to the patient’s public health center. Personal data<br />

are registered in the Vitale card, using the citizen<br />

heath services’ identifier, so that the provider electronically<br />

transmits the relevant information. By<br />

December 2003, about 176,000 health professionals<br />

had transmitted electronic forms, which represents<br />

57 percent of the statements received by the general<br />

health insurance scheme. Citizens can also track the<br />

status of their payments through the Internet service,<br />

which is offered by the Assurance Maladie en ligne<br />

(www.ameli.fr).<br />

Immigration, justice<br />

and security<br />

We saw little change across services in the immigration,<br />

justice and security agencies in 2004. However,<br />

the types of services these agencies provide are not<br />

likely to be the focus of apparent, customer-facing<br />

eGovernment improvements. Rather, these improvements<br />

typically come in the areas of internal<br />

processes and <strong>government</strong>-to-<strong>government</strong> interaction<br />

and thus, may be invisible to an outside observer.<br />

Much of the effort in this industry is focused on<br />

enablers of security, such as incorporating biometrics<br />

and ID cards to assure the wrong people do not<br />

exploit existing systems and services. Nevertheless,<br />

we found a number of services focused on the end<br />

user that are worth noting.<br />

The United Kingdom Court Service (www.courtservice.<br />

gov.uk) has developed an interesting service for<br />

handling money claims online. Billed as the Court<br />

Service’s first step in bringing court users an<br />

Internet-based service, Money Claim Online<br />

(https://www.moneyclaim.gov.uk/csmco2/index.jsp)<br />

allows citizens to claim online fixed amounts of<br />

money less than UK£100,000. After a claimant registers<br />

with the service and creates a user ID, he or she<br />

completes information on the claim online, guided<br />

through the process step by step. The website displays<br />

a claim number and then submits the claim to<br />

a county court bulk center to be processed and<br />
