population. San Benito County is 46% Caucasian, while Santa Clara County is 44% Caucasian. The City of Watsonville is only 24.9% Caucasian (75.1% Hispanic) and the town of Pájaro is a mere 3.7% Caucasian (94.2% Hispanic). Both the towns of Watsonville and especially Pájaro, which was evacuated during the flood of 1995 and again in 1998, are strongly affected by flood risk.
