Assignment Methodology<br />

Our assignment methodology is based on the 36 month default in our TOPMIS system<br />

and the Army regulation (AR 614-100) stating normal time on station is 48 months. We use this<br />

as our left and right limits. However, there are always exceptions to any rule. <strong>Officer</strong>s in<br />

deploying units are normally afforded the opportunity to stay to about the 48 month mark, as<br />

long as there has not been a backfill identified or there is a critical requirement to fill. In most<br />

instances, a CW2 going in to a CW2 position will either be promoted or in a promotable status at<br />

the end of the 4 years and would need to PCS to a more developmental position. Additionally,<br />

<strong>Officer</strong>s are required to manage their own careers and consider future requests like high school<br />

stabilization for a dependant. It's hard to approve a high school stabilization request for<br />

someone who has already spent 4 years on station, making total time on station almost 6 years.<br />

HRC can, if consideration warrants, PCS <strong>Officer</strong>s at the 24 month mark and is usually done to<br />

position family members for the high school years (36-48 months).<br />

The assignment process is date driven and there are "cycles" that Assignment <strong>Officer</strong>s<br />

operate in. As an example, the current cycle is to 30 Apr 11. This means that anyone who<br />

arrived on station on or before 30 Apr 08 is now a projected loss and should be contacted by<br />

their Assignment <strong>Officer</strong> for options. If an <strong>Officer</strong> wants to remain an additional year (48<br />

months), there is not a backfill identified, and the Assignment <strong>Officer</strong> does not have a critical<br />

requirement to fill, the available date can be adjusted to accommodate the <strong>Officer</strong> to remain. I<br />

say 48 months but this is an approximation and is based also on current/gaining unit’s<br />

deployment cycle. We have a goal of having replacements in before a unit's MRE, pending a<br />

deployment.<br />

DA Pam 600-3 outlines <strong>Warrant</strong> <strong>Officer</strong> career patterns and is utilized heavily by<br />

promotion boards to form a mental picture of how a <strong>Warrant</strong> <strong>Officer</strong> should look. Current<br />

strength of senior <strong>Warrant</strong>s dictates that board members select those “Best Qualified” <strong>Officer</strong>s<br />

with demonstrated potential. <strong>Warrant</strong> <strong>Officer</strong>s display their demonstrated potential by filling<br />

positions of increased responsibility and performing once assigned. Diversity in assignments<br />

also demonstrates potential. Diversity, in this instance, is not intended to mean filling different<br />

positions on the same installation. The cut between “Fully Qualified” and “Best Qualified” can<br />

be a very narrow margin. As an example, two <strong>Officer</strong>s who have excelled in their positions,<br />

deployed, and attended their PME and civilian schooling. One has professionally<br />

developmental positions at Ft. Hood, Germany, and is now at Ft. Stewart, and the other <strong>Officer</strong><br />

who has held professionally developmental positions in Germany (these are just examples).<br />

The one <strong>Officer</strong> has demonstrated that he/she can perform wherever assigned, where the other<br />

<strong>Officer</strong> has demonstrated he/she can perform in Germany. As competitive as the senior<br />

positions will get, what will be the cut line between Best and Fully qualified with everything<br />

(PME, civil schooling, deployment) else being equal.<br />

Assignment <strong>Officer</strong>s are also charged with “tour equity”. Tour equity means to ensure<br />

ALL <strong>Officer</strong>s get there turn in a deploying force. Additionally, tour equity is creating the<br />

opportunity for <strong>Officer</strong>s to fill positions in a preferred duty location. The best example of this is<br />

Hawaii. With the limited number of positions in Hawaii, it is not tour equity to grant an IPCOT (in<br />

place consecutive overseas assignment) for <strong>Officer</strong>s in those positions, allowing them to remain<br />

for 6, 9, or 12 years. For this reason, we have adopted the FSTE (foreign service tour


extension) as the means to make the Hawaii assignment equal to other (CONUS) assignments.<br />

The same is true for all other OCONUS locations. We have many <strong>Officer</strong>s that want Germany,<br />

Japan, Alaska, and Hawaii and by requesting <strong>Officer</strong>s submit an FSTE to take them to 48<br />

months time on station vs. an IPCOT, it provides those assignment opportunities for other<br />

