The staff member in charge of the technical and managerial<br />
execution of a Programme or Project encompassing one or<br />
various activities which forms the subject of a tender (Such<br />
staff member is also an Initiating Authority).<br />
Where only the technical execution of certain activities of the<br />
programme or the programme itself is delegated by a<br />
Directorate to a staff member of another Directorate, that staff<br />
member will act as Initiating Authority but the<br />
Programme/Project manager will be requested to sign the<br />
internal acts leading to the request for proposals or for<br />
quotation in accordance with the Agency Financial<br />
Instructions.<br />
A procedure for inviting tenders restricted to economic<br />
operators selected by the Agency.<br />
A person appointed pursuant to Article XII.3 of the <strong>ESA</strong><br />
Convention.<br />
Any person taking part in the proceedings of a TEB or<br />
evaluation panel either as a member, as an expert or as an<br />
observer.<br />
The Agency documents setting forth the desired technical<br />
characteristics of the supplies or services or any other activities<br />
to be procured (statement of work, technical specifications…),<br />
and the associated management requirements.<br />
