8 Implementation 8.1 Considerations 8.1.1 The effective implementation <strong>of</strong> this framework will require careful planning. It is critical that implementation does not cause unnecessary disruption to whānau and/or providers, but contributes to <strong>the</strong>ir sustainability. As noted, we recommend a staged approach to <strong>the</strong> full implementation <strong>of</strong> our proposal, which allows for <strong>the</strong> capacity and capability <strong>of</strong> whānau, providers and government agencies to be fur<strong>the</strong>r developed. Our proposal will result in changes for all <strong>the</strong>se groups. 8.1.2 The <strong>Taskforce</strong> considers that successful implementation requires alignment <strong>of</strong> implementation activities with budget cycles. To maximise existing opportunities to achieve best outcomes for whānau we recommend that Whānau <strong>Ora</strong> is implemented in successive phases. This approach will allow immediate movement on <strong>the</strong> part <strong>of</strong> providers who have developed whānaucentred ways <strong>of</strong> working in <strong>the</strong> first phase <strong>of</strong> <strong>the</strong> implementation <strong>of</strong> Whānau <strong>Ora</strong>, and support <strong>the</strong>ir increased effectiveness. It will give o<strong>the</strong>r whānau and providers <strong>the</strong> opportunity to develop fur<strong>the</strong>r, or for provider networks to be established where this approach will best meet <strong>the</strong> needs <strong>of</strong> whānau in diverse communities. 8.1.3 The possibility <strong>of</strong> a hiatus between provision <strong>of</strong> our advice and <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> framework could put at risk <strong>the</strong> required rate <strong>of</strong> progress to be made in <strong>the</strong> coming financial year. 8.1.4 Our proposed solution to this risk is that <strong>the</strong> Minister appoints appropriate independent personnel to provide advice and inform <strong>the</strong> implementation process prior to July 2010. Independent advice could <strong>the</strong>n be provided to <strong>the</strong> Minister regarding both establishment <strong>of</strong> <strong>the</strong> Trust and initiating <strong>the</strong> first phase <strong>of</strong> service provision. 8.2 Transitional Arrangements 8.2.1 A number <strong>of</strong> actions are required to enable <strong>the</strong> Trust to commence operations on 1 July 2010. These include all activities associated with establishing <strong>the</strong> Trust, including confirmation <strong>of</strong> funding and resourcing. Key tasks include: • appointment <strong>of</strong> <strong>the</strong> Whānau <strong>Ora</strong> Minister • development <strong>of</strong> <strong>the</strong> Trust Deed specifying <strong>the</strong> objectives, functions and accountabilities <strong>of</strong> <strong>the</strong> Trust • establishment <strong>of</strong> <strong>the</strong> Trust, its membership and governance arrangements • appointment <strong>of</strong> <strong>the</strong> Trust chief executive • confirmation <strong>of</strong> <strong>the</strong> level <strong>of</strong> resourcing <strong>the</strong> Trust will receive, and where this funding will come from 64
• resourcing <strong>of</strong> <strong>the</strong> infrastructure required to carry out <strong>the</strong> Trust work programme for 2010/11 • <strong>the</strong> development and implementation <strong>of</strong> a relational approach to contracting, through <strong>the</strong> implementation <strong>of</strong> single, outcomes-focused, cross-sector contracts. 8.3 Transitional Approach for <strong>the</strong> Trust 8.3.1 Due to <strong>the</strong> wide-ranging nature <strong>of</strong> <strong>the</strong> functions we have identified for <strong>the</strong> Trust and <strong>the</strong> level <strong>of</strong> change <strong>the</strong>y involve, we do not envisage <strong>the</strong> Trust will be able to fully effect all <strong>of</strong> <strong>the</strong>se functions when it is first established. Full functionality will occur over time. 8.3.2 We propose <strong>the</strong> initial focus <strong>of</strong> <strong>the</strong> Trust, as <strong>of</strong> 1 July 2010, should be to: • focus on best outcomes for whānau • identify pathways that will enable whānau to be self-determining • establish sound governance, accountabilities, management and operational processes as specified in <strong>the</strong> Trust Deed • establish relationships and communicate with whānau, providers and agencies • establish <strong>the</strong> regional panels • work with first phase providers to facilitate Whānau <strong>Ora</strong> contracting and delivery (<strong>the</strong> <strong>Taskforce</strong> supports <strong>the</strong> concept <strong>of</strong> a single Whānau <strong>Ora</strong> contract for providers involved in <strong>the</strong> first phase, which requires a single report from providers on achievement towards Whānau <strong>Ora</strong> outcomes) • fur<strong>the</strong>r develop monitoring and evaluation measures and facilitate participatory action research • work with agencies to undertake development necessary to fully implement this vision • avoid <strong>the</strong> creation <strong>of</strong> multiple small-scale providers while simultaneously being open to funding some innovative small-scale providers in urban and rural localities • develop and implement a process for <strong>the</strong> selection <strong>of</strong> providers for <strong>the</strong> second phase <strong>of</strong> implementation, and engage with <strong>the</strong>se providers (regional input will be important for selecting providers) • identify and resource provider capacity and capability needs to achieve best outcomes for whānau. 8.3.3 In addition, <strong>the</strong> Trust could immediately begin work on building <strong>the</strong> capacity required to lead <strong>the</strong> implementation <strong>of</strong> Whānau <strong>Ora</strong> through <strong>the</strong> guidance <strong>of</strong> regional panels. This work could include: • overseeing <strong>the</strong> regional panels • providing leadership and coordination across agencies that have responsibilities for whānau wellbeing, including <strong>the</strong> Trust chief executive’s group <strong>of</strong> social sector chief executives 65
