LEVEL 2 – MAJOR INCIDENT<br />

First Supervisory Officer<br />

13. When responding to a Level 2 – Major <strong>In</strong>cident shall<br />

• notify the officer in charge and the Duty Desk<br />

• request the Communications Operator to notify the on–call member of EM&PO<br />

• consider obtaining the assistance of additional members from neighbouring divisions<br />

• request assistance, as required, from such specialized units/services as<br />

− EM&PO<br />

− EM&PO – Mounted<br />

− Specialized Emergency Response – Emergency Task Force<br />

− Specialized Emergency Response – Marine<br />

− Specialized Emergency Response – <strong>Police</strong> Dog Services<br />

− <strong>In</strong>telligence Services<br />

− Corporate Communications<br />

− Occupational Health & Safety<br />

− Divisional Policing Support Unit – Volunteer Resources<br />

− other police services<br />

− Regional <strong>Police</strong> Air Support Units (when authorized by the Duty <strong>In</strong>spector or other<br />

senior officer)<br />

• when in the role of <strong>In</strong>cident Commander, continue in the role until relieved<br />

• expand the IMS as necessary by assigning members to complete necessary functions<br />

(refer to Chapter 10 – Appendix A)<br />

• ensure the following are established and supervised<br />

− secure inner and outer perimeters in compliance with Chapter 10 – Appendix B, if<br />

necessary<br />

− clear access and egress routes for responding emergency vehicles<br />

− access to scene is restricted to authorized personnel<br />

− staging area for additional responding units/agencies<br />

− a command post located at a safe distance and near other emergency services<br />

command posts and relocate if necessary<br />

• if not already on scene, ensure the attendance of EMS and/or TFS, as required<br />

• ensure persons are assisted to safety when safe to do so<br />

• assess and determine whether it is appropriate to recommend Shelter in Place, to<br />

commence evacuation, or in the case of a school, Hold and Secure, or a Lockdown<br />

• comply and ensure compliance with<br />

− Procedure 10–09 if an evacuation is required<br />

− Procedure 10–13 if a school is involved<br />

Officer in Charge of Responding Units<br />

14. When notified of a Level 2 – Major <strong>In</strong>cident shall update the unit commander.<br />
