<strong>Timber</strong> from areas where open conflict exists between<br />

communities, worker groups, concession managers and/or<br />

government <strong>for</strong>ces<br />

Any suspicion that timber orig<strong>in</strong>ates from Protected Areas,<br />

National Parks or other illegal sources<br />

Suppliers that are suspected to be <strong>in</strong>volved <strong>in</strong> armed conflict or<br />

illegal logg<strong>in</strong>g<br />

Species on CITES list Appendix I<br />

Species on CITES list Appendices II or III or partially protected by<br />

national law without compliant permits,<br />

then the Coord<strong>in</strong>ator shall collect a questionnaire and legality declaration<br />

from the supplier that shall serve as a part of the commercial warranty<br />

between the supplier and the Operator. (see Appendices A4 and here<strong>in</strong>)<br />

If any of the preced<strong>in</strong>g exclusionary factors are present, the timber shall<br />

be excluded from the supply cha<strong>in</strong>.<br />

4.4.2.3 When the supplier is merely an <strong>in</strong>termediary between the<br />

<strong>for</strong>est/mill and the Entity, every ef<strong>for</strong>t should be made to ensure that the<br />

<strong>for</strong>est/mill is answer<strong>in</strong>g the questionnaire directly.<br />

The Coord<strong>in</strong>ator shall ensure that the Prelim<strong>in</strong>ary Risk Assessment steps<br />

are carried out <strong>for</strong> all <strong>for</strong>est sources <strong>in</strong>cluded <strong>in</strong> the timber products.<br />

4.4.3 Secondary Risk Assessment of Suppliers - The Coord<strong>in</strong>ator shall use<br />

the <strong>in</strong><strong>for</strong>mation supplied <strong>in</strong> the prelim<strong>in</strong>ary risk assessment to make a<br />

recommendation to top management as to the risk level of the supplier<br />

(High, Medium or Low Risk) accord<strong>in</strong>g to their likelihood of supply<strong>in</strong>g<br />

illegal timber. Factors such as deep discounts, cash transactions, past<br />

illegality, reputation, targets of Non-Government Organizations (NGO)<br />

reports or new entrants shall be taken <strong>in</strong>to consideration when evaluat<strong>in</strong>g<br />

the supplier.<br />

Top management shall determ<strong>in</strong>e the risk rat<strong>in</strong>g of each supplier based<br />

on the accumulated <strong>in</strong><strong>for</strong>mation and recommendation of the Coord<strong>in</strong>ator.<br />

High Risk suppliers shall be elim<strong>in</strong>ated from the supply cha<strong>in</strong>. Medium<br />

and Low Risk suppliers shall be engaged by the Coord<strong>in</strong>ator <strong>in</strong> a control<br />

procedure to <strong>in</strong>clude paper and/or physical audits as appropriate to the<br />

risk level. (see Section 4.5.2.3)<br />

The Operator shall develop an improvement program with the<br />

supplier <strong>in</strong>clud<strong>in</strong>g firm targets. Medium to Low Risk suppliers that do not<br />

cooperate with the audit/improvement program shall be elim<strong>in</strong>ated from<br />

the supply cha<strong>in</strong>. Procurement may cont<strong>in</strong>ue with cooperat<strong>in</strong>g suppliers.<br />
