Egg Corp Assured – an industry quality<br />

assurance scheme<br />

1. Australian Egg Corporation Limited (AECL)<br />

has developed Egg Corp Assured (ECA), a<br />

quality assurance program for commercial egg<br />

producers. 176 The program addresses a wide<br />

range of issues relating <strong>to</strong> egg production<br />

including animal welfare <strong>and</strong> egg labelling. 177<br />

2. All ECA members are expected <strong>to</strong> comply<br />

with AECL’s Egg <strong>Label</strong>ling Guide which seeks <strong>to</strong><br />

implement the National St<strong>and</strong>ards for Egg<br />

<strong>Label</strong>ling. These st<strong>and</strong>ards were developed jointly<br />

by the egg industry <strong>and</strong> the state <strong>and</strong> terri<strong>to</strong>ry<br />

governments in 2001. 178 They require:<br />

a. The words ‘cage eggs’, ‘free-range eggs’ or<br />

‘barn laid eggs’ <strong>to</strong> appear on the front of<br />

each egg car<strong>to</strong>n; <strong>and</strong><br />

b. Details of the Poultry Code’s definition of<br />

the egg production system or an industry or<br />

producer’s contact details, <strong>to</strong> be provided on<br />

each egg car<strong>to</strong>n.<br />

3. The ECA scheme covers all production<br />

systems <strong>and</strong> accredited members are expected<br />

<strong>to</strong> comply with the minimum st<strong>and</strong>ards in the<br />

Poultry Code. This means that the following<br />

practises are permitted:<br />

a. De-beaking/beak trimming of birds<br />

(by producers, including those accredited<br />

as ‘free-range’); 179<br />

b. Forced moulting (withholding of food <strong>and</strong><br />

water for up <strong>to</strong> 24 hours); 180 <strong>and</strong><br />

c. Confinement in small cages or indoors<br />

(for producers accredited as ‘caged egg’ or<br />

‘barn laid’ respectively). 181<br />

iii) Organic <strong>and</strong> bio–dynamic accreditation<br />

1. Although the labelling of organic produce<br />

is subject <strong>to</strong> the consumer protection <strong>and</strong><br />

food laws identified above, at present there<br />

are no laws that specifically regulate the<br />

labelling of organic products on the domestic<br />

market. Instead, certification of organic<br />

producers is carried out by one of Australia’s<br />

seven approved certifying bodies. 182 Most<br />

organic certifiers apply the National Australian<br />

St<strong>and</strong>ards for Organic <strong>and</strong> Bio-dynamic<br />

Produce (‘National St<strong>and</strong>ard’) developed by<br />

the Australian Quarantine Inspection Service<br />

for exported produce; 183 however some<br />

certifiers have developed their own st<strong>and</strong>ards<br />

which also apply <strong>to</strong> domestic sales. 184<br />

2. There are a number of reasons why<br />

consumers buy organic products; however a<br />

recent survey has revealed that more than 50% of<br />

consumers buy organic because they associate it<br />

with better animal welfare. 185 This expectation<br />

would seem <strong>to</strong> be well-founded since the worst<br />

aspects of the fac<strong>to</strong>ry farming system (such as<br />

permanent confinement, feed lotting <strong>and</strong> routine<br />

mutilations designed <strong>to</strong> ‘control’ natural<br />

behaviours <strong>and</strong> stress responses) appear <strong>to</strong> be<br />

prohibited or substantially reduced by most<br />

organic systems in Australia. 186<br />

3. The National St<strong>and</strong>ard provides for<br />

animals <strong>to</strong> be free-ranging during daylight<br />

hours <strong>and</strong> <strong>to</strong> have access <strong>to</strong> food, water,<br />

shelter <strong>and</strong> shade. 187 The Australian Organic<br />

St<strong>and</strong>ard places a high priority on animal<br />

welfare, requiring that lives<strong>to</strong>ck must be able<br />

<strong>to</strong> perform all natural social <strong>and</strong> physical<br />

functions relevant <strong>to</strong> their breed. 188<br />
