COUNCIL MINUTES TUESDAY 28 AUGUST 2012 DV12.86 LOT 338 (NO. 6) TUMUT ROAD, CITY BEACH - SECOND STOREY ADDITION, LIFT AND WALKWAY - REFERRED BACK FURTHER REPORT- AMENDED PLANS SUMMARY: The Town has received an application for additions and alterations to the existing dwelling at No. 6 Tumut Road, corner Windarra Drive, City Beach. The plans show a new third storey comprising of a lookout room, corridor and a lift to access this lookout room. The application requires a Council determination as an assessment is required against the building height performance criteria of the Residential Design Codes of WA (R Codes) and objections have been received during the consultation period that cannot be resolved through a condition of planning approval. The proposal is not considered to satisfy the relevant performance criteria for the following reasons:- • the proposed height is not consistent with the desired height of buildings in the locality and does not protect the amenities of the adjoining properties, in particular access to views of significance from the adjoining properties. Accordingly, the proposal is recommended for refusal. PURPOSE: To consider an application for additions and alterations requiring assessment under the performance criteria of the Residential Design Codes (R Codes) in respect of building height. BACKGROUND: Application: 435DA-2011 Owner: J and M Johnson Applicant: J and M Johnson Zoning: Residential R12.5 Use class: Dwelling (single) ‘P’ – Permitted Land area: 835 m² DETAILS: Development description • The existing dwelling situated on the subject site is a two storey dwelling with undercroft that faces Tumut Road. The dwelling has a pitched roof and large ground and upper floor balconies facing Tumut Road. • The proposal is to add a flat roofed third storey which will face Tumut Road and sit above the existing first floor void and part of the first floor balcony in the centre of the front elevation.
