BARCELONA’S INNOVATION DISTRICT / FEBRUARY 2008 - 4 -
PRESS OFFICE
22@BARCELONA, BARCELONA’S INNOVATION DISTRICT
The 22@Barcelona project is a unique opportunity to recover the productive vocation of
Barcelona’s historical Poblenou neighborhood and to create an important scientific,
technological and cultural magnet that is making this city one of the main innovation
and knowledge-economy platforms in the whole world.
With this project, Barcelona is transforming an industrial neighborhood that was the
main engine of the economy for more than one hundred years into a new model of
knowledge space that promotes collaboration and synergies between universities,
technology and companies in order to foster development of an innovative, talentbased
culture.
The 22@Barcelona project is transforming 200 hectares of industrial land in the center
of Barcelona into an innovative production district designed to concentrate and develop
knowledge-intensive activities.
22@Barcelona is creating a compact, diverse and balanced model city by fostering the
co-existence of production spaces (companies), training and research centers
(universities), green areas and a wide range of housing options, including traditional
houses, lofts in remodeled industrial buildings, short-term rental housing linked to
companies and hotels.
In the first stage of the project, 2000 through 2005, the 22@Barcelona municipal
company carried out an urban renovation project, which brought about a diverse and
balanced environment where the most innovative companies co-exist with research,
training and technology transfer centers as well as businesses, housing and green
areas, which favors social and business dynamism.
After this initial urban renovation phase, the 22@Barcelona project moved into a new
stage of intense economic and cultural renovation. Currently, almost forty projects
are being developed in order to create European excellence areas in different sectors
where Barcelona can be on the international forefront, like the audiovisual, information
and communication technology, biotech and energy sectors. To do this, 22@Barcelona
promotes a high concentration of companies, public institutions and top-notch scientific
and technological centers in these areas of knowledge.
22@Barcelona also promotes social renovation, creating opportunities for the
district’s workers and residents to mix through new technologies.
22@BARCELONA PRESS REPORT
BARCELONA’S INNOVATION DISTRICT / FEBRUARY 2008 - 5 -
PRESS OFFICE
In this new stage, the 22@Barcelona district is becoming a consolidated platform for
business, scientific and cultural innovation. A total of 1,063 new businesses and
organizations have already set up offices in this new knowledge-based environment or
have decided to do so in the near future.
This transformation has allowed for the creation of 3,200,000 m 2 of new, flexible,
unique, technological spaces for innovative companies, as well as 400,000 m 2 for
facilities, 4,000 subsidized housing units and 114,000 m 2 of green areas, all of which
guarantees the urban and environmental quality of Barcelona’s new economic center.
The great success of this model has led to it be used in the rest of the city of
Barcelona, specifically in the transformation that is being carried out the neighborhoods
of La Sagrera and Marina.
MORE THAN 180 MILLION EUROS IN INFRASTRUCTURES
When the 22@Barcelona project began in 2000, the network of infrastructures in the
industrial areas of the Poblenou neighborhood was clearly insufficient. For this reason,
the project created a new Special Infrastructure Plan, which allows for urban
improvements on 38 kilometers of streets in the 22@Barcelona district to implement
highly competitive utility infrastructures.
The new infrastructure plan requires over 180 million euros in investments in order to
provide the area with modern electrical networks, centralized climate-control systems
and selective pneumatic waste collection.
The design of these new networks prioritizes energy efficiency and responsible
management of natural resources in addition to allowing significant improvements to be
made in urban services:
- A new dark fiber optics network that ensures free competition among
telecommunication content and service providers. At the same time, the
system has a completely operable duct system, which allows new cables to
be laid, minimizes future work in public streets and improves sustainability of
the urban environment.
- The new centralized climate-control system is more than 40% more
efficient than traditional heating and cooling systems.
- The new electrical network, which guarantees quality power supply
throughout the area, provides five times more power than the original
network.
- The new Mobility Plan for the area aims to have more than 70% of the
people who travel to and from the 22@Barcelona district do so with public
transport, bicycle or on foot by 2010. In order to achieve this, the plan
establishes significant improvements to the public transport system, creates
an extensive network of bike paths (29 km) and favors fluid traffic
circulation. At the same time, the plan guarantees availability of parking for
workers and visitors throughout the area, establishes measures to improve
fluid traffic circulation and introduces new mechanisms to reduce noise and
air pollution.
Likewise, 22@Barcelona also promotes the Wi-Fi project, which aims to provide
wireless Internet access throughout the innovation district. The project intends to
provide public spaces with a range of services that are attractive both for private
service providers and for public administrations and universities in the area.
22@BARCELONA, THE EXPERIENCE OF THE ICT, MEDIA, BIOTECH AND
ENERGY CLUSTERS IN BARCELONA
The 22@Barcelona project favors diversity and attracts innovative, dynamic,
knowledge-intensive companies that, in conjunction with the neighborhood’s activities –
commerce, small workshops, services–, make up a rich productive fabric that fosters
synergies between knowledge-based and innovative processes and allows for
improvement in overall business competitiveness.
