10.1 LOT 1107 (NO. 36) DODD STREET, WEMBLEY - TELETHON SPEECH AND
HEARING CENTRE - PARKING AND LANDSCAPE PROPOSAL FOR DODD STREET
SUMMARY:
The Telethon Speech and Hearing Centre (TSH) has submitted two options for the provision of
car parking in Dodd street in response to Council's June decision on the matter.
The preferred option of TSH is to maintain the pedestrian link and landscape feature to Lake
Monger and provide 89 car bays. The second option allows for 97 car bays to be provided. It
is considered that the second option could be supported subject to the number of bays being
increased to 100. This can be achieved by providing 3 additional parallel bays in the north side
(verge) of Dodd Street.
In addition, the plan would need to be modified to include a continuous 1.8metre wide footpath
on the north side of Dodd Street along the full width of the TSH site frontage.

Council, at its meeting held on 26 June 2012, decided:-
"That the proposal for landscaping and carparking submitted by the Telethon Speech and
Hearing Centre be REFUSED because is it inconsistent with the original recommended
approval to the Western Australian Planning Commission (WAPC) and the applicant be
requested to submit a new landscaping and parking plan compliant with the original approval of
June 2011.
The Town provides the following advice to TSH:-

the Town noted that Telethon Speech and Hearing Centre offered to fund the
construction of 100 car parking bays on the Dodd Street road reserve as their
“strongly preferred option”. This was in lieu of the parking shortfall generated by the
proposed development that could not be accommodated on the Telethon Speech
and Hearing site;
the Town’s preliminary investigations showed that around 87 bays on Dodd Street
could be provided, but more design work needed to be done;
condition (iii) of the original approval was worded to indicate that TSH’s funding and
construction commitment was capped at 100 bays but implicit in that, was that the
