reports from police services in other jurisdictions;<br />

reports regarding the health effects of CEWs;<br />

media articles;<br />

documentaries and other videos regarding policing and mental health; and<br />

videos showing incidents involving the use of lethal force by the TPS.<br />

42. The TPS did not refuse to provide any documents requested by the Review team.<br />

At the conclusion of the Review process, I requested and received from the TPS a<br />

certificate confirming the completeness of information provided. The certificate states<br />

that the TPS has provided or caused to be provided to the Review team all documents<br />

and information in its possession or control of material relevance to the mandate and<br />

terms of reference issued to me by Chief Blair in respect of my Review. The certificate<br />

also states that all factual information provided by the TPS to the Review is complete<br />

and accurate to the best of the Service’s knowledge, information and belief.<br />

43. As noted, the Review received information from other sources as well. Where<br />

practicable, members of the Review team took steps to verify the factual accuracy of<br />

information.<br />