<strong>Officer</strong>s (selfless service).<br />

This has been an attempt to explain our assignment methodology. I hope by explaining,<br />

this will make <strong>Officer</strong>s consider where they are in their careers and plan accordingly for them to<br />

achieve their goals. I also hope it identifies when you’ll be available to PCS thus, eliminating<br />

many emails and telephone calls from <strong>Officer</strong>s who are leaning forward just a little too far.<br />

Realize that once your identified as a projected loss, your Assignment <strong>Officer</strong> will be in contact.<br />

FY11 CW3, CW4, AND CW5 PROMOTION SELECTION BOARDS<br />

Assignment <strong>Officer</strong>s have received many inquires referencing the FY11 promotion<br />

board. Milper Message 10-267 addressed zones of consideration, selective continuation,<br />

evaluation reports, correspondence to the president of the board, DAPMIS photographs, use of<br />

My Board File, <strong>Officer</strong>s with approved separation dates, and a summary of critical dates. The<br />

promotion board was originally scheduled to convene 19 January 2011 but the decision was<br />

made at the Department of the Army level to move the convene date to 25 April 2011. Milper<br />

Message 11-014 sited that this is the first step in tailoring times-in-grade that support thorough<br />

technical skill acquisition and that ongoing analysis of timing of WO promotions in support of<br />

career development and end strength management will produce future year adjustments to<br />

promotion zones of consideration. The message also stated that all administrative suspenses<br />

and procedures addressed in Milper Message 10-267 remained unchanged. This refers to the<br />

thru dates and dates of submission of OERs, closing date of the My Board File, OMPF<br />

corrections, and new photos. The only <strong>Officer</strong>s being impacted by the date change are those<br />

<strong>Officer</strong>s that had approved separation dates between 20 April 2011 and 25 July 2011. Due to<br />

the change in the convene date, therefore changing the 90 day window, these <strong>Officer</strong>s will now<br />

not be considered for promotion. Several have submitted request to have their separation date<br />

changed but without substantiated justification and due to current strength, these requests have<br />

been denied.<br />

In preparation for future boards, <strong>Officer</strong>s MUST maintain their OPMF. The OMPF is<br />

pulled from iPerms to make up the My Board File. We recommend that <strong>Officer</strong>s initially review<br />

their OMPF within 1 year of being accessed and every 6-12 months after that. Refer to iPerms<br />

FAQ tab on the iPerms web site for authorized documents and Milper Message 10-322 for the<br />

correct process for updating your OMPF. Previously, <strong>Officer</strong>s would email or mail documents to<br />

their Assignment <strong>Officer</strong>, or to Ms. Kyser, to update their file. This is no longer the correct<br />

process. There are some instances where an <strong>Officer</strong>, due to duty location, has no personnel<br />

support and in these instances, we can and will assist. Bottom line: don’t wait until you’re in the<br />

zone of consideration to review and try and correct your file.<br />

Assignments.<br />

- Sometimes it‘s difficult and challenging to balance the CSAs manning guidance with a WO‘s<br />

preference. My intent is to fully consider Soldier and Family needs, and I assure you I will strive<br />

to support your professional development, career path, and balance your preference with an<br />

objective of supporting Army requirements based on current manning guidance.<br />

- Everyone should recognize as professional Soldiers we must all share the burden of<br />

deployments and provide relief to those who have multiple deployments in TOE assignments.<br />

Those of you serving in TDA assignments must take a hard look at where you want to be<br />

assigned next with the understanding that it will be to a TOE unit slated for an upcoming<br />

deployment.<br />

- Time on station. Regulatory guidance is 48 months, TOPMIS Year Month Available (YMAV) is<br />

default to 36 months, and an officer could be considered to move at 24 months. The aim is to<br />

not have a PCS before 36 months; there are exceptions to this, for instance if you are<br />

nominated for a special duty assignment. Korea is a different tour length based on the type of<br />

tour you elect to serve (Accompanied Command Sponsorship, Assignment Incentive Pay (AIP)<br />

or unaccompanied tour).<br />

Ladies and Gentlemen,<br />

For those <strong>Officer</strong>s just returning from deployments, welcome back! For those of you still<br />

deployed or preparing to deploy, I wish you a safe and speedy return. Keep up the hard work<br />

and continue making the <strong>Warrant</strong> <strong>Officer</strong> Corps proud!<br />

