollars support. Thousands of people enjoyed weekly performances by the Kokomo Park Band 

during the summer; a new activity bus at the Paul Phillippe Resource Center will be enjoyed by center 

participants; and the history of Carroll County will be shared by the Carroll County Historical Society - all 

thanks to funding made possible through the Community Foundation serving Howard, Clinton and Carroll 

counties. 

To ensure that this process is ongoing, the Foundation continues to follow three long-standing 

practices: 

First, we encourage donors to share with us their charitable dreams and to make gifts so that we can 

address even more community needs in the future. 

Second, we take a broad approach to grantmaking because we support efforts on behalf of arts and 

culture; community development; education; health and human services; and youth development. 

Third, we continue to be good stewards of the community resources that have been entrusted with 

us. With our permanent endowment funds, we invest the gifts received and use the income from those 

gifts for grantmaking. Our goal is to preserve the gift so that it will provide income for community needs 

forever. 

As you review this annual report, we hope that you share our enthusiasm for a successful year of 

serving you and our communities. During 2009, collectively we: 

• Awarded grants and scholarships of $834,169; 

• Administered the Lilly Endowment Scholarship Program in all three counties for a total of 

$511,112; 

• Received gifts of $1.45 million; and 

• Completed the fourth year of Sustaining Resource Development work in all three counties. 

Thank you to the donors who have trusted us with their “Charitable Dreams for Community Needs.” 

Volunteers work in the Community Garden that was 

established to provide produce for donation to several food 

pantries in Howard County. The Community Foundation of 

Howard County provided funding to purchase equipment to 

help maintain the garden.

Ways to Give 

The Community Foundation is a flexible vehicle for charitable gifts of all sizes, from public, corporate, foundation, or private sources. 

Both large and small gifts can take a variety of forms; depending on tax and estate planning priorities. Gifts can be made with: 

• Cash • Appreciated Securities 

• Life Insurance • Real Estate 

• Bequests • Private Foundation Transfer 

Donors can give to an existing fund in the Foundation or create their own “named fund” with a gift of $5,000 or more. Donors 

establishing named funds can name them after themselves, a loved one, their company, as a memorial or tribute, or use some 

other name that is meaningful to them. Funds may be advised, designated to a particular charity or church, or to support fields of 

interest, or scholarships. 

Planned giving is as easy as designating a percentage of your IRA, 401(k) or other qualified returement plan to the Foundation as 

a beneficiary. 

Sample Bequest Language 

I give, devise and bequeath to the Community Foundation of Howard County, Inc., an Indiana not-for-profit charitable corporation, 

which serves as the community foundation for the area, Fill in the blank with one of the following three choices: 

1). the sum of $___________; 2.) ____________% of my estate; or 3.) “all of the rest, residue and remainder of my estate, of 

whatsoever kind and nature and wheresoever situate in which I may have any right, title or interest, or over which I may have any 

power of appointment at the time of my death”) to hold, manage, invest and reinvest the same, to collect the income and to pay 

for and disburse the “income” for public and charitable uses and purposes, in accordance with the policies of the Community 

Foundation of Howard County, Inc., in effect from time to time. 

If the amount of the bequest meets the minimum contribution requirement for the establishment of a new fund ($5,000) the 

donor may elect to create a separately identifiable fund by name and purpose. Contact the Foundation for information. 

Other Planned Gifts 

The Foundation also offers donors several other types of gift arrangements that provide a variety of tax advantages and income 

benefits to donors, and provide needed charitable resources for the community. We offer: 

Charitable Gift Annuity 

This is a contract between the donor and the Foundation. In 

exchange for the donor’s irrevocable gift, the Foundation agrees 

to pay one or two annuitants the donor names, a fixed sum each 

year for life. The payments are guaranteed by the Foundation. 

The percentage of income you receive is determined by your 

age (or ages for a two-life annuity*).

income projections. We subscribe to the rates recommended by 

the American Council on Gift Annuities. 

*Rates for two-life annuities are slightly lower. 

Charitable Remainder Trust (Life Income) 

This allows the donor to provide income to themselves or 

others for life or a term of years. Trust donors irrevocably 

transfer assets to the trustees of their choice. During the trust’s 

term, the trustee invests the trust’s assets and pays income (a 

fixed percentage of the trust’s value annually if a unitrust and a 

fixed dollar amount if an annuity trust) to one or more income 

beneficiaries named by the donor. When the trust term ends, 

the trust’s principal passes to the Foundation to be used for the 

charitable purpose that the donor designates. 

