Looking back upon the past year, and the more than eighty years
of Cradle history that came before it, we know that our founding
mission still holds true today. The benefit of children drives every
decision we make, every service we provide, and every program we
undertake. The Cradle’s commitment to help create and sustain
nurturing families is as relevant – and necessary – as it was in 1923
when we opened our doors. We remain connected to our roots
while forging new paths and continually widening our circle.
It is with gratitude that we share with you this report on The
Cradle’s activities in 2006. Our family grew last year to include the
227 children who were placed in loving homes through The Cradle’s
domestic and international adoption programs. We welcome
them with open arms and proudly list their names on page 10.
This report explores the many types of connections that
have shaped The Cradle and that continue to sustain and
advance our work of building families. These connections
both strengthen the organization and inspire us to grow and
change to meet the changing needs of the people we serve.
At The Cradle, the health and welfare of birthmothers and their
babies has always been paramount. Every year we connect hundreds
of pregnant women with the counseling, resources and support
they need to make the best decisions possible for themselves
and their babies. The Cradle Nursery provides a safe haven for
vulnerable infants, including those with special medical needs.
our connection with the Illinois Department of Children and
Family Services by assuming oversight of a DCFS program that
is helping hundreds of older children to find permanency.
The Cradle strengthens its connections through continuing
education, lifelong support and myriad opportunities for
involvement. Our Post Adoption Services department provides
important assistance to all members of the adoption triad.
Through our Adoption Learning Partners website, The Cradle is
reaching thousands of adoptive families around the world. Many
hundreds of dedicated volunteers and donors contribute to The
Cradle’s continuing vitality through their gifts of time, talent
and financial support.

Our programs have evolved over time to reflect the diversity of
children who need families, and of parents who desire to build
their family through adoption. Today, The Cradle connects children
born in many foreign countries with loving families in the U.S.,
and has a nationally recognized program dedicated to finding
families for African American babies. Last year we expanded

The Cradle has always treated expectant women with compassion and respect.
In 1949 The Cradle opened Chandler House, a nonsectarian boarding home for
single pregnant women on Chicago’s north side. For more than two decades,
until its closure in 1970, the home offered a supportive, communal living
environment for 22 women and staff. Each woman was assigned a Cradle
caseworker and a plan was developed to meet her individual needs through
her pregnancy. She was also assisted in making plans for her future, so that she
could return to her family and community with restored self-confidence.
In The Cradle’s early days, we helped women who had no other choice.
“Unwed mothers” were often stigmatized and sent away from home until their
babies were born. Women who placed their babies for adoption decades ago
generally never saw their children again. Today, we’re helping women who
face an unplanned pregnancy think through all of their options. A pregnant
woman who contacts The Cradle receives skilled, compassionate counseling to
help her make the right plan for her baby and herself. These services can even
be lifesaving, as some birthmothers who come to The Cradle are facing strong
family opposition, cultural constraints or the threat of domestic violence. With
today’s practice of open adoption, birthparents choose the family who will raise
their child and establish a mutually agreeable level of contact.
Just as The Cradle serves expectant women in need of support, we offer babies
a safe place to call home during their first weeks or months of life, while
critical decisions are being made on their behalf. The Cradle Nursery has been
intricately tied to our building and our mission since 1923. And while today’s
Nursery looks very different than it did in the past, it continues to provide the
highest level of care to every baby entrusted to The Cradle.
Our Cradle babies, too, reflect the changing times. Each year the Nursery
welcomes around 100 infants, half of whom – or more – will have some degree
of special need. They represent all races and religious backgrounds. A baby who
is considered “hard to place” because of his physical disability will receive expert
care and loving attention from Nursery staff, affiliated doctors and volunteer
Cuddlers for as long as it takes to find an appropriate adoptive family. Once
that baby leaves the Nursery, he will remain connected to The Cradle through
our communications with his family and tracking of his progress. He will also
remain in the hearts of all of The Cradle staff whose lives he touched.

Staying relevant over the long life of The Cradle, and looking ahead to our
future, has meant making some major shifts in adoption practice. We have
adapted and improved our programs and services to respond to the varying
needs of our clients. The more than 1,000 potential adoptive parents who
contact The Cradle each year reflect the great diversity of the modern American
family. Whereas in the past all of The Cradle’s placements were domestic,
and the majority of the children were Caucasian, today’s placements include
children of many races and nationalities.
Since The Cradle’s international adoption program was established a little
over a decade ago, we have helped facilitate the placement of more than 850
children from 33 countries into permanent, loving homes in the United
States. We maintain an office and staff in Moscow to assist our families who
are adopting Russian children. The Cradle is also actively involved in shaping
current international law, having contributed language to proposed regulations
associated with the Hague Convention on Intercountry Adoption.
The Cradle has had a dedicated African American infant adoption program
since 1994, renamed the Ardythe and Gale Sayers Center for African American
Adoption in 1999. Today, black and biracial babies comprise 30% to 40% of The
Cradle’s annual domestic placements. The Sayers Center has worked tirelessly
to educate the public about the joys and realities of modern adoption, and
to recruit more adoptive families for babies of color. This program has made
tremendous connections with organizations and leaders in Chicago’s African
American community, and continues to expand its reach. Last year the Sayers
Center was featured prominently in the national media, including a cover story
about transracial adoption in The New York Times and an interview with a Sayers
Center family on National Public Radio.
2006 also brought The Cradle a tremendous opportunity to broaden our
connection to the public child welfare system and serve more children. Family
Placement and Support Services is a program of the Illinois Department of
Children and Family Services launched in 2000 to help children who were
adopted out of foster care, and whose parent has died or become incapacitated,
to secure a new adoptive family or permanent guardian. The Cradle has been
contracted by DCFS to manage this program, whose six permanency specialists
handle a caseload of 80 families and more than 130 children at any time. We
welcome this new partnership in offering renewed hope to children in the
greater Chicago area.