I’d like to address a few trends that were observed while we prepared <strong>Officer</strong>s’ records for the<br />

upcoming promotion board:<br />

• Civilian education transcripts not present in iPerms (Education Folder). <strong>Officer</strong>s can<br />

scan Official Copies of their transcripts and send them directly to iPerms for addition to<br />

their Education Folder.<br />

• Date of last physical older than 1 year. With the establishment of the PHA, it’s an annual<br />

requirement versus every five years. We cannot update this data field; MEDPROS<br />

updates your ORB.<br />

• Inconsistencies between Section VIII from the ORB and <strong>Officer</strong>s’ photo for the ICMCS,<br />

ACMCS and NDSM.<br />

• No supporting certificates for NATO awards and decorations in iPerms’ Commendatory<br />

Folder.<br />

• NCOERs, 1059s from NCOES and Certificates of Course Completion awarded as an<br />

NCO which do not award an ASI/SQI but which were still in <strong>Officer</strong>s’<br />

Performance/Education Folders.<br />

• Last minute attempts to add/remove documents from iPerms causing potential for<br />

duplicate/missing documents<br />

BLUF, don’t wait to the last minute to start reviewing your files and engage your S-1s early on to<br />

assist with preparing for the Board. They are your first line of defense and can resolve 95% of<br />

ORB deficiencies and document additions/removals.<br />

There will be plenty of opportunities to deploy as an individual augmentee this coming summer<br />

ISO Joint Manning Document – Worldwide Individual Augmentee System (JMD-WIAS). These<br />

are very unique opportunities that allow <strong>Warrant</strong> <strong>Officer</strong>s to deploy and serve in a Joint<br />

environment which most of us will never get a chance to do. Currently, we have the following<br />

ongoing taskers that still need to be filled:<br />

• 920A - CW3 with a LAD of APR ‘11<br />

• 920A – CW2 with a LAD of MAR ‘11<br />

• 920A – CW2 with a LAD of MAY ‘11<br />

• 920A – CW2 with a LAD of OCT ‘11<br />

• 920B – CW2 with a LAD of APR ‘11<br />

• 920B – CW2 with a LAD of MAY ‘11<br />

• 920B – CW2(P)/CW3 with a LAD of JUN ’11 (expect to see a requirement to send 10<br />

<strong>Officer</strong>s to support this requirement)


How does this affect you? BLUF, we will identify <strong>Officer</strong>s who meet the minimum requirements<br />

(medically deployable, possess a secret clearance and are not DWELL restricted) and prioritize<br />

the <strong>Officer</strong>s based on number of previous deployments and amount of DWELL accumulated.<br />

IOT remain competitive for future promotions and to shoulder some of the deployment burden,<br />

we will ask <strong>Officer</strong>s to support these taskers. HRC will make every effort to minimize the impact<br />

to the <strong>Officer</strong>’s unit of assignment but, depending on the reaction time, this is not always<br />

possible. Please contact me sooner than later if you are interested in supporting any of these<br />

ongoing taskers and I will provide you with more information. Don’t worry, if you don’t contact<br />

us, we’ll contact you. BTW, this would also be a good time to verify that the DWELL annotated<br />

on your ORB is accurate. See your S-1 to have it adjusted since HRC cannot make any<br />

changes to it.<br />

Some of you may have recently received a note from me stating that you are in the window for a<br />

potential reassignment. This initial contact is based on your current Time on Station (TOS) or<br />

your DEROS. Please respond back to me as I’ve requested in order for me to promptly provide<br />

you with assignment opportunities for the upcoming year. If I don’t receive a response back, I<br />

am forced to guess what your intentions are and, so far, I’m batting a big fat zero! Please send<br />

me your responses sooner than later so we can start locking <strong>Officer</strong>s into their follow-on<br />

assignments. The following are some HOT assignments that need to be filled ISO an upcoming<br />

deployment or are high visibility positions (this listing is not all inclusive, just some assignments<br />

that I am projecting will be more difficult to get <strong>Officer</strong>s to volunteer for):<br />

