De-escalation requirements<br />

RECOMMENDATION 32: The TPS enforce, in the same way as other TPS<br />

procedures, those procedures that require an officer to attempt to de-escalate,<br />

such as Procedure 06-04: Emotionally Disturbed Persons. <strong>In</strong> particular:<br />

(a) Professional Standards investigations under Section 11 of<br />

Regulation 267/10 under the <strong>Police</strong> Services Act should investigate<br />

whether applicable de-escalation requirements were complied with<br />

and, if not, a finding of contravention of Service Governance and/or<br />

misconduct should be made;<br />

in appropriate cases, officers who do not comply with applicable deescalation<br />

requirements should be subject to disciplinary<br />

proceedings; and<br />

supervisory officers should be formally directed to (i) monitor<br />

whether officers comply with applicable de-escalation<br />

requirements, and (ii) take appropriate remedial steps, such as<br />

providing mentoring and advice, arranging additional training,<br />

making notations in the officer’s personnel file, or escalating the<br />

matter for disciplinary action.<br />
