• The owner is prepared to pay 50% of the cost in accordance with Policy No. 5.2.4
"Verges - Paving in Commercial Areas";
• It is adjacent to marked parking bays that are used frequently and will have
pedestrians crossing the verge;
• The other verges at this intersection are brick-paved;
• The Town's work crew will be on-site to carry out the scheduled works in Birkdale
Street and can carry out this work at the same time; and
• The cost to the Town is estimated at $2,800 and not significant.
POLICY/STATUTORY IMPLICATIONS:
This recommendation is in accordance with Council Policy No. 5.2.4 Verges - Paving in
Commercial Areas - "Where an owner of a commercial property applies to have a verge
fronting to that property paved to the full width, the Council will initially request a 50%
contribution towards the paving if the project works are not included within the current years
adopted capital works program. On acceptance of the 50% contribution, the Council at the
next available meeting date will consider allocation of its 50% contribution".
FINANCIAL IMPLICATIONS:
Funding for this work is not specifically included in the adopted 2012/13 Budget.
At the beginning of August 2012, no capital works projects have been fully completed and
costs finalised. It is expected that funding may be obtained later in the financial year from
the various footpath construction projects that are completed under-budget by more than
$2,800. On this basis the works can be approved for implementation along with the
budgeted Birkdale project.
STRATEGIC DIRECTION:
The Town's Strategic Plan 2009 - 2020 includes goals of providing:-
- services to meet the needs of ratepayers, residents and their visitors that assist with
personal and community safety; and
- community infrastructure and facilities that are well used and maintained through the
improvement of Transport Infrastructure (roads, footpaths etc.).
COMMUNITY CONSULTATION:
This matter has been assessed under the Community Consultation Policy No. 1.2.11 and
considered to be "Not Required" based on the Consultation Assessment criteria. This is at
present considered an administrative matter with no external impacts envisaged.
