EXECUTIVE SUMMARY<br />

The long-term aims of all dissemination activities are to provide mechanisms to<br />

extend the network of people and organisations working on the project beyond<br />

the initial consortium; organise tools to support a community of practice,<br />

organise events which forward the aims and membership of the network and<br />

raise awareness at institutional, sectoral and national levels. Therefore, a<br />

certain degree of visibility and popularity of the service among the addressed<br />

target group is necessary. The dissemination is deployed at three levels in order<br />

to address different target groups:<br />

• MACRO European reference bodies, national bodies, policy makers;<br />

• MESO associations/representatives of students, University career centres,<br />

the reserach communities in the frame of Learning outcomes at<br />

university evel.<br />

• MICRO students, career officers and experts in LOs.<br />

Therefore, the purposes, communication channels, the tools, and the messages<br />

of dissemination are different accordingly, and include:<br />

• cross-linking of the service to as many web sites of institutions working with<br />

teachers (e.g. regional, national and European teachers associations,<br />

libraries);<br />

• presentations of the project, the service and the results at regional, national<br />

and European conferences and workshops;<br />

• production and dissemination of PR-materials (e.g. project flyer)<br />

• newspapers and magazines, TV and radio channels to be contacted and<br />

stimulated to report about the project<br />

• the research community is to be kept updated about the progression of the<br />

piloting as well on the proposed approach, through the partners networks<br />

and participation to conferences;<br />

• regional, national and EU bodies sharing interests with the field of the<br />

project are to be informed about the project aims and results.<br />

Work Package 5 has been set up with the specific responsibility for<br />

dissemination activities. The WP is led by Kutsekoda (Estonian Qualifications<br />

Authority). Dissemination activities will be carried out with the support<br />

and contributions of all project partners.<br />

This document summarises the main steps of the dissemination strategy to be<br />

put into practice by the partners of the UNILO project to maximise the<br />

results of the project. It is based on the preliminary discussions carried<br />

out during the project meetings in Granada, Tallinn and Padova and<br />

constitutes a first proposal to be updated with the partners’ contributions.<br />

1. <strong>DISSEMINATION</strong> STRATEGY<br />

1.1 Introduction: the UNILO project<br />

The Framework for Qualifications of the European Higher Education Area (QF-<br />

EHEA) started in 1999 (Bologna Declaration); whereas, the development of the<br />

EQF started in 2005. The two frameworks clearly have similarities and<br />

overlapping areas. EQF-EHEA 4 cycles are referenced (linked) to EQF levels 5<br />

through 8 correspondingly. Both frameworks are based on LO approach but the<br />

descriptors are different.<br />

UNILO intends to explore the Learning Outcomes (LO) approach in the<br />

frame of QF/EHEA implementation contributing to its full<br />

understanding and application by promoting the active involvement of the<br />

Career services of European Universities helping European University<br />

students and holders of professional qualifications to better understand<br />

its potential in a clear and practical way.<br />

The project objectives are:<br />

• To define the state of the art in LO implementation in EHEA;<br />

• To identify criticalities and bottlenecks in the implementation process as<br />

well as benefits and applications of LOs (including mutual recognition of<br />

awards, recognition of prior learning, improved assessment, QA,<br />

modularisation, improved access and equal opportunities);<br />

• To set up a community of practice starting from the partner networks;<br />

• To develop awareness at institutional, sectoral and national levels;<br />

• To develop methodological instruments for Higher Education Institutions<br />

(HEIs) and professional institutions and their employees and students;<br />

• To disseminate results and search feedback from representatives,<br />

employment officers and students.<br />

The project will have a duration of 24 months.<br />

UNILO builds on solid relations among the partners forming this consortium.<br />

The initial idea started at the ECG - Employability and Career Guidance Task<br />

Force of the Coimbra Group where the University of Granada, Padova and<br />

Jagiellonian University stressed the importance of the career services to clarify<br />

and serve as link with the students to raise awareness and understanding of the<br />

