Canada, the United States, the United Kingdom, Australia and other
jurisdictions)

other related matters falling within the scope of the independent review.
11. As part of the independent Review, I was authorized to engage in (and did
conduct, as explained below under “Methodology”) the following activities:

receive submissions and meet with stakeholder groups or individuals;
examine TPS use of force equipment;
attend to observe TPS training;
interview TPS personnel;
consult with experts in the field of mental, emotional and cognitive
disorders;
consult with experts in the use of force, the selection and training of police,
crisis intervention and all other matters that are the subject of the review;
assemble and retain an advisory panel of experts;
(viii) conduct research;

make recommendations based on the work performed and the information
obtained; and
perform such other work as may be reasonably incidental to the
independent review.
