and at the American Legion building.<br />

Opening “Celebration” ceremony<br />

is slated for 6:00 p.m.<br />

The luminary “Remember” ceremony<br />

begins at 9:<strong>30</strong> p.m. The<br />

evening will close with the “Fight<br />

Back” ceremony at 10:<strong>30</strong> p.m.<br />

Heritage Day is<br />

Sunday at Complex<br />

Heritage Day, sponsored by the<br />

<strong>Clark</strong> <strong>County</strong> Historical Society,<br />

will be Sunday, June 9, 2013 at the<br />

Beauvais Heritage Complex.<br />

The buildings on the grounds will<br />

be open from 1:00 to 4:00 p.m. on<br />

Sunday with full tours available.<br />

There will be a pie and ice cream<br />

social at the lunch stand on the<br />

grounds with outdoor seating available.<br />

At 2:00 p.m. there will be a program<br />

in the Crandall Community<br />

Historic Church. This year’s<br />

program, sponsored by the South<br />

Dakota Humanities Council, will<br />

feature Dr. Barbara Johnson, an independent<br />

scholar from Aberdeen.<br />

She recently hosted a one hour special<br />

on South Dakota Public television<br />

entitled - Light of the Prairie,<br />

Stained Glass in South Dakota.<br />

<strong>Clark</strong> School Board<br />

needs new member<br />

As one reads the <strong>Clark</strong> School<br />

Board Agenda on page five of this<br />

edition, one would note the resignation<br />

of board president Michelle<br />

Mehlberg.<br />

When Mehlberg was contacted by<br />

the <strong>Courier</strong> office, she stated, “Due<br />

to circumstances beyond my control<br />

I will not have the time to commit<br />

to being an effective and informed<br />

school board member for the next<br />

several months. I feel that it is in<br />

the best interest of the students and<br />

voters of the district for me to step<br />

aside and have someone appointed<br />

who will have the time to devote to<br />

the position. I appreciated the opportunity<br />

to serve the district.”<br />

At the June meeting of the <strong>Clark</strong><br />

School Board this coming Monday,<br />

the board will begin the process of<br />

finding Mehlberg’s replacement.<br />

<strong>Clark</strong> <strong>County</strong> commissioners talk<br />

possible broadcast of meetings<br />

Political correctness and openness<br />

of government are two ‘buzz<br />

words’ or trends of the new millennium.<br />

At Tuesday’s meeting of the <strong>Clark</strong><br />

<strong>County</strong> Board of Commissioners a<br />

group of concerned citizens from the<br />

northern parts of the county were<br />

in attendance to talk about just this<br />

matter...Their right to know!<br />

“It’s hard to argue against openness,”<br />

commented <strong>Clark</strong> <strong>County</strong><br />

States Attorney Chad Fjelland as<br />

the subject was how can everyone<br />

in the county know what’s going on<br />

at the commissioners meeting.<br />

Greg Anderson was the spokesperson<br />

for the group and he is a<br />

proponent of using ITC Community<br />

access Channels as the route to<br />

broadcast commissioner meetings<br />

to all ITC subscribers.<br />

“I think it would be good for our<br />

county, as it would be a live feed of<br />

commissioner’s meetings,” said Anderson.<br />

then asked the commissioners their<br />

thoughts on this matter.<br />

Commissioner Richard Reints,<br />

when he was asked, commented<br />

“My only problem is that not everyone<br />

in the county has the ability<br />

to get ITC, I don’t.” Commissioner<br />

Violet Wicks said that she can’t get<br />

“I’ve had a real good life,” says<br />

Lowell Pederson with a grin. “I’ve<br />

always liked to travel. I’d be the<br />

one who would take off and do odd<br />

jobs in the winter, while my brother<br />

would stay home on the farm.”<br />

Lowell was born on May 9, 1929<br />

on a farm south and east of <strong>Clark</strong>.<br />

“My older brother said he and dad<br />

had gone out working and when<br />

they came back, I was lying on the<br />

oven door,” laughs Pederson. He<br />

was the second to the youngest child<br />

in a family of nine children. Gladys,<br />

Thelma, Hazel, Leonard, Myrtle,<br />

Oliver ‘Wayne’, Janice, Lowell<br />

and Walter were born to Hendie<br />

(H.O.) and Christine (Aaker) Pederson.<br />

“Back then everyone had<br />

bigger families. There was always<br />

a lot to do on the farm and everyone<br />

was needed to help out,” stated Pederson.<br />

His father was a farmer by trade,<br />

but in earlier years ran a hardware<br />

store in Flandreau. According to<br />

Lowell, his father was a hard working<br />

farmer and his mother was ‘the<br />

best person you’d ever meet’. He<br />

doesn’t remember his grandparents,<br />

but knows the names are Tollef and<br />

Ingeborg (Blinsmon) Pederson on<br />

his father’s side and both sets of<br />

