OTHER EMPLOYMENT HISTORY<br />

1988 - 1993: Deputy Commissioner, Office <strong>of</strong> Funding and Program Assistance, New York State<br />

Division <strong>of</strong> Criminal Justice Services, Albany, New York. I was responsible for an annual local<br />

assistance budget in excess <strong>of</strong> $200 million and a staff <strong>of</strong> more than fifty program analysts. Our<br />

<strong>of</strong>fice oversaw the implementation and administration <strong>of</strong> the NYS local assistance budget for<br />

criminal justice.<br />

1986 - 1993: Executive Assistant to the New York State Director <strong>of</strong> Criminal Justice, Albany,<br />

New York. I served as a member <strong>of</strong> a small team reporting directly to the Governor. We were<br />

responsible for coordinating the budgets, programs, and policy activities <strong>of</strong> New York State’s<br />

eight criminal justice agencies.<br />

1985 - 1986: Special Assistant to the Counsel for the New York State Director <strong>of</strong> Criminal<br />

Justice, Albany, New York. I wrote speeches, proclamations, veto messages, policy directives,<br />

and other assignments for the Governor and Director <strong>of</strong> Criminal Justice.<br />

1984 - 1986: Program <strong>Associate</strong> and Staff Writer, New York State Committee on Sentencing<br />

Guidelines, Albany, New York. This experience became the foundation for my dissertation and<br />

subsequent publications on determinate sentencing and sentencing guidelines.<br />

1978 - 1980: Family Court Probation Officer, Schenectady County <strong>Department</strong> <strong>of</strong> Probation,<br />

Schenectady, New York. I had a juvenile caseload, wrote pre-sentence reports, supervised<br />

clients, and testified in court.<br />

1977 - 1978: Assistant Director, Charton Juvenile Detention Facility, Schenectady, New York. I<br />

was the teacher and backup administrator.<br />

1969 - 1971: Elementary School Teacher, Epsom, New Hampshire. I taught in a school system<br />

experimenting with un-graded classrooms , and I taught advanced English and remedial math.<br />
