COUNCIL MINUTES 28 AUGUST 2012 TSH would use its best endeavours to create 100 bays or as close to 100 bays as practicable. (ii) the new landscape and parking plan shall have the following:- (a) (b) (c) (d) a vehicle carriageway of approximately 7 metres is required between Points A and B as shown on Plan 1. The Town will agree to move the bollards on the south side of Dodd Street further into the Lake Monger Reserve having due regard for the protection of existing trees, so that 90 o parking can be accommodated on both sides of Dodd Street; 90 o parking be provided along the entire south side (verge) of Dodd Street between Points A and B; 90 o parking be provided where possible on the north side (verge) of Dodd Street between Points A and B; after taking into account the moving of the bollards, should there be any sections of the north side verge that cannot accommodate 90 o parking due to the geometry of the Dodd Street reserve, then that section of verge shall accommodate parallel parking if practicable; (iii) (iv) (v) (vi) any shortfall between the number of bays provided and 100 be made up by a cash-in-lieu contribution at the rate of $3,750 (excl GST) per bay; the Town will not agree to occupation until this matter has been resolved to its satisfaction; the Town will pay to the TSH $120,000 to meet the Town’s commitment to funding the road carriageway component of the construction. the Telethon Speech and Hearing Centre be advised that a separate approval is required from the Town under clause 2(i) of the lease between the Town of Cambridge and the Telethon Speech and Hearing Centre for any works on the leased area and would be in accordance with the Town's recommended approval to the WAPC made at its meeting on 28 June 2011 and the requirements detailed above." TSH has submitted two options for parking in Dodd Street in response to Council's decision for consideration. DETAILS: Applicant's Proposal Option 1 (their preferred) • 89 car bays provided • Parking provided on both sides of Dodd Street. • Pedestrian link - raised section of paving and landscape treatment in the centre of Dodd Street linking the Centre to Lake Monger Reserve. • 7.152 metre carriageway (note at one part the plan is dimensioned at 5.5 metres, however, this seems to be an error as it scales at 7.152 metres. COUNCIL MINUTES 28 AUGUST 2012 • As part of this option, TSH will make available the on-site parking area (20 car parking bays) at the eastern end of the site for public use outside business hours and on weekends. This carpark would remain unfenced. Option 2 • 97 car bays provided. • 90 degree parking provided along entire south side (verge) of Dodd Street. • Pedestrian link and landscape feature to Lake Monger removed. • No pedestrian footpath proposed on northern side. • 7.152 metre carriageway proposed. Cash In Lieu The applicant is of the opinion that there is no requirement to provide cash-in-lieu in relation to the number of bays as the condition states "….up to 100 car parking bays…..". Both options arguably provide up to 100 bays Cost Sharing TSH agrees to accept costs for design and construction of car bays in front of Telethon Speech and Hearing Centre, and Town of Cambridge funds the construction, upgrade or widening of the Dodd Street carriageway. Comment Both options have been assessed against Council's decision. Option 1 - 89 car bays This is the preferred option of TSH as it allows for the pedestrian link and landscape feature to Lake Monger to be retained. However, in respect of the decision of Council, the following points are made: • 89 bays are provided which is 11 bays short of Councils expectation of 100 bays being provided; • 90 degree parking has not been provided along the entire south side (verge) of Dodd Street between Points A and B; • Further parking could be provided on the north side (verge of Dodd Street between Points A and B; • No parallel parking has been provided on the noth side (verge) of Dodd Street This option is therefore not supported as it does not satisfy Council's decision.
