The assessment of the <strong>DTIS</strong> team is that FISB is carrying out its service and regulation<br />
functions adequately but is extremely weak in regard to marketing and promoting the<br />
Maldives as an investment destination. There is scope for enhancing the promotion<br />
function of FISB.<br />
D. MINISTRY OF TOURISM AND CIVIL AVAIATION (MTCA)<br />
Investments in the tourism sector fall under the responsibility of MTCA, a well-resourced<br />
ministry that administers the Maldives Tourism Act (2/99). This legislation covers all<br />
aspects of tourism investment from land allocation, leases, to the operation of<br />
guesthouses, hotels and resorts.<br />
Among the ministry’s main goals and objectives (on its tourism as distinct from its<br />
aviation related functions) are:<br />
• To increase economic benefits from tourism including national income,<br />
employment opportunities, net foreign exchange earnings, regional<br />
development and revenues to the government;<br />
• To ensure equitable distribution of the economic benefits from tourism to<br />
society;<br />
• To make tourism a vehicle for the protection of the natural environment, and<br />
the revitalization and preservation of the nation's cultural assets;<br />
• To maintain a strong private sector role in the industry while enhancing the<br />
operating environment and facilitating the private sector to achieve the desired<br />
benefits of tourism;<br />
• To increase Maldivian participation at all levels of the industry, especially to<br />
increase the participation of women in this industry;<br />
• To nurture a society that understands the value of tourism for the nation, and<br />
its critical role in the future prosperity of the country and its people;<br />
• To remain competitive in the global market by continuously expanding and<br />
diversifying the product, enhancing the quality of services, and become<br />
established as a quality tourism destination delivering good value-for-money;<br />
and<br />
• To develop support infrastructure and activities, to ensure hassle-free travel<br />
and the safety and security of tourists during their holiday.<br />
The ministry has a promotion board – The Maldives Tourism Promotion Board (MTPB) -<br />
which is responsible for marketing the Maldives as a tourist destination. The Board<br />
operates two overseas offices in Germany and the UK.<br />
