2 General • Bird Flu Action Plan-2006 has been communicated to all the Joint Directors and Deputy<br />

Directors (AH&B) of all the Districts.<br />

• Recommendations received from the GOI have been communicated from time to time to all the<br />

Dy. Directors of the State.<br />

• Daily reporting being done by the Dy. Directors and the report collated at the Directorate level for<br />

its further communication to the Govt. of India.<br />

• A Control Room setup in the Directorate of Animal Husbandry, HP with contact no. 0177-<br />

2830089, 94180-85640 (Dr. Vikram Singh), 94180-92015 (Dr. Neeraj Mohan)<br />

• Director, Animal Husbandry shall lead the operations if need be.<br />

• As per the Bird Flu Action Plan-2006, respected Deputy Commissioners have been made<br />

Role of Deputy Commissioner:- Control operations require co-ordination of activities of several<br />

agencies especially at district level. District Collector/Deputy Commissioner has to play a central and cocoordinating<br />

role especially concerning aspects of quarantine, closure of shops, compensation (payment<br />

and verification), movement control, ban on sale of poultry related products, administering and<br />

developing vaccination plan, clean-up, maintaining supply lines for equipments etc.<br />

Field level staff of the Department of Animal Husbandry has been prepared for control and containment<br />

operations.<br />

4 Rapid Response Teams 48 teams (Cullers and Vaccinators) of 5 members each have been constituted from all over the State. (4<br />

RRT’s per District).<br />

The Personal Protective Equipment (PPE) (1000) for Direct/Indirect Handlers have been procured and<br />

distributed to the field functionaries as under:-<br />

80-90 Kits have been distributed to each District with over 200 PPE Kits kept as buffer stock at<br />

Surveillance kits as mentioned in Annexure-I of the Action Plan have been distributed in each district.<br />

As per the Action Plan the units are to be fumigated once in a<br />

fortnight. After completion of control operations, sanitization<br />

certificate will be issued by the State Government indicating that the<br />

operations have been completed. No poultry will be re-stocked in the<br />

operational area for three months from the date of sanitization.<br />

Therefore fortnightly disinfection of farm premises will be carried out<br />

during this period. It is clarified that fortnightly disinfection of farm<br />

premises will be carried by spraying in open areas and by fumigation<br />

in closed areas.<br />

2 Process of Fogging shall be performed by the Municipal Corporation Sewage<br />

Disposal Staff as under:-<br />

In consultation with Ministry of Health and Family Welfare, Government of India it is<br />

clarified that fogging may not be carried out in residential areas. Spraying with<br />

disinfectant will be more useful. It is further clarified that Formalin may not be used<br />

in inhabited areas as it is considered to be an irritant for humans especially for eyes.<br />

Other alternative such as Triolocid concentrate, Virkon S and Sodium Hypochlorite<br />

have been suggested by Ministry of Health and Family Welfare and can be used for<br />

spraying in residential areas.<br />

3 Disposal of culled birds and soil shall be performed by the PWD staff by use of<br />

JCBs / Earth Movers in presence of the Animal Husbandry Staff (Cullers)<br />

It is clarified that the soil should not be carried out of a farm premises but should be<br />

leveled out within the same farm premises.<br />

4 Disposal of unused and sealed medicines :-<br />

Such medicines will also have to be destroyed while conducting control operations<br />

by the staff of AH Department.<br />

It is clarified that all standing crop and agricultural produce on the<br />

infected farm premises are required to be destroyed by the Owner in<br />

presence of the Revenue Department Officials.<br />

However, subsequent produce in the next cropping cycle from the<br />

agricultural lands within the farm premises can be allowed for<br />

consumption.

The migratory, wild and domestic birds should be a part of the overall<br />

surveillance to be done by the Wild Life/Forest Department. If<br />

unusual mortality is observed samples should be collected and<br />

forwarded for testing.<br />

10 Vaccination If need be Vaccine shall be procured in consultation with GOI by Field level staff of the Department of<br />

Animal Husbandry (Designated Vaccinators and District level RRTs)<br />

Cold chain facility and method of transporting to affected area in Vaccine carrier is available with the<br />

Department of Animal Husbandry. However, the Ice-Line Vehicle for transport of Vaccine is not<br />

available.<br />

Phase-manner one-day training on collection, preservation and dispatch of samples for Bird Flu<br />

surveillance, especially for the personnel (VO’s and Vety. Pharmacists) employed in close proximity to<br />

the Wetlands/Bird Sanctuaries is being carried out at RDDL. Until now 290 Vets and 270 paravets have<br />

been trained. Now District wise trainings to train 100% Vet and paravet staff has been planned which<br />

shall be completed in the next five months form the funds to be provided by GOI.