grandparents were Norwegian.<br />

Growing up near <strong>Clark</strong><br />

“Growing up we always had so<br />

doggone much work to do, there<br />

wasn’t time for playing on the<br />

farm in the summers. On Sundays<br />

though, the neighbor kids would<br />

come over and we’d get a baseball<br />

or kittenball game going. The Karbers<br />

lived just up the road and in<br />

the winter, we’d have fun sledding<br />

down hills together.” Winters<br />

would be cold in the house and<br />

Lowell recalls at bedtime, whoever<br />

got upstairs the fastest would get<br />

to sleep in the room with the stove<br />

pipe coming up through the floor as<br />

that would be the warmest.<br />

“What’s that saying about being<br />

uphill both ways to school in the<br />

old days Well, I really did do that.<br />

We walked downhill a half mile<br />

and then uphill a half mile to go to<br />

school and then the opposite coming<br />

home. I remember the Stanley girls<br />

helping me out after school sometimes<br />

when I’d have trouble.”<br />

Chores like milking would be<br />

done before and after school. After<br />

the eighth grade, Lowell was needed<br />

on the farm as his father lost his<br />

leg in a bad power take-off (PTO)<br />

accident. “He was pretty much<br />

done farming after that.”<br />

Short agenda, long meeting Monday at <strong>Clark</strong> City Hall<br />

It was a long meeting with a<br />

short agenda Monday at City Hall.<br />

The June meeting of the <strong>Clark</strong> City<br />

Council lasted over an hour and a<br />

half, dealing primarily with the<br />

public input and departmental updates<br />

portion of the meeting.<br />

The first public input topic was<br />

the ball field at Dickinson Park:<br />

<strong>Clark</strong> Rotary Club representative<br />

Tom LaBrie shared with the council<br />

what improvements are planned<br />

and how these improvements are<br />

progressing. The fence banners<br />

are up and help enhance the cosmetic<br />

value of the baseball/football<br />

field and also help finance improvements.<br />

The Rotarians are spending the<br />

summer organizing and getting<br />

‘stuff’ together, as most improvements,<br />

including the stadium seating<br />

project, will be done after the<br />

ITC where she lives.<br />

Becky Caulfield, Bradley, brought<br />

up a relevant thought, telling the<br />

commissioners that when there is<br />

a meeting, she can’t protest, because<br />

she finds out about the issues<br />

two weeks after the fact when the<br />

minutes are posted in the paper.<br />

“That’s the only way I can find out<br />

what’s going on,” she said.<br />

<strong>Clark</strong> <strong>County</strong> <strong>Courier</strong> editor Bill<br />

Krikac stated that one of his biggest<br />

regrets is a Tuesday deadline with<br />

a Tuesday commissioner meeting.<br />

“Deadlines don’t wait and some<br />

times decisions aren’t made until<br />

after I have to get a paper out,”<br />

Krikac said. He has for a long time<br />

hoped to hire someone to cover the<br />

Tuesday meetings. “That would really<br />

be nice, but it just hasn’t happened.”<br />

States Attorney Fjelland said<br />

that an agenda could be published<br />

and better yet emailed, to those<br />

who wanted.<br />

Susan Olson added that she really<br />

liked the idea of ITC live coverage.<br />

“I think that would be a step<br />

in the right direction.”<br />

Caulfield added that the concerned<br />

citizens group was there to<br />

try to get communications flowing.<br />

The commissioners said they<br />

would look into the ITC Community<br />

Access Channels route.<br />

baseball season is over. LaBrie<br />

stated that sidewalks to the restrooms<br />

are needed and that the<br />

side bleachers will probably come<br />

out.<br />

The one exception to after the<br />

season upgrades is that goose grass<br />

on the infield will be replaced and<br />

low spots will be worked on and the<br />

field will be fertilized, aerated and<br />

fungicide will be applied.<br />

Legion baseball coach Brock<br />

Greenfield was next and he summarized<br />

the financial state of affairs of<br />

his baseball team. Greenfield said<br />

that the <strong>Clark</strong> Legion Post agreed<br />

to give the team $500 for the season.<br />

Greenfield then explained that<br />

the team of 16 will play approximately<br />

40 games this summer with<br />

players from several communities<br />

and will be called <strong>Clark</strong>-Willow<br />

Senior Features of 2013<br />

From the Navy to building Fort Randall,<br />

Lowell Pederson has always liked to travel<br />

“I miss the good ole days ‘in a way’,” says Lowell Pederson of rural<br />

<strong>Clark</strong>. Born in <strong>Clark</strong> <strong>County</strong>, he’s always liked to travel, but always came<br />