LO approach in the frame of the EQF/EHEA.<br />

1.1 Internal communication<br />

Internal communication is an absolutely necessary activity to reach<br />

success in promoting the UNILO project and its web portal. Roles and<br />

objectives and the main products and channels are the following:<br />

Project partners’ role is to inform, coordinate, and get involved. The role<br />

of the Project Coordinator, and the Work Package Coordinators is to<br />

inform, stimulate contributions and to guarantee the coordination. The Website<br />

manager’s role is to inform.<br />

Their main products and channels are:<br />

• Working documents: these will be delivered through the intranet on the<br />

website and project’s mailing lists.<br />

• Promotional material: to be produced/translated and diffused. Electronic<br />

versions on the website.<br />

• Project meetings: these will be announced to the mailing list and also<br />

the website will be a major channel for the internal communication<br />

among the partners.<br />

• Restricted area of the website: provides useful information to the internal<br />

targets.<br />

1.2 External communication<br />

External communication focuses on dissemination and promotion activities<br />

relating to non- project partners. To disseminate simply means to “spread<br />

widely”. And that is precisely what disseminating project results is all about:<br />

spreading them far and wide. The European Commission defines dissemination<br />

as “a planned process of providing information on the quality, relevance and<br />

effectiveness of the results of programmes and initiatives to key actors. It<br />

occurs as and when the results of programmes and initiatives become<br />

available.”<br />

Dissemination Plan<br />

A matrix has been designed and included as Annex 2 to aid partners to plan<br />

their dissemination activities according to the target users.<br />

End users: They shall be informed about the availability and relevance<br />

of the UNILO web portal, thus encouraging them to use the UNILO<br />

community in order to share their experiences and learn from the experiences<br />

of others as starting point of all the project outcomes.<br />

Main products and channels:<br />

• Promotional material: specific promotional materials to be planned;<br />

communication releases and also the website will be a major channel for<br />

dissemination.<br />

• Events (to be selected by each partner at national level on the<br />

basis of possible shared interests): they represent an important<br />

channel to establish new contacts; they will be announced to the<br />

mailing list, by sending the agenda of the event or the link to the<br />

event’s website, preliminary communication releases, and also the<br />

website will be a major channel for the dissemination of events’<br />

information.<br />

2. ACTIONS AND TOOLS FOR <strong>DISSEMINATION</strong> AND PROMOTION<br />

ACTIVITIES<br />

Suggested actions and tools for dissemination of the UNILO, to be carried out<br />

jointly by all project partners, are the following ones:<br />

a) Direct dissemination to the main beneficiaries by e-mail:<br />

• Action: Send an e-mail for presenting the UNILO web portal and<br />

the main project outcomes (with attachment of the Project<br />

Presentation/Flyer – PDF document) to as many institutions as<br />

possible.<br />

• Tools: An accompanying e-mail text sample in English provided as<br />

example by Kustsekoda and translated, if necessary into the national<br />

languages, adapted to the different types of beneficiaries; Project<br />

presentation Flyer – PDF document translated into the national<br />

languages if considered necessary; National contact lists created by<br />

each partner; Joint European contact list created by Kutsekoda with<br />

the contribution of all partners.<br />

b) Dissemination on the web:<br />

• Action: Ask institutions working within EQF/LOs (e.g. national<br />

coordination points, Universities career centres, Students Associations,<br />

etc) to include a link to the UNILO web portal, establish cross-linking<br />

of the service to as many web-presentations of institutions working in<br />

this field as possible.<br />

• Tools: Mapping of websites and portals of institutions working within<br />

EQF/Los; E-mail texts may be adapted to the different addressees.<br />

c) Media release:<br />

• Action: Send out press releases to the media (magazines, reviews, both<br />

on paper and online, TV and radio programmes, etc.) interested in<br />

EQF/LOs, establish contacts and animate them to report about the<br />

project.<br />

• Tools: Mapping of media interested in EQF/Los; Press release and e-<br />

mail texts might be adapted to the different situations; National contact<br />

lists created by each partner; Joint European contact list created by<br />

Kutsekoda with the contribution of all partners.<br />

d) UNILO workshops and seminars:<br />

• Action: Disseminate the UNILO project, outcomes and the results by<br />

attending relevant conferences, fairs and workshops at regional, national<br />

and European level.<br />

• Tools: List of relevant events and congresses at regional, national<br />

and European level jointly created by Kutsekoda, Scienter España and<br />

all partners.<br />

In order to keep the dissemination activities monitored, a Template for<br />

dissemination activities (see Annex 1) is distributed to be filled in periodically<br />

by each partner.<br />

A Dissemination matrix (see Annex 2), describing importance of the project<br />

outcomes for different target groups is filled in by all project partners,<br />

discussed during the project meetings, and updated according to the project<br />

development.<br />
