1.4 Establishment and handling of the evaluation criteria and weighting factors<br />
Pursuant to Article 25 of the Procurement Regulations and based on the proposal made<br />
by the Joint Secretaries, the TEB shall establish the evaluation criteria and sub-criteria,<br />
if any, and the associated weighting factors.<br />
Evaluation criteria including sub-criteria are applied by the TEB to determine the<br />
strengths and weaknesses of a tender by separate evaluations of its various aspects. The<br />
identification of specific significant evaluation criteria is more essential than the<br />
identification of a multitude of criteria covering all possible minor aspects, which<br />
should be treated as sub-criteria.<br />
The number of evaluation criteria shall never be less than two and no more than five.<br />
1.4.1 Evaluation criteria shall be established and published for each ITT. Once<br />
approved, the evaluation criteria and sub-criteria shall be binding for the evaluation.<br />
1.4.2 The TEB shall be free to establish such evaluation criteria as it sees fit, provided<br />
that all significant parts of the ITT are covered.<br />
Guideline<br />
Evaluation criteria may be selected from the following list:<br />
- understanding of and compliance with the requirements,<br />
- quality,<br />
- approach and suitability of the proposed design,<br />
- suitability of facilities and of support programme,<br />
- overall organisation and management methods,<br />
- costing and planning,<br />
- manpower deployment,<br />
- experience and capacity of the Tenderer,<br />
- compliance with substantive tender and contract conditions,<br />
- Industrial procurement Plan ( Make or Buy) etc.<br />
1.4.3 When establishing criteria and sub-criteria, the TEB shall inasmuch as possible<br />
follow established practice and shall take into consideration the following:<br />
i. evaluation criteria shall be well defined, logically distinct and avoid duplication;<br />
ii.<br />

where the TEB decides to appoint tender evaluation panels, the evaluation<br />
criteria should, as far as possible, be arranged under aspects corresponding to<br />
the field of reference of each panel;<br />
sub-criteria when used shall breakdown the evaluation criteria into their various<br />
aspects and shall cover all aspects of the evaluation criteria to which they refer<br />
and shall not be used as means of introducing new criteria; and,<br />
evaluation criteria shall not create unfair advantage for one economic operator<br />
over another.
