dysfunctional families<br />
IN SINGAPORE, the term “dysfunctional families” is applied by policy-makers to describe<br />
multi-problem families which are economically vulnerable and unable to fulfill the basic<br />
functions <strong>of</strong> care and development <strong>of</strong> their children. <strong>The</strong> problems may be chemical<br />
dependency (drug and alcohol addiction), divorce, dropping out <strong>of</strong> school, chronic<br />
unemployment, out-<strong>of</strong>-wedlock pregnancy, incarceration and emotional and physical<br />
abuse. <strong>The</strong> key concern is the welfare <strong>of</strong> the children and the need to help them break out<br />
<strong>of</strong> the vicious cycle.<br />
Addressing this issue requires a multi-level approach. Among the intervention strategies<br />
is the amendment to the Administration <strong>of</strong> <strong>Muslim</strong> Law Act (<strong>AMLA</strong>) passed in Parliament<br />
on 17 November 2008 to make it easier for divorced women to enforce maintenance<br />
orders and make claims for consolatory gifts. Women now no longer need to register such<br />
orders in a District Court before they could be enforced, a process which costs time and<br />
money. In essence, this amendment serves to protect the rights <strong>of</strong> women and children by<br />
emphasising the responsibilities <strong>of</strong> men to maintain them.<br />
However, to what extent does this amendment address the problem <strong>of</strong> dysfunctional<br />
families <strong>The</strong>re are many factors which may contribute to why men do not provide