back to farm. “If you get a chance to travel, go out and enjoy it as there<br />

is a lot to see in this country,” advises Pederson.<br />

If the weather cooperates...<br />

swimming pool is to be painted<br />

The Horace Bennett Swimming Pool is being sanded<br />

and painted this week, maybe! <strong>Clark</strong> water superintendent<br />

Darin Altfillisch reported that temperature<br />

regulations require that the temperature needs to<br />

be in the 70˚ area before painting can take place.<br />

It then takes time for the paint to dry and to ‘cure’<br />

the paint and then another seven days to fill the pool<br />

with water. It could be the middle of June before the<br />

swimming pool doors are opened.<br />

Lake. Fundraisers, private sponsorships<br />

and community organizations<br />

are all helping to make Legion<br />

baseball possible in 2013.<br />

The Legion baseball coach indicated<br />

that expenses will be met on<br />

a week by week basis and he asked<br />

the council for financial consideration.<br />

In the past the city had donated<br />

$1,500 for Legion baseball. After<br />

some discussion the city council approved<br />

$3,000 for the 2013 American<br />

Legion baseball program.<br />

Buster Altfillisch and the Willaby<br />

house were next on the public input<br />

portion of the meeting. Altfillisch,<br />

along with neighbor Bill Krikac<br />

were in attendance to ask the council<br />

what recourse they had to eliminate<br />

this eyesore that abuts both<br />

properties.<br />

This house, in the 900 block on<br />

North Idaho Street in <strong>Clark</strong> has remained<br />

unoccupied the past seven<br />

years. Altfillisch and Krikac have<br />

appeared in front of the council before<br />

talking about this issue.<br />

Mayor Larry Dreher said he was<br />

very aware of the situation, had<br />

toured the property with various<br />

council members and city employees<br />

and will see what options are<br />

available to alleviate this situation<br />

and attempt to get results, in an appropriate<br />

matter of time. And, the<br />

city health inspector, Joie Steffen<br />

will get involved with this property.<br />

Council president Louann Streff<br />

said, “Let’s start getting our ducks<br />

in a row (on this issue).” Mayor<br />

Dreher added, “It’s time,” and the<br />

council moved on to solve a drainage<br />

issue on Kansas Street, by the<br />

<strong>Clark</strong> Community Oil business<br />

complex.<br />

If the weather cooperates this week the swimming<br />

pool will be painted. If Mother Nature does not cooperate,<br />

then...<br />

Troy Grensberg was in attendance<br />

and he and <strong>Clark</strong> street superintendent<br />

Roger Collins were<br />

in agreement that this drainage<br />

problem could be solved by draining<br />

straight east with a drop-in box and<br />

a 15” culvert. Collins emphasized<br />

that 70’ of cement culvert would<br />

keep the water out. The council approved<br />

the $4,800 project.<br />

In other business:<br />

▲ The only mention of the proposed<br />

retention pond came in finance<br />

officer Jackie Luttrell’s update.<br />

She mentioned that this pond<br />

must be 1,000 feet from any residence.<br />

▲ No executive session was needed<br />

foundation. I had run to the barn<br />

and looked over and saw my mother,<br />

Wally and Kathleen all go flying<br />

by. It’s surprising no one got hurt.<br />

Then we all starting picking up the<br />

baby chicks.<br />

Farming<br />

Breaking horses was another<br />

chore that Lowell and his brother<br />

Wally did on their farm. Once<br />

when the cinch on the saddle broke,<br />

Lowell went flying with the saddle<br />

underneath him.<br />

“When we were young, running<br />

the cultivator, Wally would drive<br />

the horses and dad made a seat for<br />

me to sit on and I’d regulate the<br />

cultivator between the rows. As<br />

I grew, I learned how to drive the<br />

horse team.”<br />

Lowell bought land when he was<br />

a young farmer and is glad that he<br />

did. “I don’t see how a young farmer<br />

can make it nowdays with land<br />

as high as it is now. I think it’s sad<br />

Farmers Union Campers learn<br />

financial literacy, cooperation<br />

Sixteen young people attended this year’s Farmers Union Day Camp<br />

in <strong>Clark</strong> with the theme of ‘Farmers Union is our name, Cooperation is<br />

our game’. The children participated in activities and games that taught<br />

them about cooperative business, rural communities and agriculture in<br />

a fun and safe setting.<br />

Participants at this year’s camp were TJ Meyer, Jessica Temple, Heath<br />

Hemmingson, Chad Kolden, Reagon, Jada and Corbin Wagner, Waylon<br />

Olson, Emmah Mitchell, Olivia Sass, Tayen Smidt, Sydnie and Turner<br />

Fjelland, Austin Clayton, Collin Gaikowski and Lydia Reidburn.<br />

Assisting at this year’s camp were Gail Temple, <strong>Clark</strong> <strong>County</strong> Education<br />