In order to achieve this goal, 22@Barcelona has supported the creation of a number of
projects designed to promote competitiveness and international projection for
businesses and organizations located in the district that wish to become engines of the
economic development in Barcelona’s new productive center.
These initiatives allow for the creation of clusters in different fields of knowledge where
Barcelona can be on the international forefront by concentrating companies, public
institutions and top-notch scientific and technological centers according to their field of
activity: Media, Information and Communication Technologies (ICT), Biotech and
Energy, mainly.
In order to consolidate each of these clusters, 22@Barcelona promotes:
• The presence of top notch companies in each sector;
• Support from and presence of relevant institutions;
• Spaces for small and medium enterprises;
• The presence of universities and professional and continuous training centers;
• Technological centers;
• The creation of specific business incubators;
• Construction of housing for professionals;
• Exposition spaces to spread the word on the innovations and projects being
carried out in each sector;
• Specific services and spaces for entrepreneurs in each area;
• Provision of a number of specific services: aid, access to capital risk,
networking, etc.
In this way, these excellence areas allow for the creation of a dynamic innovation model
based on the triple helix, which promotes reciprocal relationships between the Administration,
University and Business spheres in order for the synergies created by these strategic agents
to increase overall competitiveness of the productive system.
THE BARCELONA MEDIA PARK, THE 22@BARCELONA DISTRICT’S MEDIA
CLUSTER
The audiovisual sector is a strategic option for the city of Barcelona, both for its
economic dynamism and for its cultural interest. For this reason, 22@Barcelona is
promoting the creation of a large multidisciplinary center, the Barcelona Media
Park, which is a platform of audiovisual and communication facilities and services that
is becoming a benchmark in this sector.
The main private and public agents in this field are dedicated to improving
competitiveness and international projection.
The Barcelona Media Park will be an urban complex that is open to the public, where
modern technological spaces and offices mix with research and innovation, university
training, incubation services for companies in the media sector and housing for
entrepreneurs, students and professors linked to the communication sector.
More specifically, as part of the Barcelona Media Park, the University of Pompeu
Fabra (UPF) will concentrate in the new Communication Campus, located at Ca
l’Aranyó, their learning, research and production activities in the fields of
communication and information technologies, which account for about 4,000 students,
professors and researchers from the Journalism, Audiovisual Communication,
Advertising and Public Relations, Linguistics, Translation and Interpretation,
Telecommunications and Computer Sciences departments. The UPF will have a total
Other companies in the communication field are located in the area surrounding the
Barcelona Media Park. Lavinia TC, pioneer in Spain in the development of Internet,
webcasting and TV production projects, has also located their offices and television
sets in the 22@Barcelona district, where more than 150 people work. Television
channels like Tele 5, Cuatro and Barcelona Television are also located in the area.
In the near future, RBA will build its new headquarters in this area. RBA decided a few
years ago to move to the innovation district, attracted by the Barcelona Media Park.
RBA’s strategy for the future, as a member of Barcelona Media - Investigation Center,
is based on digitalization and includes online multimedia products.
22@BARCELONA PRESS REPORT
BARCELONA’S INNOVATION DISTRICT / FEBRUARY 2008 - 10 -
PRESS OFFICE
22@BARCELONA, BARCELONA’S ICT CLUSTER
The 22@Barcelona district is becoming a European reference in Information and
Communication Technologies (ICT) thanks to the advanced infrastructures being
implanted in the district, in addition to three variables that are key to its proper
development: economic and territorial conditions, organizational capabilities of the
cluster and the specific development conditions.
The Information and Communication Technologies (ICT) sector is one of the
economy’s most dynamic sectors and is a key element to any company’s
competitiveness.
For this reason, 22@Barcelona promotes a group of projects that add value to the
companies in the area and, at the same time, generate a critical mass necessary to
make the 22@Barcelona district a European reference in the ICT sector.
The 22@Barcelona ICT cluster is an emerging cluster, where a good number of
agencies from all three spheres of the triple helix (business, administration and
research) are already located and producing joint projects. Currently, we can ensure
that the proper conditions exist in order to reach the necessary critical mass in a short
period of time, as we are consolidating the first stage (concentration) and have already
started the second (networking).
The creation and consolidation strategy of the ICT cluster is based on fostering
intersectoral activity in the following key fields:
- business: creating and attracting companies and SMEs, as well as
benchmark organizations in the sector;
- technology: promoting research activity carried out in universities, in
addition to technology transfer centers and innovation in the ICT sector
through technological centers;
- value-adding spaces and services: creating a favorable environment to
welcome companies and organizations from the sector, as well as
generating projects that foster networking among the different agencies and
their growth.
Some of the most important companies in the sector have already moved to the
innovation district, like T-Systems, Indra, GTD, Ono and Microsoft. Others have
announced that they will do so in the near future, like Telefónica. In general, with the
aim of promoting the 22@Barcelona ICT cluster, agreements have been signed with
benchmark Catalan businesses, organizations and universities (Chamber of
Commerce, Catalan Foundation for Investigation, CIDEM, Telefónica, Red.es,
Barcelona Digital Foundation, UPF, etc.) and negotiations have begun to sign
agreements that will consolidate the relationships among new companies and
organizations from the sector (whether or not they are currently located in the district,
as they are all part of the network available to businesses and organizations that are
located in 22@Barcelona).
