• arrangement of the text according to respective development provisions (i.e. plot ratio,
height, street setbacks etc.) rather than by commercial nodes, with the intention of
avoiding repetition;
• building height:
• additional building height performance criteria deleted; and
• Cambridge Street (north side) three storey height limit with additional two storeys
where bonus plot ratio awarded;
• setbacks - new setback provisions from adjoining properties, particularly in regard to
residential zoned land;
• provision for connecting neighbouring surface car parks; and
• requirements for bin storage and waste collection.
At this meeting Council resolved to:-
• revoke its decision of 23 March to adopt the Policy;
• adopt the revised Policy;
• advertise the Policy's adoption in the local newspaper;
• advise the WAPC and provide the organisation with a copy of the Policy; and
• notify community members who previously made submissions.
The WAPC and community members have not been notified of the Policy's adoption
following the June Council meeting due to the ongoing revision of the Policy.
Council Meeting - 24 July 2012
Council officers reported on the progress of the development application for 110 Cambridge
Street. Following refusal of the proposal for a seven storey mixed use development
comprising two shops and 79 multiple dwellings by Metro West JDAP an Application for
Review was lodged on 18 May 2012 with the State Administrative Tribunal (SAT). The
matter was then considered at mediation on 26 June where SAT determined that the matter
be adjourned to a further mediation on 18 July and that Council officers be invited to attend
the mediation. The outcome of the most recent mediation has not been made public.
Over recent months the Steering Committee has focussed on refinement of the development
provisions for the Southport and Cambridge Street commercial nodes and continued to
revise the Policy for ease of interpretation. In this regard minor amendments, refinement of
wording and formatting changes have been made to the Policy. The details of the most
recent changes are outlined in the following section.
DETAILS:
This report outlines the most recent changes made to Policy 6.5 - Precinct P5: West
Leederville since its adoption in June. Minimal change has been made to Policy content in
regard to development provisions; however some noticeable changes have been made in
regard to formatting and general layout of the document.
