FOREWORD 

The work of governance is formidable, 

especially when the leader of a nation carves a path that 

is anchored upon the principles of transparency and 

public accountability. Indeed, the road to reform and 

transformation is far from being well-paved. 

Public awareness is a key element of governance 

reform in President Benigno S. Aquino III’s administration. 

An informed public imbibes a readiness to assume the 

responsibilities of citizenship. When citizens become 

conscious of their duties and roles in community- and 

nation- building, they become willing volunteers and active participants in shaping 

their own future. 

It is in this context that the Presidential Communications Operations Office, 

through its Bureau of Communication Services, performs its mandate to ensure that 

Filipinos are made aware, become well-informed, and are enabled and empowered 

to perform their civic duties. 

This book, fittingly entitled, UGNAY- Connecting With the People, seeks to 

make government publications easily accessible, so that vital information may be 

used by Filipinos in more productive interaction with government agencies that 

play a part in improving their quality of life. 

We thank our colleagues in government who have helped make this 

compilation possible. We will pursue this initiative further in our continuing efforts 

to build heightened citizen awareness and civic consciousness.

PREFACE 

The Bureau of Communications Services has gone a long 

way since its humble beginnings. Through the years, we have 

been constantly active in ensuring that our citizenry gets to 

know about the initiatives of our government by launching 

forums and photo exhibits as well as printing various relevant 

publications. True to our stated mission, we continue to 

exhaust all means possible to cater to the information needs

any self-respecting researcher navigate through the web of available government 

information resources. That is why this book is of utmost importance as it will serve 

as an efficient locator aid for students, researchers, and the people themselves in 

their search for vital government information to address their various needs.

INTRODUCTION 

This publication, Ugnáy: Connecting with the People, is designed to help 

the public access government publications easily. It presents to the people, in one 

comprehensive volume, the breadth of government information resources. 

Knowing that government agencies produce a wide array of information 

materials on a variety of topics, our Bureau head, Director John S. Manalili, initiated 

the production of a comprehensive list of government publications. A preliminary 

search revealed that, at present, the public has no central source of information 

about what government publications are available and where to find them. Hence, 

one has to actively seek information by making actual calls to or visiting the websites 

of each of the various government agencies. This results in missed opportunities 

for both government agencies and the public. Indeed, such a list would have helped 

the government agencies reach a wider audience on one hand and the public get 

accurate and concise information on the other. 

Ugnáy, which means “connection” or “to connect”, will ensure that 

government publications are known to as many people as possible and, most 

importantly, will ensure the peoples’ access to government information. 

To gather the content for Ugnáy, we had to conduct two surveys: the 

first was done to collect the profiles and cover photos of the publications of the 

line departments; the second was done to get the expectations of publications 

managers on the content, lay-out, and design of the handbook. We were fortunate 

that our survey respondents, composed mostly of public affairs officers, were 

very accommodating. But still, data-gathering took all of eight (8) months, from 

November 2011 to June 2012. Intervening tasks and the high number of attached 

agencies and bureaus made it difficult to collect the data within our desired time 

frame. The ensuing encoding of data and organization also entailed repeated checks 

for accuracy and completeness. 

This volume lists more than 500 publications from the 20 government line 

departments including the National Economic and Development Authority and 

our bureau, the Bureau of Communications Services, itself. The publications are 

primarily grouped alphabetically by departments and sub-divided alphabetically as 

well by attached agencies and bureaus, with the department proper office coming 

first.

Ugnáy is organized in this manner: a description of the functions and logo 

of the departments are provided in the title page of each department grouping; 

while each publication entry is then presented with a photo of its cover and 

details about its circulation, price, frequency, language, format, page count, main 

audience, distribution area, delivery method, source of funding, production mode, 

and person- in-charge. Those publications without profiles are listed in bullet form. 

Our apologies if we may have inadvertently missed to include some of the 

publications in this listing. Meanwhile, updates on new publications will also be 

disseminated regularly. We extend our apologies as well to other agencies under 

the Office of the President and its attached agencies, government owned and 

controlled organizations, and government financial institutions that sent us already 

their list of publications. We assure them that such will be featured in another 

volume which will be published next. 

Ugnáy was envisioned to be our response to the need of the people to gain 

access to vital government information. We sincerely hope that, more than just 

aiding in the search for government publications, Ugnáy would be a tool to help the 

people to become more informed, empowered, and engaged with our government.

DEPARTMENT OF AGRARIAN REFORM 

The Department of Agrarian Reform (DAR) is the lead implementing 

agency of Comprehensive Agrarian Reform Program (CARP). It undertakes 

land tenure improvement and development of program beneficiaries. 

DAR conducts land survey in resettlement areas. It undertakes land 

acquisition and distribution and land management studies. The DAR also 

orchestrates the delivery of support services to farmer-beneficiaries and 

promotes the development of viable agrarian reform communities.

DEPARTMENT OF AGRICULTURE 

The Department of Agriculture (DA) is the principal agency of the Philippine 

government responsible for the promotion of agricultural and fisheries 

development and growth. In pursuit of this, it provides a policy framework 

that directs public investments and, in partnership with the local government 

units (LGUs), provides the support services necessary to make agriculture and 

fisheries, and agri-based enterprises profitable and to help spread the benefits 

of development to the poor, particularly those in the rural areas.