Director; Teresa and Lon Reidburn; Jordyn Temple, Annabell Ryan<br />

and summer staff interns Emma Smith and Kortny Sterrett.<br />

South Dakota History and Heritage<br />

South Dakota’s State Flag<br />

Blue skies and sunshine translate<br />

to a perfect summer day. Those<br />

elements are reflected in South Dakota’s<br />

flag.<br />

The story of the state’s banner<br />

began in 1909, when State Sen. Ernest<br />

May of Deadwood walked into<br />

the office of the State Department<br />

of History in Pierre. He discussed<br />

the need for a state flag with state<br />

historian Doane Robinson.<br />

“Turning to me, Robinson said,<br />

‘Miss Anding will make you a flag,’”<br />

Ida (Anding) McNeil said in an article<br />

in the Jan. 20, 1963, Rapid City<br />

Daily Journal.<br />

McNeil, a legislative reference<br />

librarian at the time, designed and<br />

made a flag that featured a blazing<br />

sun in the center of a field of blue,<br />

with the words “South Dakota”<br />

above the sun in the arc of the circle<br />

and “The Sunshine State” below the<br />

sun in the arc of the circle. McNeil<br />

said in the newspaper article that<br />

Robinson suggested a blazing sun<br />

emblem because of South Dakota’s<br />

many days of sunshine. McNeil<br />

showed the sample flag to Robinson,<br />

who remarked that the Great<br />

Seal of the State of South Dakota<br />

would look nice on the other side.<br />

McNeil agreed, and the state seal<br />

set against a field of dark blue was<br />

placed on the reverse side.<br />

A bill adopting the state flag was<br />

passed by the Legislature in 1909.<br />

“If I had known as much about<br />

flags as I do now, I certainly would<br />

have<br />

left the reverse side plain,”<br />

McNeil said in the Rapid City Daily<br />

Journal article. “A two-sided flag is<br />

very difficult to make. In addition to<br />

the added work, it is Call difficult to prevent<br />

one side from showing through<br />

onto the other.”<br />

McNeil explained in the newspaper<br />

article that to make the state<br />

flag, she appliquéd the golden sun<br />

and embroidered the sun’s rays.<br />

She then took another piece of silk,<br />

painted details of the state seal on<br />

it and appliquéd this to the reverse<br />

side of the flag. In addition to being<br />

difficult to make, a two-sided flag<br />

was expensive to produce. The silk<br />

material from which McNeil made<br />

the flag cost $12.50 per yard and<br />

the materials for one flag cost about<br />

$75 in 1963.<br />

McNeil left her state job when<br />

she married in 1921. Although she<br />

made the first state flag, she is better<br />

remembered for being a pioneer<br />

in radio broadcasting. She became<br />

known as “Mrs. Pierre” while owner<br />

and operator of KGFX radio in<br />

Pierre.<br />

Another version of how South<br />

Dakota’s flag came into being states<br />

that May told Robinson that Deadwood<br />

pioneer Seth Bullock wanted<br />

a state flag. Robinson makes no<br />

mention of Bullock’s involvement in<br />

the state flag in Doane Robinson’s<br />

Encyclopedia of South Dakota. David<br />

A. Wolff of Spearfish, author of<br />

Seth Bullock: Black Hills Lawman,<br />

said that he could find no evidence<br />

in his research on Bullock to support<br />

the idea of Bullock being involved<br />

in the first state flag.<br />

During the 1963 legislative session,<br />

Rep. William Sahr of Pierre<br />

introduced a bill to modify the state<br />

flag. The new one-sided flag kept a<br />

sun with a serrated edge on a field<br />

of sky blue but placed the state seal<br />

inside the sun. Around the sun were<br />

the words “South Dakota” and “The<br />

Sunshine State.”<br />

The state’s banner was again<br />

revised in 1992, when the Legislature<br />

approved changing the wording<br />

on the flag to read “The Mount<br />

Rushmore State” instead of “The<br />

Sunshine State.” This reflected a<br />

change in the state nickname.<br />

The legislation for both the 1963<br />

and 1992 changes contained a provision<br />

that any previous flags made<br />

in conformance with state law were<br />

to remain official state flags. That<br />

means that it is legal to use any of<br />

the three official state flags.<br />

Not everyone likes our state flag.<br />

The North American Vexillological<br />

Association, an association of flag<br />

experts, ranked South Dakota’s flag<br />

as one of the five worst in North<br />

America in 2001.<br />

During the 2012 legislative session,<br />

a bill to adopt a flag designed<br />

by Spearfish artist Dick Termes was<br />

introduced. This design featured<br />

a sunburst, an American Indian<br />

medicine wheel and concentric blue<br />

circles. A House committee rejected<br />

the call to look at revising the flag.<br />

The Prairie Doc Perspective<br />

Subtle Symptoms and Not So Subtle Disease<br />

At first he had a subtle clue that something may be wrong, but he<br />

didn’t do anything about it. “Almost everyone has had heartburn one<br />

time or another,” he thought. But gradually it became worse. He found<br />

that he could control it with over-the-counter pills, so it must not be<br />

something so bad. His wife began bugging him for eating antacid tablets<br />

day and night, so he did it on the sly.<br />

Ah! But over time the reflux became less bothersome, and so he was<br />

reassured this was nothing dangerous. Then, one day, food started to<br />

stick on the way down and his wife said that she made him an appointment<br />

to the doctor. “You had better keep this one,” she said.<br />

I know of at least seven men diagnosed with esophageal cancer who<br />

had a similar story. Four have passed away, two are cured, and one is<br />

receiving chemotherapy and we are hoping for a cure.<br />

It is the feeling of a burp with acid in it, which starts in the stomach,<br />

comes back up the food pipe, and ends in the throat. The fancy name for<br />

such a disorder would be gastro (meaning stomach) esophageal (meaning<br />

food pipe) reflux (meaning backward movement), or GERD, also called<br />

acid reflux.<br />

Reflux can cause some people to have esophageal pain so similar to<br />

heart pain and so severe that it is sometimes wrongly diagnosed as a<br />

life-threatening heart attack. This is why its been called “heartburn.”<br />

On the other hand, some people have minimal to almost no discomfort<br />

from such reverse movement of stomach acid. Over the last ten to<br />

