TENDERING PROCEEDINGS<br />

<strong>ARTICLE</strong> 24 -<br />

CONTENT OF THE INVITATION TO TENDER<br />

1. Invitations To Tender shall contain as a minimum the following information<br />

a) the object of the intended contract;<br />

b) a specification of the requirements in all necessary details;<br />

c) the type of price and the currency in which the tender is to be expressed ;<br />

d) the time limits for the execution of the intended contract;<br />

e) the closing date and time and place for the receipt of tenders;<br />

f) the method of submission of tenders where appropriate;<br />

g) the language in which the tenders are to be prepared;<br />

h) instructions for the submission of the information required under Article 18;<br />

i) instruction for submission of information on any proposed subcontractors;<br />

j) a statement as to the use of two stage tendering and competitive dialogue<br />

where appropriate;<br />

k) a statement as to the use of Best Practices where appropriate;<br />

l) a statement that tenders will be treated confidentially;<br />

m) a statement of the evaluation criteria to be applied where appropriate;<br />

n) a statement of special clauses and conditions applicable to the intended<br />

contract;<br />

o) a statement that the Invitation To Tender does not commit the Agency in<br />

any way;<br />

p) a statement of any requirements on the geographical distribution of work<br />

where appropriate;<br />

q) a statement of any industrial policy requirements where appropriate; and<br />

r) a statement in the case of an optional programme that preference will be<br />

given to Tenderers in States participating in the relevant programme.<br />

2. The above information or any other requirements necessary for the preparation of a<br />

tender in response to an Invitation To Tender shall be established where appropriate by<br />

means of an implementing instruction known as “General Conditions for Tender”.