Charitable Lead Trust (“Wait-a-While” Trust) 

During the trust’s term (usually a set number of years) the 

trustee invests the trust’s assets and pays the income to the 

Foundation for the purpose the donor designates. When the 

trust term ends, all assets are distributed to family members or 

other beneficiaries named by the donor. 

Retained Life Estate 

This allows donors to give their home or farm to the 

Foundation, while retaining the right to live in it for the rest of 

their lives. When the retained life estate ends, the Foundation 

can then use the property or the proceeds from its sale for the 

purpose the donor designates.

The Legacy Society 

The Legacy Society is a very special honorary organization 

within the Foundation. It recognizes those forward thinking 

individuals who have remembered a fund within the 

Foundation in their estate planning. One can either support an 

existing fund, or start a new fund. There are several ways that 

this can be done. For further information, call the Foundation

can support your favorite charity or your church for many 

generations to come. Current Legacy Society members have 

already taken steps to provide support to the community until 

the end of time, and we certainly appreciate their level of

M. Joyce Cook Scholarship shares a legacy 

with future teachers 

Joyce Cook was known as 

a gifted instructor who had 

a passion for teaching. Her 

husband, Jerry, supported her 

love of teaching, and in her 

memory he continued that 

support by working with the 

Community Foundation of 

Howard County to establish 

the M. Joyce Cook Memorial 

Scholarship. 

Joyce earned her bachelor’s 

degree from Indiana University and her master’s in education 

from Manchester College. In 1963, she started teaching third 

grade at Burlington Elementary and taught until 1969 when she 

decided to stay home and care for her sons, Jay and Jon. She 

returned to follow her passion for teaching in 1982 and retired 

in 2001 as a first grade teacher at Northwestern Elementary 

School. 

Jay remembers his mother for her ability to improve the lives 

of others. “Every moment of her life was about making sure 

people around her, especially the children, were bettering 

themselves,” he said in a short biography about his mother. 

“She was a gifted instructor who turned her classroom into 

a magical land of learning for her precious students. From 

beginning to end, her physical life was a teaching moment.” 

The M. Joyce Cook Scholarship is awarded to Howard 

County students who are accepted into a program leading 

to a bachelor’s degree in elementary education, ministry or 

the mission field. With the establishment of this scholarship, 

Joyce’s legacy reaches beyond her family and students. It 

allows the scholarship recipients to follow their passions and to 

follow Joyce’s example of teaching and loving others.

supplies and leadership curriculum for the fiveweek 

summer program called Leader Treks.

Howard County Public Library Summer Reading Club. The 

club encourages youth to participate in various craft projects and 

performing arts programs that included a photography competition, 

knitting workshops, and poetry and writing competitions.

performances.

Clinton County Grants 

(Above) The Crossing of Clinton County students are given a second chance to complete their high school education by attending the recently 

formed alternative school. The Clinton County Community Foundation provided The Crossing with partial funding to help purchase a copy 

machine, laptop, school supplies and software that monitors student progress. 

(Above) Benches were installed along the disc golf course at the 

Clinton County Foundation for Youth Camp Cullom. The benches 

provide disc golfers and hikers a place to rest. Grant money from the 

Clinton County Community Foundation provided partial support to 

purchase and install the benches. 

(Above) New ventilation fan motors were installed to provide 

ventilation for the residents of the Clinton County Humane 

Society. A grant from the Clinton County Community 

Foundation provided funding to purchase the motors and improve

funding to purchase furniture and educational activities for the 

children’s area at the Rossville branch of the Frankfort Community 

Public Library.

as part of the COACH Kids of Clinton County’s mentoring 

program. A grant from the Community Foundation granted 

partial support to provide mentor training to ensure a quality match 

is successfully made and sustained.

funding to the Michigantown Lions Club to purchase playground 

equipment for the park renovation. The playground provides a

Howard County’s Foster Society 

The Foster Society is named for David Foster, the first philanthropist in Howard County history. He donated the land that would 

become the City of Kokomo. These donors in the Society made gifts in 2009 to support the operating costs of the
