Cross-industry services<br />

A number of services that could be considered truly<br />

innovative defy categorization into the five industries<br />

described here. Nevertheless, they are worthy of<br />

notice, particularly as they are excellent examples of<br />

the potential of cross-agency integration.<br />

Singapore offers one of the most interesting services<br />

we have seen this year for registering a new business<br />

(https://licences.business.gov.sg). This is a highly<br />

interactive website that uses a shopping-cart analogy<br />

called “My License Cart.” A user first chooses the<br />

type of business to be registered from a broad list<br />

that covers everything from vendors selling cooked<br />

food to mining and quarrying operations. The website<br />

then provides a list of all relevant licenses,<br />

permits and administrative matters for the business,<br />

from which the user can choose, apply for and add<br />

to the shopping cart. At checkout, the user can view<br />

the total amount to be paid, make the payment<br />

with a credit card and then check the status of the<br />

application online.<br />

Japan also offers a one-stop shop for users to<br />

obtain information about starting a business. The<br />

Sogyo Navi (Starting Business Navigator) portal,<br />

www.sogyo-navi.jp/index.html, was enabled by<br />

cooperation between the public and private sectors,<br />

led by the Ministry of Economy, Trade and Industry.<br />

about starting a business, download the application<br />

forms and ask for support in procedures related to<br />

starting a business. Online filing will be operational<br />

in the future.<br />

Through Norway’s Altinn (https://www.altinn.no), a<br />

business can submit mandatory company information<br />

to the <strong>government</strong> directly from its internal IT<br />

systems or via a Web interface. Altinn is a new<br />

initiative to minimize administrative activities and<br />

simplify the dialogue with <strong>government</strong> for businesses<br />

and citizens. It is a good example of <strong>government</strong><br />

bundling business-related services; it is the start of<br />

a common way for businesses and citizens to report<br />

all types of financial information to different <strong>government</strong><br />

agencies. Although the program is an<br />

initiative of the Directorate of Taxes, Statistics<br />

Norway and the Brønnøysund Register of Legal<br />
