mental health nurses and administrators of the Mobile <strong>Crisis</strong> <strong>In</strong>tervention<br />

Team (MCIT);<br />

members and staff of the Toronto <strong>Police</strong> Services Board;<br />

members of the Mental Health Sub-Committee of the Toronto <strong>Police</strong><br />

Services Board;<br />

representatives of other police services (e.g., London Metropolitan <strong>Police</strong>);<br />

educators at the Ontario <strong>Police</strong> College; and<br />

members at all levels of the Toronto <strong>Police</strong> Service, including:<br />

• officers involved directly in encounters in which a person in crisis<br />

died;<br />

• senior management (Chief Blair, Deputy Chief Federico, Deputy<br />

Chief Peter Sloly);<br />

• officers responsible for discipline and performance evaluation;<br />

• police psychologists;<br />

• administrators of 911 call intake and police dispatch;<br />

• officers responsible for training at the Toronto <strong>Police</strong> College;<br />

• officers assigned to the MCIT;<br />

• officers responsible for the administration of the MCIT program;<br />

and<br />

• the officer in charge of the Emergency Task Force.<br />

39. A listing of the individuals with whom the Review team spoke is set out in<br />

Appendix A of this Report. The names of certain individuals have been omitted at their<br />

request.<br />

2. Literature review<br />

40. The Review team conducted an extensive literature review, canvassing a very<br />

large volume of research, statistics, historical information, recommendations and best<br />

practices literature relating to the subject matter of the Review. <strong>In</strong> total, more than<br />

1,200 documents were reviewed. The material included documents collected by the TPS<br />
