COUNCIL MINUTES TUESDAY 28 AUGUST 2012 DETAILS: Proposed amendments to Parking Restrictions 1. Railway Parade Observations of actual usage indicates the majority of the 9 available parking bays in Railway Parade, between Kerr Street and Hamilton Street bridge are vacant most of the time. Statistical information from the operation of the ticket machine in this location (Railway 3) clearly supports theses observations. Financial year Parking per hour Yearly income Average weekly income 2010 - 2011 $1.50 $1,791.50 $35.13 2011- 2012 $1.50 $1,085.30 $20.87 These 9 bays currently have the out-dated two hour football parking restrictions with residential parking permits permitted. The reasons for the very high vacancy rate may be that:- • The time restriction is too short; • There is little demand for short term on- street parking; • Cheaper on-street parking is available nearby in City of Subiaco. Long term parking is in high demand in this area. The 10 hour paid parking zone immediately to the east (between Hamilton Road bridge and Kimberley Street) is well patronised and the available parking bays are regularly fully occupied. As this area develops, the need for short term parking may increase; however, in the shorter term, these parking bays could be better utilised for longer term parking. Accordingly, it is recommended that the parking restrictions be amended to "10 hour Ticket, 7am to 10pm, all days - Residential Parking Permits Exempted"; and "No Parking on verge". In accordance with the Council's Fee Schedule, the parking fees for this area would be $1.20 per hour or $8.00 for 10 hours. 2. Oxford Close The standard recommended for short term ticket parking within the Town is 2 hours. This period is practical to manage and give motorists the option to purchase a shorter period if desired. A two hour restriction is also practical in terms of surveillance and enforcement activities. In terms of ticket machine operations, the instructions on each machines advises motorists to purchase tickets from adjacent machines when a ticket machine is out of service. This has often caused problems in Oxford Close as there have been numerous occasions when motorists have parked in the One Hour zone and have had to purchase a ticket from a ticket machine on the opposite side of the street. On many of those occasions, the motorists have inadvertently purchased a Two Hour ticket for use in a One Hour zone. H:\CEO\GOV\COUNCIL MINUTES\12 MINUTES\AUGUST 2012\B DV.DOCX 85
COUNCIL MINUTES TUESDAY 28 AUGUST 2012 Accordingly, it is recommended that the one hour restriction on the western side of Oxford Close be changed to "Two hour Ticket, 8am to 5.30pm, Monday to Fridays; and 8am to 12 noon, Saturdays" and "Ticket Parking, 5.30pm to 10pm, Monday to Friday; 12 noon to 10pm, Saturday, Sunday and Public Holidays". 3. Oxford Close - Disabled Parking Bays Recent alterations to the commercial building at 35 Oxford Close have resulted in the crossover to that property being abandoned. This has left an on-street area that is 7.3 metres wide being available for use as on-street parking. In accordance with the objectives of the Town's Disability Access and Inclusion Plan, it is recommended that the redundant cross over adjacent to 35 Oxford Close be converted into two Australian Standards compliant disabled parking bays. Drivers will be required to purchase parking tickets, but will get double the time. POLICY/STATUTORY IMPLICATIONS: The proposed parking restriction amendments are in accordance with Council Policy No. 5.2.22 (i)(b) - parking restrictions shall be reviewed when considered necessary by the Town. Changes to parking restrictions require a formal decision by the Council in accordance with the requirements of Clause 2.1 of the Town's Parking Local Law. FINANCIAL IMPLICATIONS: The estimated cost of new signage is $1000, which will be charged to Budget Item - Road Name Signs and Parking Signs. STRATEGIC DIRECTION: The proposed changes to parking restrictions are consistent with the Strategic Plan 2009- 2020 goals of community infrastructure facilities that are well used and maintained; and financial sustainability. COMMUNITY CONSULTATION: Parking restrictions are determined and amended by the Council in accordance with the Parking Local Law. The public are informed of parking restrictions by the installation of Australian Standards compliant on-street signage that clearly states the applicable parking restriction.
