Where only the technical execution of certain activities of the programme or the programme itself is delegated by a Directorate to a staff member of another Directorate, that staff member will act as Initiating Authority but the Programme/Project manager will be requested to sign the internal acts leading to the request for proposals or for quotation in accordance with the Agency Financial Instructions.
