DEFINITIONS<br />

For the application of these Regulations, the following definitions are used:<br />

Call for proposal<br />

Contract<br />

Contractor<br />

Contract proposal<br />

General Procurement<br />

Potential Bidder<br />

Procurement Proposal<br />

Subcontractor<br />

Tenderer 1<br />

A procedure, limited or not in time, for inviting economic<br />

operators to submit tenders at their own initiative without<br />

responding to a specific Invitation To Tender issued by the<br />

Agency.<br />

An agreement established in writing, the subject of which is<br />

the delivery of supplies, the rendering of services or any<br />

activities carried out to or for the Agency in exchange for a<br />

price or another consideration, including any amendment to<br />

such agreement (Change Notice, Rider).<br />

A Tenderer who has entered into a contract with by the<br />

Agency.<br />

A submission for approval to place a contract with a<br />

recommended Tenderer or an amendment with a contractor.<br />

A procurement, the subject of which is not directly the<br />

delivery of supplies or the rendering of services for the<br />

Agency’s research, experiment, study or development<br />

activities and/or operational infrastructures.<br />

An economic operator who has registered with the Agency.<br />

A submission for approval to issue an Invitation to Tender.<br />

An economic operator who is under contract to a contractor<br />

of the Agency to provide supplies or services in support of a<br />

contract placed by the Agency.<br />

An economic operator who has submitted a tender (This<br />

excludes economic operator who shall provide supplies or<br />

service in support to the Tenderer in the frame of a contract<br />

placed by the Agency).<br />

Tendering Body<br />

A public body (including intergovernmental organisations)<br />

acting as potential contractor.<br />

1 In the interest of mere simplification the term Tenderer shall cover equally the concepts of contractor,<br />

potential bidder and Tenderer.