twenty years, we have learned that many who come to the doctor’s office<br />

without reflux symptoms, but with voice change, cough, or asthma, may<br />

actually have nighttime reflux, resulting in acid-burned vocal cords and<br />

lungs.<br />

Don’t wait for your spouse to make that appointment. Esophageal<br />

symptoms, subtle or not, should bring you to the doctor.<br />

Can crusher helps Lions with recycling<br />

The <strong>Clark</strong> Lions Club has been recycling beverage<br />

cans for many years, but the can crusher makes moving<br />

these cans much easier.<br />

spring wheat crop is suffering from<br />

disease exacerbated by warm, windy<br />

weather.<br />

50 Years Ago - June 1963<br />

Rites held for G.F. Sherwood, 76, a<br />

practicing attorney at <strong>Clark</strong> for over<br />

50 years. Construction is nearing<br />

completion on 1,<strong>30</strong>0 ft. transmitting<br />

tower of KXAB-TV channel nine located<br />

near Crandall. Tower is tallest<br />

man-made structure in state.<br />

he would also ride just for fun.<br />

Lowell was one of nine children<br />

born to Herdie and Christine (Aaker)<br />

Pederson.<br />

to see the farmsteads disappearing<br />

and all the shelterbelts too. The<br />

government used to pay to plant<br />

shelterbelts, now it’s almost the<br />

other way around. It pays more to<br />

remove them now.”<br />

When still a young man, Lowell<br />

would rent out his land and travel<br />

to work. “I always liked to travel<br />

and do different things. I worked in<br />

a paper mill, a foundry, did roofing<br />

work and various construction jobs.<br />

I also helped build the Fort Randall<br />

dam near Pickstown.”<br />

While visiting his sister Hazel<br />

and her husband in Long Island,<br />

N.Y., he ended up joining the Navy.<br />

“I thought I would get to see the<br />

world, but I mainly saw the inside<br />

of the ship Cadmus, a repair ship. I<br />

worked in the boiler room, keeping<br />

the steam going. I also had to cook,<br />

we all took our turns in the mess<br />

hall. I cooked for the chief a few<br />

times I recall. I served in the Navy<br />

for two years and did see Puerto<br />

Rico. All of my brothers were in the<br />

service too.”<br />

Meeting Marge<br />

When he returned to <strong>Clark</strong> Coun-<br />

ty is when he met his future wife,<br />

Marge Kretzschmar. “She was<br />

friends with my niece Evelyn. We<br />

met at a dance in <strong>Clark</strong>, I think.<br />

We hit it off right away. We both<br />

liked to dance.”<br />

The couple was married on July<br />

25, 1961 in Jackson, Minn. at the<br />

courthouse on their way home from<br />

a carnival in Minnesota.<br />

“We almost didn’t make it in time<br />

that day,” he laughs. After they<br />

were married, Lowell and Marge<br />

bought a farmstead from Henry<br />

Desnoyers and began to farm. “She<br />

was a really hard worker. She liked<br />

being out on the tractor and could<br />

do everything on the farm,” said<br />

Lowell of his wife Marge. “She had<br />

a big garden and was good with the<br />

animals. She didn’t care much for<br />

the sheep, though, especially when<br />

they would jump over the fences<br />

in the wintertime. They were the<br />

first to go when we sold out the livestock.<br />

Over the years I raised cattle,<br />

hogs, chickens and sheep along<br />

with farming oats, wheat and corn<br />

mostly.”<br />

The couple belonged to St. Paul<br />

Lutheran Church where Marge was<br />

an expert at making lefse for their<br />

annual lutefisk supper. She came<br />

to be known for her lefse making<br />

skills and would make extra and<br />

sell it around the holidays.<br />

“I was really lucky I think. We<br />

got along really good together and<br />

when we could get away, we liked to<br />

travel. I’ve been to all of the lower<br />

48 states except Rhode Island and<br />

Connecticut,” said Pederson.<br />

When asked about his hobbies,<br />

Pederson likes to read, play cards<br />

and when younger did a lot of hunting<br />

and also bowled.<br />

He recalls big rabbit hunts when<br />

many would encircle a quarter of<br />

land and walk towards each other<br />

corralling the rabbits together.<br />

“You’d learn not to shoot too soon, or<br />

you’d end up having to carry them.<br />

We’d sell them to Clinton <strong>Clark</strong> for<br />

his fox farms and then have a big<br />

feed to celebrate afterwards.”<br />

Lowell lost his wife Marge in<br />

2005. “She got in the habit of smoking<br />

and lung cancer got her. We had<br />

a great life together.<br />

“In some ways I miss the good<br />

ole days. Kids nowdays spend too<br />

much time in front of the television.<br />

There’s a lot of programs that<br />

shouldn’t be on there I think.”<br />

When asked what the best invention<br />

is he’s seen in his lifetime, his<br />

reply was, “Probably the lawn mower.”<br />

He advises the next generation,<br />

“Travel if you get a chance. There’s<br />

a lot to be seen in this country - go<br />

out and enjoy it.”<br />

The rain stopped for a day to give us<br />

a beautiful Sunday to enjoy being outdoors.<br />

We had a week of cloudy and<br />

rainy weather. It turned really cool on<br />

Saturday with a high for June 1 just<br />

in the low 50s. We really need to have<br />

more than one day of sunshine so the<br />

crops and gardens can get caught up<br />

to the calendar. What is planted does<br />

look nice so far.<br />

Joe Filipek of Lincoln, Neb. spent<br />

the weekend with his parents, Gale<br />

and Mary Filipek. He returned home<br />

on Sunday afternoon.<br />

Florence Hink and Gloria Leetch<br />

attended the community supper in<br />

<strong>Clark</strong> on Monday evening.<br />

Darrin Leetch returned home on<br />

Tuesday morning from his trip to Jamaica.<br />

He reported having had a fantastic<br />

vacation.<br />

Jessie and Jason Ahlers came early<br />

Thursday morning to pick up their<br />

dogs. They were married in Jamaica<br />

on Saturday and were on their way<br />

back to Sioux Falls.<br />

for Eagan, Minn. to attend the graduation<br />

reception for their great-niece,<br />

Ana Marie Schevery, daughter of<br />

Gary and Barb Schevery. They then<br />

went on to northern Minnesota for a<br />

Obituaries<br />

Allen Tipton<br />

Allen Tipton, 88, of <strong>Clark</strong>, died<br />

Friday, May 31, 2013 at a <strong>Clark</strong><br />

care center.<br />

Funeral services were held on<br />

