CLARIFICATIONS AND AMENDMENTS OF<br />

INVITATION TO TENDER<br />

1. If justified by its complexity, briefing meetings where the requirements of the Invitation<br />

To Tender are described and explained can be called before or shortly after the<br />

Invitation To Tender is issued.<br />

The invitation to attend such briefing meetings and the subsequent questions submitted<br />

and answers given during these briefing meetings, shall be communicated<br />

simultaneously to all Potential Bidders concerned on the same date in a manner<br />

identical with that applicable in respect of the original or forthcoming Invitation To<br />

Tender’s publication.<br />

2. Once the Invitation To Tender is issued and before the closing date for the submission<br />

of tenders, the Agency may clarify and/or amend the Invitation To Tender either<br />

following requests from economic operators or at its own initiative.<br />

3. Only requests submitted in writing and concerning the understanding of the Invitation<br />

To Tender’s requirements will be answered.<br />

4. The only authorised point of contact for the Agency before the closing date for the<br />

submission of tenders shall be the Contracts Officer designated in the Invitation To<br />

Tender, or in his absence any other Contracts Officer designated by the Procurement<br />

Department.<br />

5. In all cases, such clarifications and/or amendments will:<br />

a) be subject to the approval of the Tender Evaluation Board’s Chairman prior<br />

to their publication;<br />

b) contain both the original question and answer when applicable without<br />

identifying the source of the request;<br />

c) be communicated within a reasonable time period prior to the closing date;<br />

and<br />

d) be communicated simultaneously to all Potential Bidders concerned on the<br />

same date and in a manner identical with that applicable in respect of the<br />

original Invitation To Tender ‘s publication.