• 920A CW2/CW3 – Korea - APR and MAY ‘11<br />

• 920A CW4/CW5 – Germany – Summer ‘11<br />

• 920A CW4 – DA IG position in DC<br />

• 920B CW2 – Ft Drum – NLT APR ’11 (total of 3 positions)<br />

• 920B CW2 – Ft Campbell – NLT May ’11 (Total of 4 positions)<br />

• 921A CW2/CW3 – Germany – June ‘11<br />

• 921A CW5 – Germany – ASAP<br />

We continue to encourage <strong>Officer</strong>s to request their respective PME whenever the opportunity<br />

presents itself. We understand that with the current deployment cycles, MRXs and reset<br />

operations, it is very difficult to find that “right time” to punch out for a couple weeks/months IOT<br />

knock it out. We’re here to help you with that. We will routinely scrub our population to<br />

determine those <strong>Officer</strong>s who are considered “backlog” and make contact with you to try to<br />

determine when would be a good time to attend. We have found it to be convenient right after a<br />

deployment or in conjunction with a PCS to attend PME. As we reassign <strong>Officer</strong>s this coming<br />

year, we will attempt to coincide your reassignment dates with a PME class dates that facilitates<br />

your attendance enroute to your next duty assignment. BLUF, you need to attend PME within<br />

the recommended time periods based on your current dates of rank IOT remain competitive for<br />

promotion.<br />

I’d like to thank all of you for being patient with me as I get my feet wet and get my bearings in<br />

this new position. It has been a challenge but it has also been a privilege supporting all of you<br />

so far and I am looking forward to serving along side of you in the months to come.

On behalf of Ordnance Branch, HRC, we welcome the new accessions and congratulate the<br />

newly promoted. We, in the <strong>Sustainment</strong> Division, seek to capitalize on successes already<br />

achieved, and continue the development of valued members of the Corps, (New Accession<br />

<strong>Warrant</strong>). HRC has a long history of being a part of mentoring officers that have made this<br />

nation strong and Army strong. Sometimes it’s difficult and challenging to balance Army<br />

requirements with Soldiers' preferences, as stated before. My intent is not to make life hard on<br />

soldiers and families, and I assure you I will strive to support your professional, developmental<br />

career path, and balance your preference with the objective of supporting the Army<br />

requirements based on current manning guidance.<br />

Nomination and Submission Process<br />

There are a few vacancies to fill that have report dates in the upcoming summer and fall 2011;<br />

assignments will be filled as I work through some obstacles before publishing RFOs.<br />

Remember that the current over strength of 915s CW4s means that our CW4s will be filling the<br />

majority of the positions/assignments, so be prepared. The goal is to provide some stabilization<br />

and not move before 36 months TOS, but the norm is between 36-48 months time on station<br />

(TOS). The exceptions to the 36-48 month TOS are assignments and Korea. These are<br />

automatically one year tours but <strong>Officer</strong>s can request Command Sponsorship with an incentive<br />

of $300 per month depending on area and length of tour.<br />

Some of the critical assignments to fill this month;<br />

Joint Manning Document Assignments: (JMDs) all assignment is located in theater.<br />

AC/RC Assignments:<br />

SATMO Assignment: all assignments are located in Central America (you must be able to<br />

understand and speak Spanish).<br />

Although all nominations must be submitted and verified through HRC we are encouraging<br />

warrants and the units that have warrants interested or know of officers that are in the<br />

assignment to contact their chain of command if they know of a deserving officer. Each<br />

nomination should consist of a completed nomination form with 4187, a point of contact, and<br />

telephone number. Please do not include ORB or award certificates in your submission packet.<br />

PROFESSIONAL MILITARY EDUCATION (PME):<br />

<strong>Warrant</strong> <strong>Officer</strong> Advance Course (WOAC) – (February, March, April and July) is full and (May<br />

and June) seats are quickly becoming full. Remember, enrollment for the course is by order of<br />

merit (CW3s have priority then CW2 (P) s then CW2s). Please submit your 4187 for your<br />

desired class. If you cannot make the scheduled course dates due to deployment or<br />

OPTEMPO mission requirements, let me know soonest so that others may fill the vacancy.<br />

All seats are filled for 919A WOAC for FY 2011.<br />

<strong>Warrant</strong> <strong>Officer</strong> Staff Course (WOSC) and <strong>Warrant</strong> <strong>Officer</strong> Senior Staff Course (WOSSC) –<br />

Continue to submit for these courses as there are various dates available. Please note that the<br />

course seats fill quickly as all WOs are requesting seats, not just (915E).