Tuesday, June 4, 2013 at the United<br />

Methodist Church in <strong>Clark</strong> with<br />

Reverend Jen Tyler officiating. Music<br />

was provided by Wanda Bethke<br />

as the organist with special music<br />

by the Fischer family. Interment<br />

followed at the Rose Hill Cemetery<br />

in <strong>Clark</strong>.<br />

Wilburn Allen Tipton was born<br />

on June 27, 1924 on the family farm<br />

near <strong>Clark</strong>, the son of Guy and Rachel<br />

(Allen) Tipton. He attended<br />

country school in Darlington Township<br />

and <strong>Clark</strong> High School. He<br />

started farming with his father on<br />

the farm he was born on until they<br />

purchased a farm eight miles south<br />

of <strong>Clark</strong> in 1941.<br />

He was united in marriage on October<br />

13, 1951 at the <strong>Clark</strong> Center<br />

Lutheran Church, north of <strong>Clark</strong>,<br />

to Shirley Schrader. Allen continued<br />

to farm until 1992. Allen and<br />

Shirley lived on the farm until 1996<br />

when they moved to <strong>Clark</strong>.<br />

Allen was a member of the United<br />

Methodist Church in <strong>Clark</strong>, the<br />

Methodist Men, he was a church<br />

usher for many years, a past Darlington<br />

board member, a member<br />

of the Senior Citizens and the Visually<br />

Impaired Group in <strong>Clark</strong>. He<br />

Stanley J. Hankins<br />

Stanley J. Hankins, 77, of Albert<br />

Lea, Minn. died peacefully at home<br />

of metastatic melanoma on May<br />

28, 2013.<br />

A Memorial Service will be held<br />

at Our Father's House, 18358 Hwy<br />

69 South, Albert Lea, Minn. at 1:<strong>30</strong><br />

p.m. on Sunday, June 9. Visitation<br />

will be held from 2:00 p.m. to 5:00<br />

p.m. on Saturday, June 8 at Bayview<br />

Funeral Home in Albert Lea<br />

and one hour before the service at<br />

the church.<br />

Burial will be at a future date in<br />

the Solon Springs Cemetery. Online<br />

Stanley John Hankins, Albert<br />

Lea, Minn., was born in Superior,<br />

Wis. to Glenn and Ruth Hankins<br />

of Solon Springs, Wis. on February<br />

27, 1936. He was raised on the<br />

family dairy farm. He was baptized<br />

and confirmed at Our Savior's<br />

Lutheran Church in Solon<br />

Springs. He attended elementary<br />

and high school in Solon Springs,<br />

graduating in 1954. He enrolled<br />

at Concordia College in Moorhead,<br />

Minn., in 1954 and graduated with<br />

a major in English and a minor in<br />

psychology in 1958. During college<br />

he worked at the college cafeteria,<br />

a gas station and creamery to pay<br />

for his college education.<br />

While in college, he met Lois<br />

Wika from <strong>Clark</strong>, S.D. and they<br />

married on November 24, 1957 in<br />

<strong>Clark</strong>. They taught two years at<br />

<strong>Clark</strong> High School, before moving<br />

to Albert Lea, Minn., in 1960.<br />

They have lived on an acreage west<br />

of Albert Lea since 1964. Stan<br />

taught English at Albert Lea Central<br />

Junior High, Brookside Junior<br />

High, Albert Lea Senior High and<br />

Southwest Junior High schools<br />

from 1960 until his retirement in<br />

1993. He enjoyed his eighth and<br />

ninth grade students and always<br />

had a joke or pun to share with<br />

them.<br />

Father's House, Albert Lea. Stan<br />

and Lois served as mission coordinators<br />

at their church. They were<br />

involved in mission outreaches in<br />

Costa Rica; Children's Vision International,<br />

a children's home in<br />

Bogota, Colombia; YWAM Hospital<br />

Mercy Ships in Latvia; Mexico<br />

outreaches; Okontoe Fellowship in<br />

Grand Marais, Minn.; Los Angeles<br />

Inner City missions and MAPS<br />

project in Kauai, Hawaii, where<br />

they helped in building a church.<br />

Stan and Lois were part of a Monday<br />

night Bible study group for<br />

more than 35 years and also another<br />

social group of long-term<br />

friends.<br />

Stan served on the board of directors<br />

for the Albert Lea Youth for<br />

Christ "Rock" and a volunteer for<br />

Wednesday Live and other projects<br />

at the Rock. He also was active<br />

in the Youth for Christ Colorado<br />

was instrumental in starting the<br />

Meals on Wheels program in <strong>Clark</strong><br />

and was the first person to deliver<br />

a meal. He continued to deliver<br />

meals once he moved to town.<br />

His hobbies included hunting,<br />

bowling and playing cards.<br />

Mr. Tipton is survived by his wife<br />

Shirley of <strong>Clark</strong>; daughter Sheryl<br />

Tipton of Sioux Falls; brother-inlaw,<br />

Howard Schrader; sister-inlaw,<br />

Beverly (Loren) Haug and<br />

many nieces and nephews.<br />

He was preceded in death by his<br />

parents, one son, and two sisters.<br />

Caravan. Stan had been on the<br />

board and served as a volunteer<br />

driver for Freeborn <strong>County</strong> Senior<br />

Resources. He helped farming<br />

friends during spring and fall<br />

work. He and Lois also enjoyed<br />

traveling, especially to see family<br />

and hiking, bicycling and snowmobiling.<br />

He and Lois enjoyed working<br />

on their acreage in Armstrong.<br />

wife Lois of 55 years and also his<br />

Peter Reszler<br />

Peter "Pete" Reszler, 71, of Aberdeen,<br />

died Sunday, May 19, 2013 at<br />

an Ipswich care center.<br />

Funeral services were held on<br />

Wednesday, May 22, 2013 at Good<br />

Shepherd Lutheran Church in Aberdeen<br />

with Reverend Mike Jacobson<br />

officiating. Interment with Military<br />

rites conducted by the Roy S.<br />

Hickman American Legion Post #78<br />

of Leola followed at Riverside Cemetery<br />

in Aberdeen.<br />

Peter Carl Reszler was born on<br />

February 17, 1942 in Aberdeen, the<br />

son of Peter V. and Pauline (Struck)<br />

Reszler. Pete grew up on the family<br />

farms near Aberdeen and Cresbard.<br />

He learned to love farming and<br />

particularly cattle ranching and<br />

the beef business. He showed and<br />

judged cattle throughout his school<br />

years.<br />

He attended auctioneer school<br />

and became the go to auctioneer at<br />

family weddings for auctioning the<br />

bride's garter belt. In his retirement<br />

when his health prevented<br />

him from going to the livestock auctions,<br />

he would watch cattle auctions<br />

online. Pete graduated from<br />

Cresbard High School and attended<br />

both Northern State and Huron<br />

Colleges and studied accounting.<br />

