COUNCIL MINUTES TUESDAY 28 AUGUST 2012 CR12.118 BUS SHELTER MANAGEMENT PROGRAM PURPOSE OF REPORT: To review the maintenance, replacement and improvement program for bus shelters associated with the bus routes in the Town of Cambridge. This program will assist with the future budgeting for maintenance and capital improvement of bus shelters and seats. BACKGROUND: The asset management of bus shelters and stops in the Town was last considered by Council on 24 February 2004 (Item TS04.07) when it decided that: "(i) the standard colour scheme for bus shelters be green and blue; (ii) a tender be advertised for the supply and installation of new bus shelters without advertising; (ii) new bus shelters be installed in locations where there is adequate demand for a bus shelter; (iv) bus shelters be only removed if they conflict with sight distance or traffic safety; (v) the funding of maintenance of bus shelters be based on the desirable standard of service; (vi) the annual funding budget for renewal of bus shelters to be based on the installation of 2 or 3 bus shelters each year; and (vi) applications for proposed new shelters be submitted for the Bus Shelter Grants Scheme that is managed by the Department for Planning and Infrastructure." A copy of this report is provided as an attachment to this report for reference. In reference to clause (vi), in 2009, the Department for Planning and Infrastructure was split up and the Bus Shelter Grants Scheme was transferred to the Public Transport Authority of WA. Later in July 2010, the Bus Shelter Grants Scheme was replaced by their Bus Stop Accessibility Works Program. In this program, the Public Transport Authority of WA is replacing 600 non-compliant hardstands per year with concrete hardstands to comply with current disability access standards. Within the Town, the Public Transport Authority of WA installed 10 hardstands during 2011/12 at locations where the Town was carrying out roadworks or footpath replacement works. Further details are provided as an attachment to this report. WALGA is assisting with responsibility of, and funding of bus stop infrastructure. It is currently discussing a partnership agreement between the Public Transport Authority and Local Governments. DETAILS: Bus Routes The current locations of bus routes and bus stops within the Town of Cambridge are shown on a map provided in an attachment to this report. COUNCIL MINUTES TUESDAY 28 AUGUST 2012 In addition, there are two school bus routes that pick up local students and exit from the Town either by West Coast Highway north or West Coast Highway south. The stops are marked by blue bus posts and usually have 1 or 2 students waiting in the morning for around 10 minutes each school day. Funding in 2012/13 Budget Two areas of funding are provided as follows:- Maintenance - $18,000 for repairs and cleaning of bus shelters. Capital - $28,000 for replacement of two shelters, concrete hardstands and new seats to replace old timber seats or where there is no seat. A standard bus shelter costs around $10,000 each. Important Statistics All bus stops were inspected and photographed in 2008. The current inventory, including works carried out between 2009 and 2012 is:- • Number of bus stops 230. • Number of bus stops with shelters - 106 (mainly on the route towards City of Perth). • Number of bus stops with no shelter, seat only - 28. • Number of stops with no hardstand (grassed or sand verge) - 50. • Number of stops with a rubbish bin - 55 (mainly a 120 litre wheeled MGB). Illuminated and advertising panel on right side - No charge. 2. Concrete Panel Dalwalinu Concrete. Precast concrete panels - $5,000. depending on size. 3. Glass Shelter Sign Supplies. Steel tube and 5 large glass panels - $15,000. 4. City of Perth Shelter City of Perth. Steel tube. Aluminium roof. Glass windows. Panels of various materials. Number Comment In Town 20 Owned and maintained by Adshel under agreement in 2001. Town may purchase shelters at end of agreement in November 2016. These provide an annual income of $12,000. 3 Vandal and graffiti resistant. Possibility of collapsing on occupants if hit by a vehicle. Not used for this reason. 3 Glass panels attract frequent graffiti and breakage. Glass panels cost $600 each to replace. Existing shelters have broken panels replaced with stainless steel security mesh. 62 Traditional shelter in the Town as provided by City of Perth.