Education and lifelong support are two key components of The Cradle’s
mission to benefit children. We are always there for our families, not just for
the adoption planning, preparation and placement, but also for continuing
education and support. The Cradle uses its considerable experience and
committed staff, as well as some exciting technological resources, to establish
and maintain strong connections with people near and far who have been
touched by adoption.
We have seen generations of Cradle babies come of age and start their own
families. Some, who were placed in the decades before open adoption, return
to The Cradle in the hopes of locating a birth relative. Others seek guidance to
work through a particular challenge they are facing. The Cradle’s Post Adoption
Services counselors assist adopted persons who are looking for answers. They
also help birthparents and adoptive families navigate the complex emotions
and issues related to adoption. Post adoption workshops on topics such as
promoting a child’s language skills and accessing early intervention services help
adoptive parents become better, more informed advocates for their children.
Another way The Cradle is educating its families – as well as thousands of
adoptive families and child welfare professionals around the globe – is through
Adoption Learning Partners (ALP), our award-winning educational website.
Launched in 2002 with a single course, this exceptional resource has grown to
include eight online courses and nearly 50,000 total course enrollments. ALP
registrants come from as far away as Uganda and Dubai! The power and ease of
the Internet is helping The Cradle to form connections with people anywhere
in the world who are seeking vital information about adoption.
The Cradle continually updates its curriculum to meet the educational
needs and wishes of our clients, and to reflect the latest research on adoption.
Whether we deliver this information through e-learning courses or an onsite
class, The Cradle’s ultimate goal is to strengthen family connections, and
improve adoption outcomes, by offering the highest quality adoption
education available.
Finally, we acknowledge with gratitude the countless individuals who remain
connected to The Cradle through their hard work and steadfast support. This
organization would not be in the leadership position it is in today, 83 years
after our founding, without the marvelous contributions of Cradle donors,
volunteers and staff. Thanks to their commitment, we have been able to remain
true to our mission, while growing and evolving with the times. These abiding
connections strengthen The Cradle’s ability to continue serving children and
families while setting a standard for ethical adoption practice.

Thanks to the exceptional generosity of Cradle donors in fiscal 2006, we
received nearly $4.7 million in public support. This figure includes roughly half
in unrestricted funds, and half in restricted contributions and commitments to
The Cradle Foundation’s Leadership Campaign, dedicated to sustaining The
Cradle’s programs and services in the future. The Cradle Foundation’s 2006
special events, including The Cradle Classic, A Day at the Races, The Cradle
Open House, and our newest event, A Night of Promise, benefiting the Cradle
Cares Humanitarian Aid program, generated $476,000 in revenue. Our annual
gala, The Cradle Ball: Home Is Where The Cradle Is, was held in early October
2006; therefore, net proceeds from that event will be counted in fiscal 2007.
Planned gifts have become an increasingly important part of The Cradle
Foundation’s annual public support. Last year we received bequests exceeding
$450,000. While we mourned the passing of a number of very dear friends,
we acknowledge with gratitude the profound connection they maintained
with The Cradle throughout their lives, and the enduring legacy they left. In
2006 we also expanded our planned giving program by offering Charitable
Gift Annuities (CGA), a means for donors to secure fixed annual payments
for life while supporting The Cradle. We welcome and thank our inaugural
CGA participants.

Although fee income from placements and home studies remained relatively
flat in fiscal 2006, there was an overall increase of $250,000 in program
revenue. One factor that contributed to this increase was a significant growth in
Adoption Learning Partners certificate revenue. Along with a 60% increase in
course enrollments last year, ALP experienced a 92% increase in revenue from
clients who opted to purchase a Certificate of Completion for $30 at the end
of a course. Another factor that boosted revenue was The Cradle’s new contract
with Illinois DCFS to manage the Family Placement and Support Services
program (described on page 6). The Cradle received a one-year grant, beginning
July 1, 2006, to oversee this program through the end of the DCFS fiscal
year on June 30, 2007, at which point the contract will be renewable. Finally,
our Cradle Russia program completed 25 more placements last year than in
fiscal 2005, thanks in part to being reaccredited by the Russian government in
September 2005.
