Chapter 3: TEP member’s duties<br />

3.1 Duties of the Chairperson of the TEP<br />

The Chairperson of the TEP, shall:<br />

i. be responsible for the correct proceedings of the TEP;<br />

ii.<br />

iii.<br />

iv.<br />

give guidance to the TEP members as to the scope of their tasks;<br />

assign particular tasks to individual TEP members;<br />

establish and maintain the schedule of meetings of the TEP up to its evaluation<br />

report consistent with the overall schedule set by the TEB;<br />

v. refer to the TEB any questions from the TEP; and,<br />

vi.<br />

report immediately to the TEB Chairperson and the TEB’s Contracts Officer on<br />

any case which he may consider constituting a breach of the principles of<br />

transparency and fair and equitable treatment of all economic operators.<br />

3.2 Duties of the Secretary of the TEP<br />

The Secretary of the TEP is specifically responsible for:<br />

i. taking minutes and ensuring their distribution to all members;<br />

ii.<br />

iii.<br />

drafting of the TEP report(s);and,<br />

ensuring that the reports and minutes of the TEP are signed by the members.<br />

Chapter 4: TEP proceedings<br />

TEPs shall follow any procedural instructions given by the chairperson of the TEB. In<br />

case of doubt as to how the TEP should proceed, the TEP chairperson shall consult the<br />

Chairperson of the TEB.<br />

Unless otherwise provided for by the level of classification of the tender action, TEP<br />

proceedings and any documents produced in that framework are categorised as “<strong>ESA</strong><br />

Unclassified for Internal Use -PRIVILEGED Information” and shall be handled<br />

accordingly (see <strong>ESA</strong> Security Directives (<strong>ESA</strong> ADMIN/IPOL(2008)6) Annex 2<br />

Section 3.4).