He was united in marriage on<br />

January 31, 1964 in <strong>Clark</strong> to Alice<br />

(Bonnie) Smith.<br />

He was in the United States<br />

Army and was deployed to Vietnam<br />

where he served from 1966 to<br />

1968. In February of 1968 he was<br />

honorably discharged at the rank of<br />

Sergeant. He was a member of the<br />

Roy S. Hickman Unit # 78 of Leola<br />

Tamra; four grandsons; son-inlaw<br />

Jarrod Haven; brother Marvin<br />

Reszler; sisters, Elva Dirksen, Maxine<br />

Miller, Elizabeth Rush and Ramona<br />

Sitter and numerous nieces<br />

and nephews.<br />

He was preceded in death by his<br />

What helps school lunch changes go down easier<br />

A little sweetness in how they are implemented<br />

he adjustment went more smoothy<br />

because she had slowly been<br />

There were initial grumblings<br />

mplemented, but when they ate all<br />

The process in Faulkton was inuenced<br />

by having student Kyle<br />

rtmeier involved. He had recently<br />

otten the school on board with the<br />

Alliance for a Healthier Generation,<br />

hich describes itself as “a catalyst<br />

or children’s health. We work with<br />

chools, companies, community oranizations,<br />

healthcare professionls<br />

and families to transform the<br />

onditions and systems that lead to<br />

ealthier kids.”<br />

That process had the school conidering<br />

health effects in its deciion-making<br />

before the new school<br />

unch rules had to be implemented.<br />

Ortmeier serves on the national<br />

oard for the Alliance, which was<br />

significant help for the school<br />

s they considered changes, said<br />

r. Joel Price, superintendent for<br />

aulkton Area Schools. “With someody<br />

like that on a national board,<br />

t granted the district information<br />

esources we wouldn’t otherwise<br />

ave had,” Price said.<br />

Ortmeier, for example, called<br />

oordinated School Health at the<br />

.D. Department of Education, to<br />

elp the school set up the reporting<br />

“I think a lot of the difference (beween<br />

Faulkton and other schools<br />

n implementing the rules) was that<br />

he school was very open and above<br />

oard with everybody about what<br />

as going on from the beginning,”<br />

rtmeier said. “Dr. Price and (FHS)<br />

Principal Mr. (Craig) Cassens spoke<br />

to all of the students about the<br />

changes, made it clear what was going<br />

on and kept everybody informed<br />

along the way. People did bicker or<br />

complain about it for two weeks,<br />

but then the complaints died out.”<br />

Marion Nestle, a nutritionist<br />

who has written extensively about<br />

the school lunch changes, advocated<br />

this approach in an e-mail exchange<br />

with Dakotafire.<br />

“(Making dietary changes more<br />

palatable) requires committed<br />

communication strategies,” Nestle<br />

wrote. “Schools that have succeeded<br />

in making huge changes to school<br />

meals without causing a revolt usually<br />

have food directors who talk to<br />

parents and kids about what the<br />

changes are for and ask for a grace<br />

period. If the food tastes good, the<br />

kids will eat it, no question.”<br />

Good-tasting food may be a factor<br />

in Kulm, as Giesler cooks almost<br />

all the meals from scratch. Nestle<br />

noted that it’s significantly easier to<br />

provide tasty, filling meals if schools<br />

are cooking from scratch than if<br />

they are relying on processed foods,<br />

which often pack lots of calories but<br />

few nutrients into a small package.<br />

The students at Groton, for example,<br />

started their lunch boycott<br />

after they objected to how little<br />

was on their plates when they were<br />

served popcorn chicken and popcorn<br />

shrimp—both calorie-dense foods<br />

that do little to fill up stomachs.<br />

Ortmeier said having a salad<br />

bar, such as the one in Kulm, can<br />

help students fill in the cracks if the<br />

main meal left them hungry. This<br />

can also help ensure that students<br />

who may not get enough nutrition<br />

at home can get the extra calories<br />

and, perhaps more importantly, the<br />

nutrients they need at school.<br />

Having a “champion” for healthy<br />

living in the student population<br />

likely made a big difference in the<br />

way the changes were viewed in<br />

Faulkton. For example, when students<br />

complained after the school<br />

instituted a policy of no high-sugar<br />

or high-caffeine soda or sugary<br />

snacks during school hours, Ortmeier<br />

said his friends’ complaints<br />

were based on addiction symptoms.<br />

“Someone said something to me<br />

about it, and I said, ‘Dude, the reason<br />

you feel rotten is that you’re sugar<br />

crashing and you’re having caffeine<br />

withdrawals,’” Ortmeier said.<br />

“Long-term, my friends, classmates<br />

and fellow students don’t need that.<br />

These changes are in no way trying<br />

to hurt anybody, but to make the<br />

school healthier. Healthier students<br />

mean better athletic and academic<br />

performance. It’s been scientifically<br />

proven that healthier students do<br />

better in school.”<br />

A recent study published in<br />

JAMA Pediatrics suggests that<br />

school lunch requirements similar<br />

to the ones that went into place this<br />

year help keep kids at a healthier<br />

percent less likely to be obese than<br />

those who didn’t eat those lunches.<br />

The study focused on low-income<br />

students because they are more<br />

likely to be obese (which is likely<br />

because less nutritious food tends to<br />

be cheaper than healthier options).<br />

Nestle wrote an editorial to go<br />

with that study.<br />

“If you take junk food and sodas<br />

out of schools, kids don’t eat as<br />

much of them and are healthier. If<br />

you have strict nutrition standards<br />

for school food, the food is healthier<br />

and so are the kids,” Nestle wrote.<br />

“This may all seem self-evident, but<br />

now we have research to prove it.”<br />

And with these new standards,<br />

students all across the nation are<br />

going to benefit. Whether they like<br />

it or not.<br />

Myron Moen, left and Gene Furness, right represented the South Dakota<br />

Basketball Hall of Fame and presented Ralph Johnston a plaque in<br />

his honor, Sunday, at a local care center.<br />

Furness also made a presentation from the <strong>Clark</strong> <strong>County</strong> Historical<br />

