The internal <strong>ESA</strong> body responsible for verifying that proposed<br />
procurement actions are in line within the established rules and<br />
policies and for recommending and approving them.<br />
Acting under the authority of the Director General, the Head of<br />
the Procurement Department, or a staff member of the<br />
Procurement Department to whom the authority to appoint the<br />
Tender Evaluation Board has been delegated by the Head of<br />
the Procurement Department.<br />
A procedure, limited or not in time, for inviting economic<br />
operators to submit tenders at their own initiative without<br />
responding to a specific Invitation To Tender issued by the<br />
Agency.<br />
A process through which economic operators are invited to<br />
submit tenders.<br />
An agreement established in writing, the subject of which is<br />
the delivery of supplies, the rendering of services or any<br />
activities carried out to or for the Agency in exchange for a<br />
price or another consideration, including any amendment to<br />
such agreement (Contract Change Notice, Rider)<br />
A Tenderer who has entered into a contract with the Agency.<br />
A member of the Agency’s Procurement Department who<br />
performs the procurement support functions.<br />
The Agency documents setting forth the desired contractual<br />
and tendering requirements under which supplies or services or<br />
any other activity will be procured (draft contract, special<br />
tender conditions…).<br />
A staff member of the Agency Procurement Department who<br />
performs the administrative control of the internal procurement<br />
process.<br />
A submission for approval to place a contract with a<br />
recommended Tenderer or an amendment with a contractor.<br />
Any natural or legal person or public entity or group of such<br />
persons and/or bodies which offers on the market, respectively,<br />
the delivery of supplies, products or services
