Where a TEB is not nominated prior to the issuing of the RFP, the Initiating<br />

Service and the local Procurement division/ service shall jointly attribute<br />

weighting factors prior to the issuing of the said RFP.<br />

For what concerns the attribution of weighting factors;<br />

a) Where standard evaluation criteria and associated weighting factors for<br />

RFPs have been established within the Framework Agreement the TEB shall<br />

use such criteria and associated weighting factors.<br />

b) Where, within the same Framework Agreement, for a previous RFP<br />

covering identical supplies or services evaluation criteria and weighting<br />

factors have been established by a TEB such previously established<br />

evaluation criteria and weighting factors shall be used unless it was<br />

considered subsequently that such weighting factors were not adequate .<br />

c) Where none of the two cases above apply, the TEB shall be free to establish<br />

such weighting factors it sees fit.<br />

iv.<br />

Weighting factors shall not create an unfair advantage to one framework<br />

contractor over another<br />

v. The total of the weighting factors spread over the evaluation criteria shall add<br />

up to 100%.<br />

1.4.5 Handling of approved evaluation criteria and weighting factors<br />

Approval of the evaluation criteria and their corresponding weighting factors shall be the<br />

subject of a separate item in the records of the RFP.<br />

1.5 Establishment of the calendar<br />

1.5.1 Unless otherwise specified in the Framework Agreement the time-limits for the<br />

tendering period are:<br />

i. not less than 20 working days from the date of publication or dispatch of the RFP<br />

for the procurement of non-standard or complex supplies or services.<br />

ii. Not less than 10 working days from the date of publication or dispatch of the RFP<br />

for the procurement of standard or non-complex supplies or services.<br />

1.5.2 A calendar shall be established for each RFP in such a way that the<br />

recommendation shall be reached within a reasonable time-limit following the receipt<br />

of the proposals (ideally 15 calendar days with the exception of major RFPs).