Society to Johnston during the event. Johnston’s four sons and their<br />

families were present for his special day. Ralph played basketball for the<br />

Bradley Bombers during his high school years, 1929-1932. The plaque<br />

reads: Ralph Johnston a ‘Pioneer of the Game’.<br />

Elementary and Middle School. Students were judged on the Character<br />

Counts pillars which are respect, responsibility, trustworthiness,<br />

caring, fairness and citizenship. Students can be nominated by any<br />

faculty member in the school.<br />

Chosen as Student of the Month for May in the elementary was<br />

first grader Collin Woodland, son of Tony and Amy Woodland. Collin<br />

was reported to be very responsible and hard working. His teacher<br />

also feels he is very caring to other classmates.<br />

The <strong>Clark</strong> <strong>County</strong> Commissioners<br />

met in regular session on May 21,<br />

2013 in the Commissioners’ meeting<br />

room of the <strong>Clark</strong> <strong>County</strong> Courthouse.<br />

Chairman Hass called the meeting to<br />

order at 8:00 a.m. with the following<br />

Commissioners present: Bjerke, Reints,<br />

Wicks and Loomis. Also present<br />

Auditor Tarbox.<br />

MINUTES: Motion by Loomis, second<br />

by Bjerke to approve the minutes<br />

from the May 7, 2013 regular meeting.<br />

All members voting aye. Motion<br />

carried.<br />

COURTHOUSE: Dustan Elsen<br />

met with the board and informed<br />

them the elevator has been repaired<br />

and is back in use. He also suggested<br />

we delay the tuckpointing this year<br />

and use funds to repair the leaking<br />

roof. Motion by Reints, second by<br />

Wicks to hire Verdon Roofing to fix the<br />

roof at a cost estimate of $17,832.66.<br />

All ayes. Motion carried.<br />

HIGHWAY: Highway Superintendent<br />

Eggleston met with the board<br />

to inform them of road updates, new<br />

employees and the status of delivery<br />

and sale of county equi<strong>pm</strong>ent.<br />

LOAN APPROVAL: Motion by<br />

Wicks, second by Bjerke to authorize<br />

chairman and Auditor to sign note<br />

from Dacotah Bank in the amount<br />

of $265,000.00 funds to purchase one<br />

motor grader All voting aye. Motion<br />

carried.<br />

OPERATING TRANSFER: Motion<br />

by Bjerke, second by Loomis to<br />

approve operating transfer to the<br />

highway department of $800,000.00.<br />

CONCERNED CITIZENS: Becky<br />

Crabtree met with the board regarding<br />

concerns about <strong>County</strong> Road #22,<br />

employees and better lines of<br />

communication. They informed the<br />

board of meetings that are being held<br />

with Commissioner Loomis to create<br />

better communication. No action taken.<br />

INDUSTRIAL PARK ROAD: Les<br />

Solberg met with the board to check<br />

on status of <strong>County</strong> Road # 7. The<br />

board informed him funding solutions<br />

were being investigated and a grant<br />

has been applied for. No action taken.<br />

AMBULANCE: Ambulance Administrator<br />

Grensberg not able to attend.<br />

Information was presented by Auditor<br />

Tarbox. Motion by Reints, second<br />

by Loomis to approve EMT's, Austin<br />

Steiner, Randy Froke and Fred<br />

Stoudy. All members voting aye. Motion<br />

carried.<br />

AMBULANCE: Motion by Loomis,<br />

second by Wicks to approve recommendation<br />

of Justin Bowers and<br />

Katie Wangsness as full time EMT's<br />

effective May 21, 2013. Pay will be<br />

$1<strong>30</strong>.00 for 24 hour period, they will<br />

cover <strong>30</strong> - 34, 12 hr shifts per month<br />

and will be eligible for full benefits.<br />

BOARD OF ADJUSTMENT: Motion<br />

by Loomis, second by Reints to<br />

enter into Board of Adjustment. All<br />

for Variance 8-13. Wendy Crabtree<br />

which allows Wendy Crabtree to<br />

plant trees in the NW ¼ 35-119-57,<br />

along the township road. All members<br />

VARIANCE 9-13: At 9:45 a.m.<br />

the time specified a hearing was<br />

held for Variance 9-13. Jerry Goldie,<br />

Mr. Goldie to place a car port closer<br />

than setback regulations.<br />

TOWN OF VIENNA COUNCIL MINUTES<br />

The Vienna Town Council met in<br />

a joint meeting between the Vienna<br />

Planning Commission and the Vienna<br />

Town Board at the Community<br />

Center on 5-6-2013.<br />

Present were Karen Snow, Rhonda<br />

Ko<strong>pm</strong>an, Elmer Anderson, Kenneth<br />

Lusk. Lusk moved to accept the<br />

agenda with improvements adding to<br />

the agenda, seconded by Anderson.<br />

There was a motion by Anderson to<br />

approve the minutes, seconded by<br />

Lusk.<br />

There was a motion by Anderson to<br />

other properties around town.<br />

There was discussion on town<br />

maintenance: A window in the town<br />

hall basement needs to be replaced as<br />

it is broken out. A door on the shed<br />

needs repair and to bring the town<br />

hall back up to fire code; fire extinguishers.<br />

There are also power lines<br />

going through trees and we will look<br />

further into the issue and discuss further<br />

options. We will look into pricing.<br />

The Bernice Reitz property is ready<br />

to burn on May 10.<br />

Cochranes addition: Snow will call<br />

to find out how much it will take to<br />

take the name off the property and<br />

look into our options for the property<br />

the town owns in that addition.<br />

The Town Hall will be rented out<br />

on June 14 and June 28.<br />

The next regular business meeting<br />

preparedness exercise that was held<br />

in <strong>Clark</strong> <strong>County</strong> with the assistance<br />

of the Yankton <strong>County</strong> E/M. Motion<br />

These 12 Willow Lake students had the great opportunity of traveling<br />

to the east coast of the United States and visiting historical landmarks.<br />

Willow Lake eighth grade students tour<br />

Washington, D.C. and New York City<br />

Twelve Willow Lake eighth graders<br />

along with Mrs. Kim Bratland<br />

and 10 chaperones traveled to<br />

Washington, D.C. and New York<br />

City from May 28 to June 2. The<br />

group visited the many memorials<br />

in D.C., including the Lincoln Memorial,<br />

Korean Memorial, Vietnam<br />

Memorial and Martin Luther King<br />

Memorial. The students toured Mt.<br />

Vernon and also the United States<br />

Capitol in which they were able to<br />

have a personal tour of the House<br />

of Representatives Chamber and<br />

Representative Kristi Noem’s office.<br />

Other sites toured were Arlington<br />

Iley Peteriet of Sioux Falls was a<br />

guest at the home of Vivian Johnsen<br />

for Alumni Weekend. While in town,<br />

they also visited Dorothy Haug and<br />

John and Marlyce Peterson.<br />

In New York City, the students<br />

and chaperones enjoyed seeing<br />

China Town, Time Square, Greenwich<br />

Village and Central Park. The<br />

students reported that a ferry ride<br />

around the Statue of Liberty and<br />

Ellis Island was another highlight<br />

of the trip. The group attended the<br />

Broadway Show, The Lion King.<br />

On the last day in New York City,<br />

the group visited the 911 Memorial.<br />

“The trip was an amazing and<br />

educational experience for all,” said<br />

group advisor Kim Bratland.<br />

week were Rebecca and Scott Stroman<br />
