Recruitment of Team Leader & Team Member (Natural <strong>Resource</strong> based Livelihoods Promotion)<br />
About the <strong>State</strong> <strong>Health</strong> <strong>Resource</strong> <strong>Centre</strong>: The SHRC is an autonomous institution (Society) set-up in the<br />
year 2002 as a Technical Support Agency for the Department of <strong>Health</strong> and Family Welfare,<br />
<strong>Chhattisgarh</strong>. SHRC has a staff-strength of around 50 professionals who provide technical advice to<br />
Government on a number of <strong>Health</strong> Sector Reform initiatives and coordinate the Mitanin Programme,<br />
one of the most successful Community <strong>Health</strong> Worker programmes in the country.<br />
About the Mitanin programme: The Mitanin programme was started in 2001. There are more than<br />
60,000 Mitanins in the <strong>State</strong>, one for every hamlet (5-6 Mitanins per Panchayat) who works as the<br />
community’s interface with the public health system. The Mitanins are supported by a network of<br />
3000+ Mitanin Trainers, 300+ Block Coordinators and 30+ District Coordinators. Besides health, the<br />
Mitanins have also been active in and involved with livelihood issues of the communities.<br />
About the Natural <strong>Resource</strong> Based Livelihoods Initiatives Project (NRBLIP): A comprehensive livelihood<br />
initiative has been taken up by SHRC in collaboration with various Districts. The state Government has<br />
initiated a Nutrition Programme called ‘Fulwari Yojana’ which is being facilitated by SHRC. The purpose<br />
of LIP is to complement Fulwari Yojana so as to achieve sustainable change in nutrition status of tribal<br />
communities through creation of livelihoods based on improved management of natural resources. The<br />
major components of the project are water and soil conservation, promotion of sustainable agriculture<br />
through System of Rice Intensification (SRI), horticulture, mushroom and poultry production etc.<br />
District Livelihoods <strong>Resource</strong> Team: The SHRC is partnering with the district administrations for the<br />
implementation of the “Natural <strong>Resource</strong> Based Livelihood Initiatives Project (NRBLIP)” and, among<br />
others, will be setting up Livelihood <strong>Resource</strong> Teams in 6-7 districts to facilitate this initiative. Each team<br />
will have 2-4 members at district level. They will be supported by Block level coordinators and<br />
Community <strong>Resource</strong> Persons. The Team will work closely with the Zila Panchayat and with other<br />
government agencies for the promotion of some of the components. The team shall work collectively to<br />
achieve the objectives of the project.<br />
Role and Responsibilities of Team Leader<br />
The Team Leader will lead the project activities under the guidance of SHRC’s Mitanin Kalyan Kosh and<br />
Community Process division. The leadership role will involve, amongst others, the following:<br />
• To coordinate with the Zila Panchayat and other relevant agencies for all domains of the project.<br />
• To organize and supervise capacity building activities for community facilitators, officials, etc.<br />
• To coordinate with technical agencies.<br />
• To monitor field implementation of the project and to provide required support through<br />
frequent field visits.<br />
• To supervise remaining members of team.<br />
In addition to overall coordination activities, s/he will be directly responsible for planning and<br />
implementing the natural resource management initiatives with special focus on soil and water<br />
conservation.<br />
Eligibility and qualifications
• Graduate in Agriculture or Agricultural Engineering with post qualification work experience of at<br />
least 3 years in promotion of Integrated Natural <strong>Resource</strong> Management and agriculture based<br />
livelihood activities.<br />
Or<br />
• Postgraduate in Management or Social Work with post qualification work experience of at least<br />
6 years in the promotion of Integrated Natural <strong>Resource</strong> Management and agriculture based<br />
livelihood activities.<br />
• Proficiency in Hindi.<br />
Team Member<br />
Roles and Responsibilities of Team Member<br />
The Team Member will support the project activities focused on planning and implementing the local<br />
resource based sustainable agriculture initiatives with special focus on promoting System of Rice<br />
Intensification (SRI). The role will involve, amongst others, the following:<br />
• To coordinate with relevant agencies like CSOs, NGOs, research institutes, technical agencies,<br />
etc for enhancing sustainable agriculture based livelihood promotion.<br />
• To organize training programmes.<br />
• To monitor and support field implementation of this activity.<br />
Eligibility and qualifications<br />
• Graduate in Agriculture or Agriculture engineering with post qualification work experience of at<br />
least 1 year in promotion of Integrated Natural <strong>Resource</strong> Management or agriculture based<br />
livelihood activities.<br />
Or<br />
Postgraduate in Management or Social Work with post qualification work experience of at least<br />
4 years in the promotion of Integrated Natural <strong>Resource</strong> Management and agriculture based<br />
livelihood activities.<br />
• Proficiency in Hindi.<br />
Location: The likely district headquarters where teams will be placed include Ambikapur, Surajpur,<br />
Balrampur, Jashpur and Gariaband.<br />
Age: Preferably below 35 years<br />
Compensation package: Commensurate with qualifications, experience and salary history.<br />
