With the establishment of a product development centre, MRC will become a more active<br />
player supporting the industry, and it will contribute to an increase in the value of the<br />
products developed from the resource endowment.<br />
E. AQUACULTURE<br />
A pilot aquaculture project should be designed with the objective of developing a<br />
sustainable aquaculture sector, with a view towards supplying local markets as well as for<br />
exports. When validated with positive results, the scheme should be extended to villagers<br />
– especially women – as an income generating activity.<br />
Given the generous number of lagoons and sheltered areas in the atolls, mariculture<br />
development should be initiated with government support but operated by the private<br />
sector. Mariculture has great potential to deliver quality white fish, shellfish and other<br />
marine products to the tourism industry and for export. It can also contribute to reducing<br />
regional disparities and poverty as it can be implemented in the outer atolls thus<br />
providing job opportunities to local communities. Mariculture is particularly suitable for<br />
women- friendly work.<br />
With the objective of developing a sustainable aquaculture sector in commercial scale<br />
from brood stock management to harvestable consumer size fish, a pilot aquaculture<br />
development project should be designed.<br />
Due to its experimental nature, the pilot project should be placed under the auspices of<br />
MRC. MIFCO has already expressed interest in being a partner, and negotiations between<br />
MFAMR and MIFCO should take place soon to assess whether an extension of the<br />
existing aquaculture project will be fruitful.<br />
F. EDUCATION AND TRAINING<br />
The vision to modernize the fishery sector should be complemented by comprehensive<br />
education and training facilities to provide the necessary range of skills. Close<br />
collaboration between the industry and the existing training facilities will be required to<br />
design the programmes. Efforts are also required to make fishery-related occupations<br />
attractive to the young.<br />
The education system should be adapted to meet the requirements of a modern fishery<br />
sector and industry. Present capacity constraints may be overcome if existing training<br />
institutions and faculties cooperate more closely. There is a need for the following tailormade<br />
courses for the fishery sector:<br />
• Captain and master fisherman certification;<br />