Welcome to the first addition of the TC newsletter which focuses on hot topics and jobs for the<br />

<strong>Warrant</strong> <strong>Officer</strong> Transportation Branch.<br />

Hot Topics –<br />

PME –Professional military education (PME) is progressive levels of military education that<br />

prepares military officers for leadership. Unfortunately, within the transportation field overall we<br />

are at 14% of <strong>Warrant</strong> <strong>Officer</strong>s missing their correct level of PME. Unfortunately, in order to be<br />

considered for premier jobs the officer’s PME must be up to date. You will need to immediately<br />

submit a DA4187 signed by a 05 in your command and submitted to Ms. Grace Kyser.<br />

Update Files – Based on the board file scrubs there was so many that had many issues with<br />

their ORBs, FICHE, and DA Photo. Understand your ORB is a working document and needs to<br />

be updated frequently. The FICHE needs to be scrubbed throughout the year since getting new<br />

documents updated and deleting unnecessary documents is the most time consuming. Your DA<br />

Photo should be updated with your current rank and awards. Many officers waited too late to<br />

update these areas, which some of your requests did not make it in your files. Here are the<br />

major concerns during the board files.<br />

We continue to encourage <strong>Officer</strong>s to request their respective PME whenever the opportunity<br />

presents itself. We understand that with the current deployment cycles, MRXs and reset


operations, it is very difficult to find that “right time” to punch out for a couple weeks/months IOT<br />

knock it out. We’re here to help you with that. We will routinely scrub our population to<br />

determine those <strong>Officer</strong>s who are considered “backlog” and make contact with you to try to<br />

determine when would be a good time to attend. We have found it to be convenient right after a<br />

deployment or in conjunction with a PCS to attend PME. As we reassign <strong>Officer</strong>s this coming<br />

year, we will attempt to coincide your reassignment dates with a PME class dates that facilitates<br />

your attendance enroute to your next duty assignment. BLUF, you need to attend PME within<br />

the recommended time periods based on your current dates of rank IOT remain competitive for<br />

promotion.<br />

I’d like to thank all of you for being patient with me as I get my feet wet and get my bearings in<br />

this new position. It has been a challenge but it has also been a privilege supporting all of you<br />

thus far. Please keep in mind as I assign you it is all about timing and trying to ensure you get<br />

to the next level with diversity in your career. You may not always get what you are requesting,<br />

but understand where I assign you gives you the best chances for future promotion. If you have<br />

WO Branch Human Resource Specialist Update<br />

Professional Military Education (PME)<br />

We’ve recently had additional classes added to the FY11 schedule for the <strong>Warrant</strong> <strong>Officer</strong> Staff<br />

Course (WOSC) and <strong>Warrant</strong> <strong>Officer</strong> Senior Staff Course (WOSSC). We will prioritize filling<br />

WOSC by enrolling <strong>Officer</strong>s who currently hold the rank of CW5, CW4 and who are in a CW3<br />

(P) status. We will prioritize filling WOSSC by enrolling <strong>Officer</strong>s who currently hold the rank of<br />

CW5 and who are in a CW4 (P) status. Approximately 120 days prior to the class report date,<br />

we’ll assign non priority <strong>Officer</strong>s. In most instances, we will try to schedule an <strong>Officer</strong>s TDY en<br />

route to their next duty assignment. For those <strong>Officer</strong>s not in the window to PCS, please submit<br />

an approved DA Form 4187, requesting a class. The dates for the courses are listed below:<br />

WOSC<br />

Class 501, 10 Jul 11 – 12 Aug 11<br />

Class 502, 14 Aug 11 – 17 Sep 11<br />

WOSSC<br />

Class 501, 5 Jun 11 – 1 Jul 11<br />

If you are looking to attend WOAC, WOSC or WOSSC in FY12, the schedule for these classes<br />

should be approved around April or May. I should be able to provide you with dates for these<br />

classes around this time.<br />

OMPF UPDATES<br />

We do not require an original copy of your transcript once you’ve completed your degree. A<br />

clear scanned copy of the official transcript which must state the degree and when it was<br />

awarded will suffice.<br />