22@BARCELONA PRESS REPORT
BARCELONA’S INNOVATION DISTRICT / FEBRUARY 2008 - 11 -
PRESS OFFICE
In order to promote this cluster, the described strategy takes form in a series of projects
that aim to attract companies and organizations from the sector and promote the
creation of synergies among the different agents in order to improve their
competitiveness and international positioning.
Some of these projects are:
• ICT House
The ICT House will be a facility located in the MediaTIC building, equipped
with cutting-edge innovations in Information and Communication
Technologies, and intends to become a place of interrelation among
companies, and between businesses and residents, where the catalyst is
intensive ICT use.
Promoted by 22@Barcelona, the ICT House allows residents and
companies to understand the implications of technological innovations,
evaluate their impact and act accordingly, in order to take advantage of
these opportunities. For companies, this facility allows technological
innovations to become competitive advantages; for residents, these
innovations are instruments to improve their quality of life.
• 22@Interface Building
22@Barcelona promotes construction of the 22@Interface Building, a new
concept for office buildings that offers services with added value, flexible
spaces and cutting-edge infrastructures for small and medium enterprises
(SMEs) in the Information and Communication Technologies (ICT) sector in
order to foster competitiveness.
• ICT Technological Center (CTTIC)
The 22@Barcelona district is home to Catalonia’s benchmark Technological
Center in the Information and Communication Technologies (ICT) sector. It
is promoted by the CIDEM, as part of their network of Technological Centers
in Catalonia. The objective of the ICT Technological Center is to reinforce
the ICT industry in Catalonia, contributing to the optimum adaptation of
products to local demand and facilitating research and development
structures in the Catalan innovation system.
22@Barcelona’s participation in the project is focused on consolidating the
establishment of this benchmark ICT Technological Center. In accordance
with the CIDEM’s decision in 2007, the CTTIC will be integrated into the
Barcelona Digital Foundation, which will acquire a technological function to
complement their current dissemination and ICT service functions.
Living Labs Catalonia, made up of 22@Barcelona, TecnoCampus Mataró,
Sant Cugat Open and the Barcelona Digital Foundation, is a platform
designed to promote the development of products and services based on
mobile communications and portable technology.
This platform is made up of three spheres of activity (Barcelona, Mataró and
Sant Cugat) that contribute to the promotion of joint projects between private
and public companies and organizations in order to develop new ICT-based
mobile products and services for residents, companies and visitors. The
Living Labs Catalonia sphere of activity centered in Barcelona is a joint
effort of 22@Barcelona and the Barcelona Digital Foundation.
Living Labs Catalonia is part of the European network of Living Labs, a
consortium of innovative cities from all over the continent that are pioneers
in the creation mobile products and services, located in the following cities
and regions: Uusimaa region in Finland: Helsinki, Tampere and Vantaa;
Estonian region: Tallin; Kalmar region in Sweden: Västervik; German
Baden-Württemberg region: Stuttgart; Italy’s Piedmont region: Turin; French
Provence-Alps-Côte d’Azur region: Sophia-Antipolis; Danish region of
Oresund: Copenhagen; London region: City of Westminster; Amsterdam
Metropolitan Area: Almere.
Currently, 22@Living Labs is also part of the Catalan network of Living
Labs, called CatLab, which is led by i2cat with support from the Catalan
government’s Secretary for Telecommunications and Information Society.
• Mobile Infrastructure
ICING (Innovative Cities for the Next Generation) is a European program
that promotes a number of research, development and installation activities
to provide intelligent services through mobile technology in urban areas.
Various companies and organizations from Barcelona, Helsinki and Dublin
participate in this international initiative.
• Shared Services
Controlling a company’s progress, from concept to shipping goods or
services, and digitalizing this process is a big investment for a business, but
it can have a very positive impact on their long-term productivity. There are
certain processes that companies, as a result of technological advances,
can centralize either through departments in large companies or by
outsourcing this project to an external company.
Catalonia, specifically Barcelona, has already gained recognition as an
important location in the supply of shared services and, as a result, both the
growth of this area and its trickle-down effect (efficient shared services
companies make their clients more efficient) make it a good time to develop
By developing the necessary services and aids (especially regarding
financial and internal management software) in the 22@Barcelona district,
shared services companies or the central services of multinational
companies will have the best efficiency and productivity available to them
here. We are moving from the model to improve productivity of
values the talent and experience of all groups involved: professionals,
the innovation district.
• Ágora Program: A series of activities based on the events in the district
organized by the agencies involved (University of Barcelona, Barcelona Digital
Foundation, UOC, UPF, 22@Network and 22@Barcelona) designed to
showcase the activities available in the district and consolidate innovation
culture.
• Digital District: A social initiative that aims to foster knowledge and use of new
technologies among the residents of the Sant Martí and Poblenou districts who,
because of their social and economic conditions or age, have not yet joined the
