concept in that it covers all benefits that<br />
people might be entitled to, no matter from where<br />
the benefit originates.<br />
Canada offers another excellent example of crossagency<br />
collaboration—this time across vertical levels<br />
of <strong>government</strong>. The Canadian Consumer Information<br />
Gateway (www.consumerinformation.ca) is an online<br />
initiative that includes more than 35 federal <strong>government</strong><br />
departments and agencies, as well as more<br />
than 250 provincial and territorial partners. These<br />
organizations have come together to promote<br />
Canadian consumer interests and awareness. One<br />
useful tool being piloted on the gateway is called<br />
the Complaint Courier, which assists the user in<br />
sending a complaint in a step-by-step process. The<br />
site even offers a dialogue coach for helping customers<br />
call in a complaint and a letter wizard for<br />
creating a written complaint. The last step allows a<br />
user to submit a complaint to the appropriate complaint<br />
board online—regardless of the province or city.<br />
In Finland, the joint service Työeläke.fi<br />
(www.tyoelake.fi) of the Pension Insurance Companies<br />
and the Finnish Centre for Pensions contains a personal<br />
employment record of everyone that is insured<br />
under Finnish earnings-related pension schemes.<br />
Työeläke.fi brings together information from the<br />
nine different pension systems and about 70 different<br />
pension institutes in Finland today. On the portal<br />
users can check that their personal employment<br />
information is correct, find out which insurance<br />
company manages their earnings-related pension,<br />
access a preliminary calculation of the amount of<br />
their earnings-related pensions and calculate their<br />
pension estimates directly online. The site is kept<br />
www.tyoelake.fi<br />
secure through public key infrastructure authentication<br />
with a FineID card, electronic social security<br />
card or online banking authentication.<br />
One final example of public- and private-sector<br />
collaboration in human services is the SÉSAM Vitale<br />
system (www.sesam-vitale.fr). Fifty million “cartes<br />
Vitale” have been distributed to French citizens.<br />
When the citizens show their cards to health professionals<br />
(such as doctors, pharmacies, hospitals,<br />
dental surgeons and midwives) registered and<br />
equipped with a terminal, the Vitale system enables<br />
